A Chicago teacher argues in today's Times that social promotion should take a back seat to teaching the fundamentals of literacy, asserting that Chicago's end of social promotion has resulted in a more capable student body and her ability to actually teach classes at their designated grade level.

At least locally, we have a related problem--ALL the resources are getting sucked into bringing underperforming kids up to par. This is great if your child is underperforming or can coast along at average. Otherwise, not so much.
