The features you are looking for...comments, etc. are associated with a separate module/product called quick document review. Once something is drafted, quick document review (just go to the quicktopic.com site) allows for comments compiled by users. I have no links to this firm and am a long user of google groups and yahoo groups. I just thought it worked well for the collaborative governance folks.

It's not worth spending $50, imo.
We can setup a separate Google Group very easily and then disable new posts after we're done with the discussion or simply walk away from it. Would you like me to setup a Google Group? It's fairly easy. You just go to http://googlegroups.com and if you're signed into Gmail you should see a link or button to start your own group and then you can invite people by their email address or publish the group's address and allow anyone to join.
