/m2765 to answer your question about another employee from another office , they would have to prove to the union that there was a lack of work in that facility. even then that opens up a bunch of question that A Steward or Maintenance Craft Director should be looking into.

/m2765 you need to get hold of the your work assignments sheets and the current signed and approved staffing package for your office and get a copy of the arbitration ruling date july 2014 for TL 5, which will give you all the basic information in ref to your question. General the way it would work is the 90% is based on the total authorized hours for the year and what they have decided should be done based on the TL5. So if nobody does the bathrooms that day then that would be lost time for their year end total. So I wouldn't push for overtime as all the hours that aren't completed shouldn't be in their year end completion report that the are to give to the Union at the end of the Fiscal YEAR.If they fail to completed the 90% of the hours then you should be paid for all Hours that fall under that % at Time and half. Keep in mind that once a days passes any work that wasn't completed that day is lost and can't be made up on a work order. I well provide you with all the required doc numbers in a couple of days

I'm not sure what the contract says exactly. I'm told an office has to meet 90 % of there hours. Therefore, when we are under 90% they are paying overtime to catch up on the hours to or over 90%. If no one covers my al/sl that means throughout the year I would get more overtime. This is my goal I want the overtime. If there is someone knowledgeable about this I would love to here from you. If all you have is snide and sarcastic comments I would rather not. Thanks .

/m2757, why do you care who takes out the trash and cleans the toilets while you're off?

You did not specify. When you are on leave, you are getting paid? Your hours show on your check. If you are full time, you should have 40 every week. If someone else is taking out your trash, sounds like win win.
