Everyone does what I expect (except for Arche, who hasn't submitted yet, but the difference is 1VP).

Arch either discards for coin or builds a red card (I will assume that he discards)
Ins builds Craftsmens Guild, which is worth 4VP.
Qvist builds Town Hall
sparky discards for $3
Davio builds Haven (yellow), earning $2 and 1VP per brown
mith builds Siege Workshop, paying $1 to Davio and getting +3 Shields
Galzria builds Lighthouse, getting +$2 and 1VP per yellow

Age III military:

Arche: +4
Ins: -2
Qvist: +10
sparky: -2
Davio: +4
mith: +4

I've calculated the scores. If I have made no mistakes, the totals come to (from lowest to highest, and with categories >10 in parentheses):

Ins - 42
sparky - 43 (17 for blue, 18 for green)
Arche - 45 (16 for green)
Galz - 47 (15 for military, 13 for green, 11 for purple)
mith - 55 (20 for wonder, 14 for purple, 11 for coin)
Davio - 59 (22 for blue)
Qvist - 69 (29 for blue, 15 each for military, purple)

All bottom four players went for green. Some probably should not have, and the others suffered for it. Qvist pounded the blues and pulled some great purples, plus his neighbours built virtually no red.

Even so, the margin is surprising. I actually thought Davio or mith was going to take it.

Arche can build red to potentially deny Galz a military victory and potentially earn net 1VP from not losing on that side. But doing so would cost him money, dropping him down. Not worth it, I think. Just discard for an extra point. Err, wait, he can't even deny Galz the win. Galz has strength 10 (the Tableau just isn't accurate right now). Discard discard.

Ins doesn't need Lodge to finish a set. It would only be worth 3VP (and would cost $2 for a Brick, dropping him down a money tier). Craftsmens Guild is worth 4VP though. Better.

Qvist of course takes the Town Hall. No question.

sparky cannot take University and doesn't have the resources for Academy. Discard for coin and rail at fate.

Davio can take Haven for $2 and 2VP. The $2 will pop him up to the next tier, so Haven is worth 3VP. But then he may very well lose the military battle, costing him 1VP and giving mith 5VP. So Haven is sort of only 2VP to Davio and 5VP to mith. Fortifications... oh, Davio doesn't have enough Stone to build it. So Haven it is, and hope that mith doesn't get another red...

mith does indeed get another red. Siege Workshop, for which he'd need to pay $1 to Davio. This is alright -- Davio has no choice but to build Haven anyway, so this extra $1 doesn't give him an extra VP. For this, mith would earn 5VP. His other choice is Magistrates Guild, which is worth 4VP and would cost $2, which IS enough to bump up Davio to another VP. It's worth less anyway, so Siege Workshop is clearly the one to take.

Galz has no need for Arsenal. His strength is 10, Arche is only at 4. Take the Lighthouse for the few points it gives. Better than nothing.

Davio discards for $3, which is sort of like taking 1VP for Green. He should have discarded Academy to keep sparky from completing a second set... However, Academy costs 3 Stone and Glass. It chains from School, which sparky does not have. He also doesn't have 3 Stone or Glass. Not even ACCESS to 3 Stone. And he already has a University, so he can't build that. So Davio can discard anything for the same effect... and if I am reading the Google doc correctly, he discards the Circus and lets sparky see the two green. Cruel, cruel taunt!

Galz takes Fortifications after all.

And mith takes Arsenal. This is really interesting. He leaves Davio with Fortifications, which cost 3 Ore and a Stone. Davio has 1 Ore, access to Stone... and that's it. Oops, I did not look at that closely when I was picking earlier. This is a great move. If mith gets another red (and if he's been counting his cards, he should see it as quite likely) then he will overtake Davio.

Note, I did think that Davio should have built the Circus when he had the chance. That would have resulted in a military tie to mith. Hurts to lose the points, but at least mith doesn't get them.

Archetype can build Arsenal and try to overtake Galz. Not worth it. Especially not when Lighthouse is actually worth a LOT for him! 6 yellow cards means 6VP and $6. He has to pay $3 for Glass and Stone, but that's still net profit. The card is effectively 7VP for him.

Insomniac is not a fighter in this game, so the only choice is Chamber of Commerce. And that is actually pretty great for him -- $6 and 6VP (paying $2 for 1 Brick) for effective 8.33 VP. Very good.

Qvist gets 7VP for Philosophers Guild, 6VP for Craftsmens Guild. If he passes them, PG is worth 5 to Ins while CG is only worth 4. PG, obviously.

sparky should prefer Town Hall, but is it affordable? Glass costs $1, Caravansery gives 1 Stone, and he has to pay $4 total for Stone and Ore to complete. That's $5 cost -- all his money. The effective worth of Town Hall drops to 4.33VP. Still beats Haven, though it hurts a bit that he might be locked out of a real choice in the next hand.

Davio doesn't really have to fear mith building red. He might worry about sparky doing it from this hand though. His choices are really to either take 1VP for a green or to chain the Circus and secure his military. The latter isn't really necessary, but is probably safer overall.

mith could take a stab at overrunning Davio in military, but it probably won't work very well since there are two reds in this hand. Haven isn't amazing, but it's something.

Galzria is far enough ahead that he shouldn't need to secure military. But then, Magistrates Guild is worth only 2VP and he would have to pay for 2 Wood. MG is actually a net loss of points! But he also needs to buy 2 Ore for Fortifications and 2 Brick (or Wood and Brick) for Siege Workshop. Unfortunately expensive. Maybe he should just discard for coin here. :(

Ins decides to take the Wonder over Lighthouse (burying Observatory). Can't fault him. Qvist takes Circus from the red. Not sure if he had a reason for that one in particular. I guess it was kind of a tossup among all that red. I called everything else. :)

Archetype

Magistrates Guild: only worth 2VP right now.
Siege Workshop: Does not have access to 3 Brick.
Arena: Only worth $3 and 1VP (effectively 2VP). Poor!
Fortifications: Can build (for $3) to tie Galz in military. Generally not worth it unless he intends to build another red and scoop that victory... but that's not a great fight to fight.

This is a very tough call because everything is so bad. I would say Fortifications is the best of this batch. If Arche can build another red and Galz does not, then that's effectively 6VP over two cards (5VP for winning over Galz instead of -1VP for losing). Not good, but better than the other possibilities.

Well... kind of? The big problem is that Arche doesn't have so much money. He's at $4 now. That's not a great place to be when he's relying on buying his resources. The other thing is, building red here means Arche MUST build ANOTHER red to benefit at all. And what if that next hand could have made more than just 3VP?

So I think Arena is Arche's best choice here. Effectively 2VP is close to possibly effectively 3VP, and it gives money which Arche desperately needs.

Insomniac

Lighthouse (x2): It would be worth $3 and 3VP. Effectively 4VP.
Arsenal: He has almost no chance of winning on either side, so forget this.
Observatory: Already have one.

So... Lighthouse, or last Wonder? Kinda hate to do the Wonder this early when you just know that bad hands are coming. As bad as 4VP? Probably worse, actually. I would build a Lighthouse.

Qvist

Chamber of Commerce: Only worth $2 and 2VP. Not good. BUT, this is actually great for Ins. Worth denying? Probably not.
Circus/Arsenal/Siege Workshop: not great, but at least it secures the military victory over sparky. Circus can chain. Qvist can also afford Arsenal without trading. If I were choosing, I would go figure out whether I thought Galz or Arche was in the lead. If Galz, then I leave the Red that is cheaper for Arche to build. If Arche, I leave the one that is more expensive.

Lodge: already have it.
Philosopher's Guild: worthless to sparky, but worth 7 to Qvist!
Senate: Chainable 6VP.
Craftsmens Guild: Worth 6VP, but he has to pay for resources.

Senate is the easy choice.

Davio

Haven: $2 and 2VP. Weak.
Town Hall (x3): 6VP.

Such an easy choice. Town Hall, obviously.

mith

Spies Guild: 5VP, possibly more.
University/Academy: worthless to mith.
Circus: It would be cute to try to get the jump on Davio, but that relies on building a second red and will only be worth net 6VP over two cards.

Spies Guild, easy choice.

Galzria

Fortifications/Arsenal: It's not necessary to build up any more red.
Haven: $4, 4VP. Effectively 5.33 VP.
Study: Completes a science set. Effectively worth 8VP.

I think everyone did basically what I thought would be best. Insomniac chose Gardens over Arena, no big deal. Davio chose Arena over Senate. Both of those were pretty much tossups to me though. And I misread the price for Pantheon so Archetype didn't have to pay as much as I thought.

Archetype

Fortifications: Red is OK to secure a win over Galz, but this is probably too expensive to be worth it.
Pantheon: 7VP is good. He would need to pay for 2 Ore and Glass ($4 total). That's not bad.
Haven: Worth very little.
Arsenal: Also a little expensive just for Red insurance.
Study: Aha -- as I said, it would have been better for him to build that Tablet in the last hand. This Study is not buildable now.

Pantheon is the best choice, though I would not fault Arche for paying for a Red card. Arsenal, probably.


Insomniac

Magistrates Guild: Currently worth 3VP, could be worth a little more in the future. Doesn't look great.
Siege Workshop/Fortifications: Probably won't be beating Archetype. Building one of these now will leave Archetype a chance to build the other one. Qvist could still build Red as well.
Arena: Worth $6 and will probably be worth 3VP at the end since Ins has the means to build his last Wonder stage. That makes it worth 5VP.
Gardens: Chainable 5VP.

So, Arena or Gardens? If I am counting correctly, this hand can still be passed all the way to mith. On the off-chance that mith doesn't find an Arena from somewhere else, it's probably best to play keepaway with Arena. Gardens is not cost effective for Arche, but would be OK for Galz. So is it better to deny Galz or mith?

A very quick VP guesstimate...

maybe Galz gets a Gear (likely: Ins just passed a Study to Archetype that he can't build). So Galz would get 7+4+1+1= 13 Science points. Trader's Guild is 8VP. Let's say Galz builds enough Red to beat Archetype; his military points would be 15VP. He gets 3VP from his Wonder and he gets 3VP from coin (generously rounding up) for a total of 34VP.

mith has 6VP from coin (rounding up again), 20VP from Wonders, 6 in blue, 8 from Builders Guild, probably -6 in military by the end. That totals to 34VP as well. Oh wow.

That said, I think mith has more potential to score big with Yellow and Blue. Also, the Arena is worth more to mith than Gardens is worth to Galz. So I would choose to build the Arena here!


Qvist

Lighthouse (x2): very weak.
Arsenal: useful to solidify military lead, but not so necessary at the moment.
Pantheon: Always good!
Observatory: Not greening.

Pantheon is obviously the best choice.


sparky

Chamber of Commerce: worthless
Gardens: 5VP is OK.
Circus/Arsenal/Siege Workshop: SW is chainable. Building shields here will only tie Qvist (who can build Red from this hand) and just barely edge out Davio (who decides sparky's hands).

I would take Gardens here, though building Red would be an interesting gambit.


Davio

Lodge: worthless
Philosopher's Guild: worth 5VP, possibly more, but it would cost $4 for 3 Brick. Effectively worth only 3.67VP. Not worth it... though if Qvist gets it, it's worth 7 or more VP to him.
Senate: 6VP, costs only $2 to mith. Effectively worth 5.33VP.
Arena: Costs $2 to mith for 6VP (some in coin). Effectively worth 5.33VP.
Craftsmens Guild: worth very little.

Senate and Arena seem very similar to me. If passed, Arena will be worth the same to the others since they all have (or probably will have) 3 wonders built. They aren't really hurting for coin either. Sparky a little bit. Taking the yellow could be beneficial for other yellow cards. Is there any significant difference by cost? Senate costs 2 Wood more; Arena costs 1 Stone more. Sparky has Sawmill and Caravansery, so it's all the same to him I think. Qvist has it covered too. Same with Ins. So cost doesn't make much of a difference.

There are 2 Senates and 3 Arenas. mith will probably build the next Arena he sees rather than passing it to Davio. mith has already built the other Senate though.

So it looks like the trade-offs are:

Senate: there is still a slight chance that Davio will get to build an Arena, but no other chance to build Senate
Arena: potentially worth more VP if Davio gets one of those yellow VP cards (checking for name... Lighthouse).

Hmm, well, Davio has already passed on both Lighthouses! So I suppose I would build Senate here and see if I get lucky enough to catch another Arena. It's a bit of a tossup, really.

I am interested in how others would decide between these two.

Town Hall (x3): 6VP is not bad...
Arena: Effectively 8VP.

What are the chances of coming by the third Arena? Build it now, for sure.

Side note -- I think I'm going to have to review what mith did in this game. I can't quite remember how mith managed to build all 4 Wonder stages despite producing so few resources on his own. He has some great yellow cards though, wow. And he still makes it to this point with $16. How?! :P


Galzria

Circus (x2): Is it worth it to beat Archetype?
Spies Guild: only worth 2... worth 4+ to mith though.
University: It's worth just 3VP right now. If Galz gets TWO gears in the next two hands to complete two sets, then this is worth 10VP. But he's not going to get 2 gears. Nope.
Academy: already have it.

I would build Circus. Secure that military before it's too late.

Archetype builds the Study (Gear) instead of the University (only remaining Tablet). I think this is a mistake. Reasoning on the choice is given in post #62.

Ins builds the Observatory (Gear). It's an alright choice, though I think it would have been better for him to build the Pantheon instead.

Davio accidentally miscounted resources, thus overestimating the worth of Worker's Guild. Unfortunate, but not necessarily a losing move.

Oh, Sparky's wonder 3 has been built. That makes the Lodge thing almost completely safe. Ins should definitely take Pantheon and wait to finish his green set.

Archetype

Circus (x2) is not worth it. It would cost him too much to build it, then Galz could just build the other one without any cost at all.
Spies Guild - only worth 2VP right now, and it's unlikely to get much higher. Ins probably won't go red at all.
Study, University, Academy. Definitely go with one of these. Archetype gets his pick of symbols here! But which one to take?

Arche currently has two Compasses and one each of the others. Tablets are rarest in Age III, coming only with University. sparky has already built one University. So, University is clearly the best choice. Also note that, by taking this University, it will be impossible for Galz to finish his second set of Green. There will be no way.

An alternate move here is to take the Study to deny Galz the Gear. But this would prevent Arche from finishing his own second set, while Galz would still have a chance depending on how the remaining science cards are clumped together.

So Arche should absolutely scoop the University. It will cost $4, but it is absolutely worth it to get the last Tablet!


Insomniac

Fortifications/Arsenal -- no use fighting.
Pantheon -- Good VP. he would need to pay $2 for a Brick, but that's just fine for 7VP.
Haven -- Only worth 2VP and $2. Weak.
Observatory/Study -- not bad at all. Both are fully affordable. Building one of these will allow him to complete one set, and that is all he wants. Fighting all the others for a second set is not worth it especially since he only has two green right now (counting the guild) and a bunch of green have already passed by him. Finishing a set is worth a total of 8VP.

I think I would lean towards Pantheon in this case. The strong blues are good for everyone; he probably won't see another Pantheon this age. There is a better chance that he will find another Compass or Gear in a later hand.

Hm, is that absolutely correct? If he skips these two green cards, he will have passed:

2x Study (gear)
1x University (tablet)
1x Academy (compass)
1x Observatory (gear)

Plus Galz has build the other Academy and sparky the other University. So the remaining green cards are:

1x Observatory
2x Lodge

That's actually not so great. Now, sparky built a green card. That means there could be a green in Qvist's hand right now which will be passed to Ins. Also, Galz built Academy! That's not a Lodge! Archetype built a weak Chamber of Commerce, so Lodge isn't in that hand either! That means both Lodges are somewhere in the gauntlet of non-Green players. sparky can only build one, so it's a safe bet that Insomniac will be able to take the other, wherever it is. There is the risk that somebody will be a jerk and discard it for coin, but that's unlikely. And if the Lodges are split, there is also a chance that sparky will bury the second Lodge for his Wonder... but I would risk it.

I would take the Pantheon here. But I wouldn't fault Ins if he decides to play safe and take a green here. If he does, he should take the Study. Arche's best move right now is to take Uni, then either gear is good for him. But Arche has to pay for Observatory, so that's the one he should leave.


Qvist

Magistrates Guild -- 1VP, worthless!
Siege Workshop/Fortifications -- not important unless sparky fights
Strategists Guild -- currently worth 4VP, may be worth up to 8 if neither Ins or sparky contest.
Arena -- $9 and 3VP. Effectively 6VP.
Gardens -- 5VP. Not bad.

It is clearly down to Strategists Guild and Arena. SG is worth 4-8, Arena worth 6, some of it in money. Arena would be the better choice of Qvist was in need of cash, but he isn't. He has plenty of coin and enough resources that he doesn't have to trade much at all. The potential VP from SG makes it better, I think.

There is another consideration -- denial. Well, Arena is worth effectively 4VP to Ins (unless he builds Wonder now, but Qvist passed him a good hand so that's unlikely). It's worth only 2 to Arche and Galz. If it goes all the way to mith, it's worth a lot to him. SG is worthless to Ins, middling to Arche, actually pretty great for Galz.

This is a tough call. I think the final point of decision is availability. Arena is not rare. There are 3 floating around! There's a chance that Qvist will come across another, and there's a chance that mith will have already built one by the time he gets it from this hand (again, if it makes it that far).

OTOH, there is only one Strategists Guild. So, I think Qvist should take SG here.


sparky

Lighthouse (x2) -- It comes to 4 yellow cards, meaning $4 and 4VP, effectively 5.33 VP. Decent!
Arsenal -- probably not worth fighting.
Pantheon -- Very good VP. It costs $3 for all the MG in the cost. Still effectively 6VP, but the money loss hurts since sparky only has $5 right now.
Lodge -- Compass. Compasses are good!
Observatory -- Gear. Gears are good too!

So, Lodge or Observatory? Lodge will cost $2. Observatory is chained. But Lodge grants Compass, which sparky is missing (not counting his wonder). One compass has been built already, so Gears are still out there. With this info, Lodge is probably the better choice.


Davio

Chamber of Commerce -- $4 and 4VP is OK. Costs $2 to pay for Bricks. Effective 4.67 VP.
Gardens -- 5VP. Better than CoC.
Workers Guild -- Only worth 4VP? Not great.
Circus/Arsenal/Siege Workshop -- not neccessary at this time, but not bad either.

I think I would choose between Gardens or a red card here. There are 10 red cards available in this age. None have been built yet. There are three in this hand, 1 in the hand that was passed. That means there are still 6 that could come to Davio if he passes now. Taking the red card could be good to deter sparky from fighting, but I think I would risk going Gardens. sparky may take Siege Workshop from this hand, but Davio should be able to take that back. But keep in mind, even if he loses against sparky, that's only worth 5VP to sparky and -1VP to Davio. It's not a big difference from the 5VP of Gardens. But even skipping red now, Davio could still win. So going Gardens is a good risk.


mith

Builders Guild -- 8 VP. Strong. Costs $1 for Wood, so effectively 7.67 VP. Still strong.
Lodge -- worthless to mith.
Philosophers Guild -- Currently worth 3VP, could grow a little, not much. Weak.
Senate -- already built.
Arena -- $12 and 3VP, effectively 8VP. This is actually worth more VP to mith than BG.
Craftsmens Guild -- 6VP. Need to pay for a resource, so a little less.

It's between BG and Arena. BG is exclusive, so it is better than Arena. mith could still get an Arena later, but this is his one shot at BG. Build the BG!


Galzria

Haven -- $4 and 4VP is not great, but not bad.
Traders Guild -- Looks like this is worth a whopping 8VP to Galz. Whoa. Costs $2 for a Brick, but this is still so very worth it.
Town Hall (x3) -- 6VP. Good, but not like TG.
Arena -- weak for Galz.

Definitely Traders Guild. No question.

Some differences in choices, hm.

Archetype takes Chamber of Commerce for $2 and 2VP, but pays $2 to Galz for it. Net benefit is only 2VP. I think this is very clearly a mistake. Arena gives the same benefit except that he doesn't have to pay anyone and 1VP is in the form of $3, which is way more useful. The only explanation I can think of is that Arch misread his own board or misinterpreted the card in the way that Qvist was doing, i.e. he thought it would count the Cloth he produces to start and thus be worth $4 and 4VP.

mith took Senate instead of Worker's Guild. I see why now. I miscounted earlier -- WG is only worth 6VP to mith, not 7VP. Since he would have to pay, it reduces the value even further. Senate wins out. But not only that -- even if both were worth net 6VP, taking the Blue is still better because WG is worth less than Senate for all the other players.

Galz took Academy. I think this is a bad call. It's risky and I don't think it is likely to pay off. Galz previously had a Compass and a Tablet. He needs a Gear to complete the set. An extra Compass is only worth 3VP on its own. To make it worthwhile, he'd need a second Tablet and a second Gear. So at this point, he needs 3 Science cards to complete two sets... keeping in mind that he is getting his cards from two other players who are also going Science, he'll be lucky to finish just the one set. I think 2 sets is very unlikely and at this point he would be better off focusing on getting points from purples and blues, maybe some yellows.

But since he went for it, he'll have to commit hard in the next few hands. :\

Archetype

Haven is useless.
Traders Guild is worth only 3VP.
Town Hall (x3, wow) is not too bad.
Arena is worth only 3 coin and 1 VP, so also not great.
Chamber of Commerce is only 2 coin and 2 VP.

Town Hall seems like the best of this hand. But it costs $2 for Glass and $2 for 2 Stone. That's quite a lot of money and would leave him with only $3. It means the effective VP gain for Town Hall is just 4.67.

That said, it's not like the other cards are much more affordable. Arena is chainable, but it is effectively worth only 2VP total.

However, if Archetype passes on it and Galz also passes on it, mith will get it. Arena will be worth 4VP and 12 coins, effectively 8VP for mith. That is huge.

I think I would take the Arena. It's worth so little, yeah, but I wouldn't want mith to get it and Archetype needs the coin to carry him through this age. He is fully reliant on those trading posts. Tough opening hand.


Insomniac

Study is an important Gear card and Ins can fully afford it.
Scientists Guild is even better and he can afford it too!
Circus (x2) is pointless for Ins. That would literally be fighting a losing battle.
Spies Guild is worth 4VP with possible growth on Archetype's side. Decent, but expensive to pay for 2 additional Brick. Oh, but Ins only has access to 1 so he is locked out unless he uses his Wonder power.
University is fine, except he already has Tablet. That said, Universities are the only way to get Tablets in Age III (guild notwithstanding). Tablet is rarer here. Interesting dilemma.
Academy is as good as Study.

This is both good and bad for Ins. Good is that he can pick up Scientists Guild, which is a no-brainer. Bad is that there are 3 other Science cards in this hand that Ins will never see. Unlucky. But yeah, the Guild is definitely the best one. Alternatively he might want to forget Science and just go VP, in which case Spies Guild is the most useful... but I don't think it's worth using up the Wonder power.


Qvist

Fortifications: Not bad. Would have to pay for an Ore.
Pantheon: Good. Very good.
Haven: Worth very little to Qvist.
Observatory: Worthless to Qvist.
Arsenal: Better than Fortifications, because Qvist has those resources covered.
Study: Worthless.
Palace: Best, without a doubt. Qvist has it covered.

No need to think. Palace is obvious.


sparky

Magistrates Guild: Currently worth 4VP, very likely will get better. He would need to pay $3 to cover the resources though.
Siege Workshop: Chainable... is the fight worth fighting? Maybe. But Davio controls what he sees, so he would probably still lose on that side.
Strategists Guild: worthless to him, but worth a lot to several others.
Arena: 6 coin, 2 VP (effective 4VP). But the cost means it's not so worth it.
University: Good. Green is what he wants. Chainable.
Gardens: Not bad. Resources covered.
Fortifications: Too expensive, Siege Workshop just as good anyway.

University is the one to take, I think.

Davio

Lighthouse (x2): 3 coin, 3VP for effective 4VP. Mediocre.
Arsenal: Useful, but only if someone contests his lead. Possibly useful as a deterrent?
Pantheon: Good. Just have to pay for one Brick.
Lodge: Worthless.
Observatory: Worthless.
Palace: Best. Just have to pay for one of Brick or Stone.

Palace is the easy choice here.


mith

Chamber of Commerce is worthless.
Circus is OK if he wants to fight. Has to pay for 1 Ore or Stone.
Senate: Have to pay for 1 Wood. Not bad.
Arsenal: Must pay for 1 Wood. Not bad if he wants to fight.
Gardens: OK, but Senate is better.
Workers Guild: Must pay for 1 Wood or Ore. Worth 7VP!
Siege Workshop: Justu like the other military.

Worker's Guild is easily the best choice here.


Galzria

Builders Guild: worth 6VP. I think it's stuck there because Archetype doesn't have 3 Brick, Galz doesn't have 4 Ore, and mith is done. He would have to pay for 2 Wood (or Wood and Brick) at a cost of $4. This is not great, BUT it may be important to keep it away from mith, since it is worth 8VP to him. Dang.
Lodge: Chainable. Not the symbol he wants.
Philosopher's Guild: Worth 4VP. Not great.
Academy: Affordable. Still not the symbol he wants.
Senate: Chainable 6VP.
Arena: Not worth much.
Craftsmens Guild: Near worthless.

Ugh. Denying Builders Guild is important, but then mith can still take Senate. Not worth the flexible $4 I think. Take the Senate.
