To all my friends at the IPFW forum, I have 2 questions: 1) For purposes of DR, what is the current annual salary of a USPS letter carrier? AND 2) For purposes of DR, does PASSIVE (e.g., rental) income count against the 80% limit? Thank you to all that can assist... and to those that cannot....

It's Mizel... trying to keep the FEDS off my back...

Rivkah, I would call his office in Tampa and speak to the woman at the front desk. Ask her if you can email or fax a short summary for the doctors review to determine if he may see you. If they say that would be acceptable, in the letter, make it as brief as possible, no diagnosis over the fax, but that you are coming from such and such place, unable to attend local therapies, you are in the process of appealing a claim regarding such and such part of your body in addition to the new injury you mentioned. You are having a difficult time finding owcp doctors, and seek his professional opinion. If you are coming from such a distance, and cannot attend weekly or twice weekly therapy, Im sure he would want to see you at least once per month. Most doctors do want to keep up with their patients to some degree and thats understandable. It was my previous doctor that did the causation narrative, Dr. Blecha concurred. Mine really was a no brainer of an incident. Dr. Blechas narratives were so darned professional. ( I asked for a copy and the office was more than happy to fax me one once complete ) very detailed. I lived a little distance away from Tampa and I never received therapy through their office. I dont know if he would be willing to write an order for therapy elsewhere (if needed ) and have the results sent to his office if he did accept you.

Taylor I emailed Dr Blecha weeks ago through his info on ime.net but never got a response. I'm coming from a distance so wouldn't be seeing him regularly for treatment if I did go to him. Has he done any causation narratives for you? His credentials look great but its the owner that concerns me.I recently had a claim denied that I am appealing and also need to file a new one. I'm waiting for 2 different doctors to call me, hopefully tomorrow and am seeing a local doctor on Monday. A doctor I was leaning towards in Arizona won't see me because of the distance. He only takes patients that see him regularly for treatment. His office recommended I go to Dr. Ellis. Im exhausted from researching doctors and reading ecab decisions.The whole process has me realky stressed right now.

Rivkah. After reviewing your message I also looked up the business and Wilhelm Rameau, who yes, is identified as the VP of Medical Arts Comprehensive, along with Dr. Blecha as being the President. ? Wilhelm appears to be involved in many businesses per sunbiz.org and I found some complaints about him through contractors who obviously have had some bad dealings with him. But as far as state discipline records, I didnt find any. But I haven't looked extensively. May begin doing that later this evening after work. It is very important for patients to know who it is they are seeing. As far as Dr. Blecha, I found zero complaints. When I had seen him a few years ago, he didnt appear shady what so ever, and after just coming out of the Amerimed fiasco, I was skeptical. No one wants to have a doctors appointment only to find the doors locked on them. Never experienced anything like that in my life, nor care to again. The second opinion doctors OWCP referred me to for exam were actually more conservative than Dr.Blecha. Although he understood my health issues, it was him who returned me to work and work up slowly. With much instruction on how to prevent a reoccurrence, as best we knew we could. I have not had another injury to this part of my body thus far. Albiet lighter duty, but still, Im grateful for his care. I still get aches and pains but do doctor myself from home with good advice. learned to work in a more precautious manner. He gave me at home exercises to do, what to use when Im feeling the aches of working discomforts. Its been much help. Dont feel he abused the system at all. Dont know why there are scammers out there, or why they are concentrated in Tampa or other big cities. Nor do I know why many doctors dont even care to deal with Federal OWCP. Maybe its all the paperwork and precise wording, requests for even more paperwork or even if they are being paid correctly. After all, if the paperwork is not submitted correctly, or the right form used, it is the patient that suffers with delayed cases and / or approval and treatment. My feeling is any good doctor would cringe with defeat if his t's weren't crossed or I's dotted while watching his patient suffer waiting on corrections. Its just unfortunate for federal workers to have to search very hard for ANY doctor. But imperative they seek one out conducting the research you have done in finding one. Because if their office closes, you are back to square one. An overwhelming situation to be in.

/m31112 Taylor I just looked up Medical Arts Comprehensive and googled the owner, Wilhelm Rameau. It looks like he has been involved in several fraudulent businesses. The info concerning him is scary. There seem to be alot of frauds getting involved in owcp. There seems to have been quite a few in Tampa. Why?

Amerimed offices are closed. There was a raid on them a few years or so ago. The owners went to jail. Something about Kickbacks. Freaked me out, because I was a patient at Amerimed. I also found them on Federal Doc. Went to see the doctor one afternoon and the door was locked. It took me about a month to find another doctor. I kept calling doctors from the OWCP ACS, only to be told they are no longer accepting federal employees. ?? This was a strange time. I then visited federal soup for referrals. Someone said Amerimed reopened. I thought that could not be true, I didnt want to return to any Amerimed after what happened, but I called the Tampa office out of curiosity, and the woman who answered the phone said they were under new ownership, no longer Amerimed. Dr.Richard Blecha was not with Amerimed long prior to their closing. He was new. The woman said I could make an appointment with him. The new ownership is Medical Arts Comprehensive, I think. I kind of hesitated, but knew I had to have a doctor who saw federal employees, and Dr. Blecha is an Orthopedic. So I made an appointment. The Amerimed closing was not due to the employees, but the owners anyway. Dr.Blecha went over my file thoroughly, provided my exam, reviewed my MRI's, X-Rays, Diagnosis. Ordered more test to see where I was at then. He is a great doctor. He is actually an orthopedic surgeon, but i dont believe he does surgeries anymore. He has practiced orthopedics for a very long time and is a very smart man. Very kind, very patient. he listens well and allows you to ask questions, he then explains things very well. He is also aware of the OWCP paperwork, the precise medical narratives he provides for every visit. Im not on OWCP any longer, its been a few years. But I recently called his office for orthopedic care, unfortunately, he does not accept my primary insurance. I felt Dr.Blecha really cares about his patients. I have never had a doctor of any type, made me feel as comfortable and as easy to talk to as Dr.Blecha.

Use the chain of command at OWCP. Write to the District Director at the street address for your district. Include a copy of your request to have medical conditions added and the medical.

You can also ask your congressman for help.

My Claims Examiner has not authorized additional diagnoses to be added to my OWCP case file. It has been over a year since my first request to have the additional diagnoses added. My Primary Care Dr. sent a letter to the CE documenting medical evidence that these additional diagnoses were caused by my accident at work and several of my medical providers have documented these diagnoses. I am a FECA injured federal employee. My CE put my case on review and cut off my Home Health services 6 months ago and will not authorize continued Physical therapy, Neuro etc until completion of my 2nd opinion exams. I had my Ortho 2nd opinion examination for my injured shoulder. OWCP directed the 2nd opinion Dr. to examine only my shoulder. My injuries include my shoulder (accepted as authorized diagnoses by OWCP) neck and upper back injuries which have not been added as accepted authorized diagnoses so while I wait, the Department of Labor will not pay for treatment of neck and upper back injuries until CE adds them as accepted diagnoses. The Ortho 2nd opinion did as instructed and only examined my shoulder. Any and all suggestions appreciated concerning 1)getting additional diagnoses added 2) getting treatment paid by Department of Labor for the diagnoses the CE has not added 3) opinions about my continued use of other insurance for medical care of injuries sustained at work but that have not been added to my case file as accepted diagnoses. I filed another appeal on July 7th 2017 never heard a word after 90 days I had the senator call they said they would have a response in 2 weeks. 2 weeks pass senator calls 1 more week passes I get told today I am again denied. I have been a rural carrier for 15 yrs. I call shared services and they tell me I was fired March 2017, and they back dated it to August 2014 my last pay period. Wth? It is my rt shoulder, who is the best lawyer to sue usps and owcp? The one I have has done nothing for 10 months

Is anybody familiar with Amerimed Diagnostic Services and/or Richard Blecha MD? It looks like they have experience with owcp. Their website says they have several offices in Florida and one near DC but the DC number is not in service. I believe 1 or more of the Florida offices are closed. I did leave messages at 3 offices. They are listed on FedDoctor.com.

USPS Regulations state, “No mail piece may weigh more than 70 pounds or measure more than 108 inches in length and girth combined, except USPS Retail Ground, which may not measure more than 130 inches in length and girth combined. For parcels, length is
the distance of the longest dimension and girth is the distance around the thickest part.
” These are the Postal Service guidelines.

Screw ups by others does not make it right. Make sure you take pics of any suspect parcels to have as evidence when you hurt yourself and have to file a workman's comp claim.

All team lift parcels should be left at office and the customer notified.
