Regarding item 1
The tools of cyberwarfare will eventually be applied to oppositional groups. This recent Washington Post article reminds us of the power of these tools:

Their use on any activist group depends only on the sense of threat perceived by forces challenged by the activism. When activism appears becoming successful more powerful tools will be use to suppress it.

As these tools become more and more able to be used by any computer techie, cyber attacks need not come from official agencies, but may come from angry individuals or small groups.

Creating an activist network off the grid would be one measure of security.

But, any system itself may be vulnerable.

General comment
This essay is one of five composed for the lONS 2009 conference held in Tucson in June 17-21. The text of the essays were initially presented on a poster at the conference. I hope that you will comment on parts of these essays and participate in dialog with others who comment.

What follows here are some suggestions on the use of this application, QuickDoc. This is a powerful, yet under-utilized, tool for facilitating quality online conversations and dialogs. Your participation will contribute not only to greater comprehension of the issues of these essays, but also to the furtherance of improved online discourse.

So you can receive email alerts when others comment on this essay, including comments on your comments, and so you might join in the dialog it is recommended that you SUBSCRIBE to this essay. It is also a means I (the author of the essay) can respond to your questions and comments.

To subscribe; first click on COMMENT REVlEW, then click on SUBSCRIBE, enter your email address and select the frequency you want emails. Later you can easily change your selection or stop the emails temporarily or permanently.

While general comments (as in this space) are always welcome, it is recommended that you attach your comments to the parts of the essay they refer to. Unfortunately many people leap into making comments on specific parts in this general comment section, which makes it difficult for dialog.

There are three ways of viewing comments.

(1) They can be viewed in blocks within the main essay text, where the comment blocks can be toggled on or off.

(2) In COMMENT REVIEW displays all parts of the main text to which comments have been made followed by all comments to those parts.

(3) In COMMENT FORUM all comments are listed and can be sorted in various ways. By a click you can be taken to the part of the main text to which each comment was made.

All comments can be edited by their authors (even at later dates) and can be deleted.

It is easy to comment on comments, your own comments or the comments of others. You can create a link button within you comment that will bring up the comment commented on in a separate window. This link is /m# , where # is the number assigned by the program to each comment.

Try to keep each comment brief, only a few paragraphs at most. Make additional comment items if you need to say more. This enables others to target their comments to specific parts of your commentary.

Should a comment become an essay, it might be created as a separate QuickDoc (with separate parts capable of specific comments) and that new QuickDoc linked to the original QuickDoc by a url.

There are other useful features to QuickDoc, which you can explore. QuickTopic is a free version where the main text is one unit to which comments can be made. There is a charge for QuickDoc, but it is well worth the price.

A new QuickDoc can be created in minutes by simply uploading an html file that may have been composed in WORD. Pictures and graphics can also be included.

urls with the traditional http:// format will be buttons to links.
