Pat - 3.2" of snow so far this month (0.18" of moisture). Not good. The seasonal total of 51.5" so far is the 12th lowest out of the last 28, so not as bad as further west, and better than this month's ranking (8th lowest - so far). The next snowstorm (~Saturday) should end up bigger than the ones we have seen lately.

    FYI...
If you are heading to town tomorrow - heads up about construction on 36th (by the Greenbriar).

20- to 30-minute delays tomorrow on US 36 at Left Hand Creek for girder setting
    Hello -

I wanted to make sure you're aware that there will be long delays (20 to 30 minutes) on US 36 tomorrow at Left Hand Creek while crews working for CDOT deliver and set the eight girders that will become the deck of the new bridge over the creek. This work was supposed to take place today, but the snow, ice, and cold weather forced the postponement.

Deliveries will start at 9 a.m. tomorrow morning and work is expected to last until 4 p.m. If work lasts longer than 4 p.m., they are planning on suspending operations until after 6 p.m. to accommodate for the evening rush hour.

For more information, visit the project website, call 303-738-5106, or email publicinfo@accbuilt.com.

    Have a good day.

    Sincerely,

    Andrew

Thanks Robert and Dory. The salesman at the T-Mobile store shows a map of this area with coverage that's literally spotty. He says they are improving coverage using "Band 12" which is 700mhz. Naturally my communicator aka phone, which is an iPhone 6, does not support 700mhz GSM and I would have to invest in a new one $$$. I wonder if you (Robert) would share what model of communicator you use, to see if it is 700mhz capable. Dory I am familiar with the wi-fi backup option but I am trying to see if I could connect directly to a T-Mobile tower. If one believes the salesman's map, it's possible for some of us up here. I have my doubts. They don't seem interested in lending me a device to prove/disprove the theory.

We'll take the beautiful snow anytime! Here in "sunny southern California" we had devastating wildfires last month, now after torrential rains, we are experiencing deadly mudslides which are happening less than an hour from our home here. We cannot wait to move to our new home in the Bar K in just 5 months!! Luckily for us, although too close for comfort, neither the wildfires nor the mudslides affected us directly.

Today, Monday, January 8th, is the last day to affiliate with a political party if you want to participate in this year's caucuses. The point is, if "you" and/or those concerned show up their, "you" will become "news", nothing like a protest or sit-in, with 60 or so people to draw the local media into the discussion.
Maybe 'arm-chairing' it from the safety of anonymity will work too, who knows?
Thanks to Sal for not shutting this down - infinite patience must be required!

Lindzey, regarding a plumber: They are few and far between and not all will come to the mountains, but I just had Eli Gessner at my Bar-K home today. He's from Boulder, owns Gessner Plumbing & Mechanical, and he was recommended to me (on the OT) by someone else in the Bar-K. When I told Eli there was a request today for a plumber, he said he would appreciate the referral, but to let you know that he's "a few weeks out" in his appointments. His phone # is 303-847-5595. Nice guy. By the way, I had tried to find a plumber in Nederland, but was not able to do so. If you or anyone find one, let us know.

The New York Times articles linked to previously by Holly state that there is no accepted best practice for addiction treatment. Addiction recovery centers have become a $35 billion dollar industry that insurers have been required to pay for since 2008 ( See: https://www.nytimes.com/interactive/2017/1.../addiction-inc.html and an article linked from that page which I cannot link to without being blocked by the QT.) Presumably our health insurance premiums fund this new industry.

Although the article http://www.timescall.com/business/ci_30646...ransitions-founders casts a positive light on NorthStar's work, it interviews Mr Ferrell who states that expecting people to be sober is unrealistic. This seems to me to be at odds with the Lodge being advertised as sober-only location. He also mentions that at the time of the interview he himself was still "in recovery".

Thanks Robert, Holly and Mark for all of the info and thoughts. Thanks too, Research, but wish you felt that you could use your name.

With more information, my concerns have increased. I won’t be able to attend the meeting but I’d love to hear how it went via email or the QT. Some goods points for the county might be the remoteness of the location and the long distance (and response time) for medical care and Sheriff’s department response in the event of an emergency. Will the residents be fresh from the hospital or in the process of withdrawal? What are the plans for fire evacuation? Also, the point about residents leaving unexpectedly by foot is something to consider. It would be very easy for someone to become lost or harmed in the forest. Everyone knows how quickly our Bar K entrance roads become interesting. Will the number of trips affect the maintenance schedule?

Also, do they have any strong relationships and referrals from respected medical providers? How are they seen within the medical community? Are there programs considered to be as effective as more established ones?

I would be happy to support a facility that was above board, not suing our county, had a decently long and verifiable history of helping those in need, and was eager and open to working with the community to resolve our concerns. I’m afraid that is not our current situation.

Thanks all for letting me rant!

You are correct Robert. Mike Ferrell/Northstar Transitions is suing Boulder County to be able to bypass existing zoning laws and is hoping he can use the Fair Housing Act and Americans with Disabilities Act to get what he wants. It could open the way for additional business endeavors in the mountains and other locations in Boulder County. The Bar-K as it is now will disappear to become a thruway for services to and from the
    rehabilitation center.

Make no mistake about it, this is all about the coin. The business of addiction is a multi-billion dollar business and it has mushroomed in the past 10 years due to changes in health insurance. Even urine testing is a way addiction centers make hundreds of thousands of dollars.

We can all argue on the benefit of the therapy, some people have stated how their friend or loved one was helped by the treatment received. I personally am certified in guided and interactive imagery, and used this modality working with cancer patients in bone marrow transplant while at Stanford, I was a massage therapist for 10 years and know the benefits of massage for good health. This is not the issue. If he were not to get permitted at the 1236 Ridge Rd location, it doesn't mean he couldn't get a permit at a more appropriate location-one with access to support services, that doesn't bring down a neighborhood of single-family homes. Of course, he wouldn't have the easy revenue inherent in a beautiful house in the mountains.

Hopefully as light is shed on these ventures that make money off addiction, they will become more regulated, and change to a service that is available to all, with appropriate therapies, in a safe environment.

When Mr. Ferrel posted on QT on December 21 that "Boulder County's land use law regarding this use is preempted by federal law," I was amazed at his choice of words: preemption? He actually used that word? Given what has happened with attempts by the city of Longmont to try to enact reasonable restrictions on fracking inside its city limits, only to be preempted by the Colorado Oil and Gas Conservation Commission, I thought that he was being a bit tone deaf and was unlikely to make any friends talking like that.

But it seems that he wasn't actually concerned about making friends. He had already hired a lawyer -- the name Gregory Paul Szewczyk is on the filing -- and already filed a lawsuit not just to establish a treatment center in our neighborhood despite what anyone else thinks, but to try to overturn the whole idea of local control through zoning laws per se.

Whatever is really going on here, this much is clear: he made no effort to find a location for his enterprise where it would be welcomed, and when he first posted to the QT on December 19th, saying "I hope to become a part of this wonderful community," he had in fact already filed the lawsuit against all of us four days previously.

One wonders why someone who evidently feels entitled to force the people of Boulder County to spend tax money -- maybe a lot of money -- merely to counter his aggressive avoidance of a land use review would even consider that he might be welcomed into our "wonderful community."

And let's be clear about what it is that he has identified as the enemy to take aim at: zoning laws. To quote from the Zoning Ordinance, as excerpted on the Boulder County Zoning webpage:

"A Zoning ordinance imposes such reasonable limitation upon the right of a property owner to use his property as he pleases, as may be determined by considerations of public health, safety, and welfare. But he may not use his property as he pleases without regard for his neighbors, or the effect of his actions upon the welfare and prosperity of which he is a part."

Apparently, Mr. Ferrel thinks that such a principal must not be allowed to stand, at least not if it stands in his way.

I hope that many of us come to the meeting tomorrow. I for one don't want to stand by and be fracked.

The lawsuit ( https://www.courtlistener.com/docket/62445...-state-of-colorado/ )makes it clear that the suspicions of people on the QT who feared that NorthStar Transitions was trying to get the Group Home approved under the radar were well founded. The lawsuit was filed on 12/15, before Holly even mentioned it on the QT. It says: "Upon information and belief, Boulder County is about to begin the public notification phase of the special use review process, including publicizing to the entire Boulder County community the location, identity and nature of the group home. If Boulder County does so, NorthStar and its federally-protected residents will face an organized opposition from certain portions of the community in a manner that will permanently stigmatize NorthStar and the residents."

The fact that the lawsuit emphasizes so strongly that its residents are "handicapped", makes me wonder even more how sensible it is to host these "disabled and handicapped persons" so far from the nearest medical center: 45-50 minutes away (Estes Park or Boulder).

NorthStar Transitions staff bios are here: https://www.northstartransitions.com/addiction-treatment-staff/

Other than a Denver based MD, most of them only have a few years experience. NorthStar only recently received its licensing from the state to become a treatment center (2016 per https://www.psychologytoday.com/us/treatme...s-boulder-co/118771, "recently" per http://www.timescall.com/business/ci_30646...ransitions-founders ) Previously they seem to have provided outpatient services. Mr Ferrell states in his application that they have never had any problems at their current Group Home, "the only licensed addiction treatment center inside Boulder’s city limits". The application states it is located at 4462 Hamilton Court Boulder, CO 80305. This house is a 2000 square foot Ranch house in Martin Acres and was only purchased a year ago ( August 2016 -- http://www.dailycamera.com/boulder-busines...-sales-sept-19-2016 ). The lack of long-term institutional experience is a concern to me.

Although Mr Ferrell's early QT messages appear agreeable, I find that they quickly change tone, and become demanding. Similarly, although he applies for permission for a Group Home from Boulder County, the application states that were the County to deny this permit, it would be violating Federal law. And even before the special review has been completed, his companies are already suing Boulder County (as pointed out by Holly: https://www.courtlistener.com/docket/62445...-state-of-colorado/ ). On the QT, he wrote that his recent purchase up here is "his home", yet there are at least 4 other properties that are in his but not in his business' name in Boulder and Lafayette, unlike 1236 Ranch Road which is neither in his nor in NorthStar's name, but is owned by "1236 Ridge Road LLC". I find all these incongruities disturbing... I also wonder why 1236 Ranch Road is an independent LLC. Could it be, perhaps, to shield NorthStar Transitions from potential liability?

NorthStar Transitions LLC makes a lot of money. http://www.timescall.com/business/ci_30646...ransitions-founders states "several millions of dollars". Current residential prices, are advertised as $22,500 a month, for the existing "non-luxury" locations, according to https://www.rehab.com/northstar-transition-valmont-road/7000314-r With 15 patients, that's at least $4 million dollars a year, for the 1236 Ridge Road location alone. Since this is a "luxury" location, it will no doubt be more. It would appear that most of the revenue will be profit because only a few staff will be employed. The Times Call article ( http://www.timescall.com/business/ci_30646...ransitions-founders ) mentions even more properties (wealth) owned in Boulder and Denver. The lawsuit ( https://www.courtlistener.com/docket/62445...-state-of-colorado/ ) also mentions multiple "other group homes".

The Group Home proposal is worth reading

    http://webpubapps.bouldercounty.org/FileNe...3-BE2C-F0E56D506FE4}

You can find the docket here:

    http://landuse.boco.solutions/boco.lu.dock...l?docket=SU-17-0008

The project is under review. The planner is Robert Haigh ( (303)441-3930 or via email at rhaigh@bouldercounty.org ).

    Please note:

There will only be 2 staff overnight, to be responsible for up to 15 patients. It concerns me that some of these patients might be suffering severe withdrawal symptoms, and might decide to leave the premises. Since there are so few staff, one might assume that out-of-control cases will be delegated to the Sheriff, who will need to come from Boulder, 50 minutes away, given the roadworks. People in desperate need of intoxicants can behave badly.

The building is quite a long way along a cul-de-sac. In case of a wildfire driven by the predominant winds (from the West), it would be difficult to evacuate. It seems likely that 15 people who are there because they need help would impose an additional burden on our resource constrained all-volunteer firefighters, at a time when there is a fire to fight.

The figure of a maximum of 212 trips a month is hard to believe. It seems to me to be the minimum they could credibly put into their application. A "gated, private, luxury lodge" (as advertised on their website https://www.northstartransitions.com/resid...treatment-colorado/ ) will require a good many services, such as clean laundry, and good food, which don't seem to have been factored in. Were the application to be approved, who would actually enforce this limit?

For what it's worth, the NorthStar Transitions website is not the only place that the new group home is advertised as if it's already licensed. https://www.psychologytoday.com/us/treatme...s-boulder-co/118771 states "At the residential level of care, clients live in a luxury Colorado style lodge on over 53 acres in the mountains just outside of Boulder". The use of the present tense, when a permit has yet to be issued, seems misleading. The NorthStar website advertises the Bar-K as being only an hour from Denver ( https://www.northstartransitions.com/resid...treatment-colorado/ ). It takes me substantially more time.

It might be relevant that the group home permit was applied for by the previous owner "Ryder Ridge Living Trust": https://luprod.bouldercounty.org/CitizenAc...917&agencyCode=BOCO

Morgan N. All the more reason to have a really unique themed group home, for some special subgroup, that is technically disabled and is not interested in a recovery program,
but maybe accepting themselves, and possibly using MAPS type therapy for their disability.
I can put you on the list ,Sal. There may be an application to fill out, if applicable...although some enthusiasm may be required...

I suppose the question was actually, does this set legal precedent for any of us to create a group home here? whatever kind we want?
because it would be outright discrimination, if they got to have a business, group home facility, spa etc.
and we can't have a raging hippy commune with disabled Dead Heads, Rainbow family, musicians, etc. right here on the corner of Ranch and Ridge Rd.
Or maybe a therapeutic Wildlife Refuge, we can round up all the problem bears, wolves etc, and have some kind of rehabilitation facility for something.

Legal precedent was my question, in case anyone is confused
and how would that impact our neighborhood and future ,
if the county allows them to have the Drug rehab house,
in what we thought was a legally protected, exclusive subdivision, for families, or so we thought when we bought houses here.
Do we need to disclose this information in our contract to sell the house? On the disclosure form?
People that just bought houses here, feel free to weigh in on this.
Also there could be different zoning rules for single family zoning and muti family zoning, set back lines and what not.
What if I feel like having something built here? It could impact my placement on the lot!
maybe I want to cozy up to my closest neighbor, and build a group home 15 ft from their window. just saying...
being disabled, I am having trouble understanding all the implications involved.

Thank you for posting the information Holly.

From a brief reading of his lawsuit against Boulder county, it appears Mr. Ferrel has chosen a rather underhanded way to get what he wants. He bought his property knowing that it was not zoned for a group home and is now blaming and suing Boulder County because his clients do not have a place to go.

I would like to have more information to clarify whether this is someone who genuinely wants to help people heal and be a member of our community or if he is just out to make money for himself. Sadly, the for-profit rehab business is full of those whose concern is only for their own financial enrichment.

    Dear Neighbors in the Bar-K,
Re: group home to house individuals with drug and alcohol addictions at 1236 Ridge Rd.

Mike Ferrell, the executive director and founder of NorthStar Transitions and his legal team are currently engaged in legal action against Boulder County, citing violations of the Fair Housing Act and Americans with Disabilities Act. The same zoning laws that were created to maintain safety, protect the environment and uphold the quality of life of Boulder County residents.

Here is the link to the current case he is bringing against Boulder County:

    https://www.courtlistener.com/docket/62445...-state-of-colorado/

It’s no secret that we have an epidemic of addiction in this country. Because of this, and changes in insurance coverage, entrepreneurs have stepped into the recovery business - many are people with good intentions, addicts themselves, who want to help. But as there is no consensus on how to effectively treat addictions, and regulations are patchy, this business has mushroomed into a multi-billion dollar profit-making endeavor. Mr. Ferrell is using the same strategy that others in the addictions business have used in states like Arizona and Florida to bypass zoning laws.

These concerns are referenced from last week’s New York Times article regarding the “Business of Addiction.”

Our review is based on the Criteria in Section 4-601 of the Boulder County Land Use Code. I got a weather alert that recommended people NOT drive on the Peak to Peak Hwy if at all possible today. It said there have been gusts up to 90mph on the road, making it dangerous especially for high profile vehicles.

    Stay safe everyone!

The Northstar Addiction Center is ill-conceived. I have lived on Ridge Road for 10 years. I did not receive any notification of Northstar's plan nor any notice of an open hearing. Northstar estimates that there will be 212 car trips by my home. At present, there are 3-5 trips/week. Obviously, the traffic along with other proposed changes will have a negative impact on me. Jamestown Canyon is under construction which will further complicate the traffic situation. The treatment center will not have a doctor on site.
First responders will take 45 minutes to an hour to get to the center in good weather. Most of the winter, the road to the treatment center is drifted with snow or very icy. The switchbacks on overland road increase the danger and will lengthen the time needed to get to the center. NorthStar has not made any comments on fire danger, wild animals, possible increase in crime, and trespassing on private land. For further info, see the county planners office for a web site. These plans benefit Northstar and bring no benefit to our life styles and culture on the mountain.

In true Jimtown fashion of waiting 'til the last minute and calling it "mountain time,"
    JAM presents...

"JAM in the New Year" Party!
    Sunday, December 31st @ 7 p.m. in JimTown Hall
NO CHARGE, but there IS somewhat of a catch...

This is NOT an event, rather a warm place to gather and ring in 2018 without needing to travel elsewhere, kinda like a house party but in Town Hall!

Bring your own everything and pack out what you pack in so that we're all responsible for cleaning up the Town Hall! Some ideas of what to bring include BYOB, potluck dinner & snacks, instruments, board games, creative stuff you might like to do, stuff for kids, etc.

The JAM P.A. will be set up for anyone who would like to jam AND we hope to have several conglomerations of musicians taking turns and jamming together before and after the big countdown!

    See ya there!

    Hello Bar K neighbors!

My wife Mary and I met some of you at the Xmas party; we are the couple that bought Rick's place on Tilghman. We are very excited to get to meet all of you and become more involved in the community. We are moving from Silver Spring community off of Sugarloaf where we have lived for 7 years, so we are already mountain living people who love it and wouldn't trade it for anything.

Question, we aren't sure how the mailboxes work. I'm having trouble contacting Rick so figured I'd ask here. We weren't given a mailbox key, do we have a mailbox on Overland by all those metal mailboxes? Should we contact the Post Office in Ward?

Couldn’t had said it better Nancy and Larry. I am also new to the neighborhood and hate the idea of this rehab facility coming here. I’m not going to beat around the bush but I 100% agree that this is a very sneaky way of try to get something done, and a way to make a lot of people like myself not like you, and not be very welcoming. I’m not as well spoken as most of you on here sorry for that. This is just not the place for a rehabilitation center. Thanks to all my great neighbors who are saying what they feel.

Mr. Ferrell, It sounds like you are trying to work with our community and put us all at ease with our concerns, and I appreciate that effort...however, my concern is that it seems you are only NOW making this effort because of Holly's original message that alerted us to this home actually not being a home, but rather a treatment center which NONE of us was aware of until her message. It seems to me that if you really wanted to be a part of this community and be accepted, you would have introduced yourself and your intent the minute you closed on the property. As has been stated by more than one person on this message board, it "feels" like this was all done quietly and "behind closed doors" for the sole purpose of you avoiding dealing with the community concerns in the hopes you would get everything up and running before we could collectively do anything to stop you. That is what feels "slimy" as one person stated. Not a good way to start in such a tight knit community. Your original message said over and over that you "hope" to be good neighbors...etc...shouldn't you "intend" to be good neighbors? We are not unreasonable people. But, at least for the two of us, who just purchased our home 6 weeks ago (and we are less than half a mile from your "facility" as the crow flies), we feel like our realtor should have informed us about this "proposed facility" before we bought the house. Of course she did not because no one knew about it! We look forward to the community meeting and any meetings you will attend to answer our questions.

Holly, I own this property. Closed on it in November. So, I am free to use it, furnish it, enjoy it, even exercise there. I am pre-marketing this location on my website. I believe that the use I seek should be by right under federal law (the Fair Housing Amendments Act of 1988 which you should research) and that Boulder County's land use law regarding this use is preempted by federal law. Until Boulder County and I come to terms, I will be using the home as a single family home. I understand you are nervous about the use and what impact it will have on you and the neighborhood. I would love for you to compile constructive questions for me and bring them to the meeting. I still have not received an e-mail from you regarding that meeting. Rather than setting this up as "us vs. them" let's try and have a meaningful and reasonable collaborative discussion.

Lynne, I am the owner of the property and of the business that will be using the property as a group home (NorthStar). I live in Boulder and will come up the the property a few times per month. Right now I am at the property a few times per week getting it ready and set up with furniture etc. I also come up there with my family on occasion and spend the night on the weekends. I think I am currently experiencing the impact as evidenced by this message board and I am sure I will continue to experience the "impact." My hope is that there will not be a continued impact because we will prove to be such good and respectful neighbors. Between the two parcels I own I have 53 acres of property. I am bordered to the east by nearly 1000 acres of US forest. Aside from driving to and from the property, which would be done by any family who lived there not just us, the property is so secluded that whatever happens on the property will be completely out of sight. Most of what will be happening is people talking to each other either in group or one on one format. The program revolves around talk therapy. Some people might be on medications for depression etc. No smoking will be allowed. If someone wants to leave we will drive them back to Boulder. We are not going to make clients who don't want to be there walk to Boulder. Clients will check in for 30 days and remain on the property the entire time. If the Bar K HOA could use any help, I can explore having my clients perform community service as part of the program helping to do fire mitigation or clean up trash or whatever needs to be done.

Mike Ferrell. Do you plan on being a full time resident at the facility? Would you mind explaining your role in the running of the facility; are you an employee, an admin, a physician? Do you own the parent company or are you a front person who will never really experience the impact of this proposed venture?

I want to clear up some of the information being conveyed on here in regards to traffic. A single family home with two drivers generates 80 trips per month assuming both adults in the household leave there house and return once each day not including weekends. If there are two adults and two other drivers- roommates, mothers, adult children etc. then this could easily be doubled to 160 trips per month. So our MAX number of trips per month of 212 is really not that much more. 212 is the absolute maximum number of trips. Boulder County made us over estimate every person who could possibly come to the property. Sue's comment "And more when the personal chef, massage therapist, admin person, prospective clients, food deliveries, employee shuttles, and when visitors arrive on Sunday's when we're all out into the community enjoying it!" is factually incorrect as all of these trips are included in the 212 monthly trips. If you guys are going to hold a meeting before the larger meeting I want to make sure you have the facts so you can have a meaningful discussion.

While on the subject of driving, is there someone on this board who is willing to plow starting at the end of Boulder County Maintenance sign at Ridge down to my property? If so, please e-mail me so we can discuss. One benefit of me coming to the neighborhood is that I plan to support local businesses. Any referrals for electricians, plumbers, snow plowers, handy men/women etc. would be appreciated. Thank you.

FYI, the group home will have a minimum of 212 car trips through the Bar Keep per month per their application. And more when the personal chef, massage therapist, admin person, prospective clients, food deliveries, employee shuttles, and when visitors arrive on Sunday's when we're all out into the community enjoying it! Aldridge Transportation Consultants states the "normal" daily traffic trips won't impact "even a measurable impact on the current service level at the intersection of Overland and Rock Lake Road". Yes, they will come through Jamestown as the Consultant states it is shorter than going Boulder Canyon and across Peak to Peak. What about our Rock Lake, Ranch Rd and Ridge Roads which already struggle with severe washboard and pot hole issues & these are county maintained.

I'm reposting Holly's post with the contact information for the county planner, if you have an opinion to voice.

The county application is 41 pages, about 8 pages of letters, rest are photos, water/well tests. Doesn't take long to read.

    "Regarding the Northstar Transitions property:

I just spoke to Rob Hay, the planner on this case at Boulder County, here's what I learned:

The postcard Judy received was only sent to about 12 residences closest to the property.

Northstar Transitions has not been permitted to have a group home. The first step is that if you have questions or concerns about having a group home in the neighborhood, write to planner@bouldercounty.org, using the code in the subject line: SU-17-0008. This is the first step in the process and goes to all the planners. Submit comments, ask questions, list your concerns. The more the better.

Hello fellow concerned Bar K residents...regarding the "proposed" addiction treatment center and a town hall meeting with "the owner" Mike...we would VERY much like to attend such a meeting being that we just purchased a home which is less than a mile (Bridger Trail) from this center (we did NOT receive any postcard telling us about this by the way) and being that we have serious concerns about-
-TRAFFIC (if staff is bussed in, are they coming in 24/7, for night shifts, weekend shifts??)
-HELIPORT (our horses won't like that much)
-DEVALUATION of our newly purchased property
-SAFETY (hiking and riding horses in close proximity to such a center)
-15 residents and numerous staff in a 5 bedroom house
-"Equine Therapy"-do they have the facilities/staff for this?

We VERY much would like to attend this meeting, but we are heading back to California and will be back here in January, but only on January 3rd and 4th. Please feel free to schedule this meeting when it is best for the majority, but just wanted to suggest these dates so we might attend. Thank you.

Yes Mike, let's meet. I will email you to get a date, and then post on the QT. Shall we try for early to mid January? This will allow Bar-K homeowners a chance to meet first privately to discuss our concerns.

Jason, I am not hiding behind any pseudonym. I am using my full name and provided my e-mail. I think its best not to respond to the individual phone calls and e-mails I am getting and not to get into too much discourse on this chat board. What I am proposing is a "town hall" style meeting. If this is something your community has an interest in then great. If not, that is fins also. I am simply trying to make a good faith effort to be collaborative on this.

Just wanted to add that runner330 is not Mike's pseudonym. I don't want to add to any drama, but I do happen to know this is actually a member of our community.

eta- So sorry if that sounded weird or vague. In response to emails asking who it is- I don't actually know, but I have seen that person post in the past about lost dogs and things like that. I know this is a high tension subject and don't want to make it worse. Apologies if I did.

I’d like to add something, “Mike.”
You said, under your pseudonym below, “this is not an inexpensive facility. Each resident has paid for his/her services privately or has been paid for by insurance providers. These are not random transients off the Boulder Creek path.” Your statement stereotypes those folks on the “creek path,” as less valued in our society than those who can afford private in-patient rehab. I worked many years intensively with both populations in northern Indiana and Boulder, at homeless shelters, private residences, as well as in-patient rehab and dual diagnosis milieus. Your stereotype is abhorrent to me.

Mr. Ferrell, please clarify your statement below. When you say, “my home,” that implies the place where you will have your permanent primary residence. Or is the property in question, as promoted on the NorthStar website, an in-patient facility for, “individualized residential addiction treatment?” Your “home,” or your company’s in-patient residential treatment facility?

Hello Everyone, I am the owner of the Property in question and of NorthStar Transitions. I would like everyone in the community to know that I hope to become a part of this wonderful community and to integrate in a positive way. I hope to be a good neighbor and hope that my home will not be a source of contention with the neighbors. I am open to having a meeting to answer questions from anyone concerned. I know there will be a lot of questions and hopefully I can provide sufficient answers to put everyone at ease or at least provide some explanations regarding facts regarding our use. Again, I wish to assimilate to the neighborhood in a positive way and to get to know everyone in the neighborhood and to maintain good relationships. My e-mail is mferrell@nstprogram.com

Y'know, if it did't feel so slimy... They never contacted any of us to meet/explain their plans. They certainly read the QT and had the opportunity. It might be a great idea, but why does it feel like they are sneaking in? NO PR at all - what's to hide? There is money to be had for sure... Just my opinion.

Make no mistake about it, this is a moneymaking venture. My understanding is that they also desire a Helipad-I do not know the status of this, but the fact that they would even consider it, tells me they have no respect for people who live in the mountains and for the environment. This will change our neighborhood. It always works this way that the people at the top are not affected by the decisions they make, instead it’s the people downstream that have to live with it.
The issue is not being for or against this type of therapy, but it’s whether or not this is appropriate here. We do not have support services for people undergoing rehab, it will increase traffic, and I wonder if environmentally speaking, the house can accommodate 18 people.

    Doing research:
    12-18-2017
    04:13 PM MT(US)
In doing research on the impact of property values when a rehabilitation facility in located in a residential neighborhood:
    (realtor.org)
They found that home values within one-eighth mile of a residential treatment center is associated with an 8 percent reduction in home prices when measured against comparable homes that are farther away. The discount is magnified even more when the treatment centers are for those that specifically treat opiate addiction, which includes addictions to heroin or morphine. In those cases, home values are reduced by up to 17 percent, researchers found.

FROM the Lodge website:(northstartransitions.com) NorthStar Transitions offers clinically supervised non-medical alcohol detox, alcohol withdrawal management, heroin detox, opiate detox, heroin withdrawal management, Suboxone tapers, methamphetamine detox and cocaine detox at our Boulder residential treatment facility.

I think they’re just jumping the gun. Everyone should know that sober living homes like this are favored under the Fair Housing Act, so the county has to have really strong reasons to deny the permit. Northstar might be banking on that, but all concerned neighbors should absolutely voice their opinions to the planner email and at the planning commission and county commissioner hearings. Comments will be most persuasive if they focus on impacts on the neighborhood”traffic, influx of transient people who don’t know our rules but are likely to wander through the neighborhood, fire and emergency response, etc. as Holly also pointed out.

Correct, so please gather your questions, concerns & comments and write to : planner@bouldercounty.org with the code SU-17-0008 in the subject line. Have to say, feels a little arrogant to me that exercise equipment is already being moved in to a location that doesn’t have a permit.
The same concerns apply to this population that stopped a sex offender from living here: lack of support services, and spotty cell coverage, as well as with increased traffic-with or without shuttle service.

Reading the documents, they do not plan to allow residents or staff to drive their own vehicles. They will be shuttled to and from Boulder. There is a lot of information (42 pages worth) that should be reviewed carefully before we jump to any conclusions.

    Regarding the Northstar Transitions property:

I just spoke to Rob Hay, the planner on this case at Boulder County, here's what I learned:

The postcard Judy received was only sent to about 12 residences closest to the property.

Northstar Transitions has not been permitted to have a group home. The first step is that if you have questions or concerns about having a group home in the neighborhood, write to planner@bouldercounty.org, using the code in the subject line: SU-17-0008. This is the first step in the process and goes to all the planners. Submit comments, ask questions, list your concerns. The more the better.

The second step is there are two public forums associated with this permit. One takes place on February 21st with the Planning Commission. This is open to any individuals to have a say in this project. The more the better. The second public forum is with the Board of County Commissioners, and is not set until after the planning commission meeting.

I just wanted to let the neighborhood know that the property at 1236 Ridge Rd has been purchased by Northstar Transitions and is intended to be a group home for individuals undergoing treatment for alcohol and substance abuse. It will house 15 individuals with 3 staff members. Residents will be transient, up to a 30 day stay while undergoing group and individual therapy. Currently Mike Ferrell, the executive director has applied for a permit for this facility from Boulder County.

Personally, I wonder about a facility like this in our neighborhood for several reasons:

While these are not violent or sex offenders, they, like the sex offender who hoped to reside here, might need services that are not immediately available.

It changes our quiet neighborhood to include a thruway for people coming and going in treatment.

I don't want the potential crime element.

Personally I'm bummed. This was kept quiet and feels slippery. No one in the neighborhood was approached at the start of this venture.

I'm not sure that anything can be done. I'm going to check with Boulder County. Are we zoned for this?

Rose and I are still desperately seeking a pet sitter. We have a hamster, two lovebirds and a very friendly cat. It would only take about 15 minutes per visit and would be a fun way for a child to learn about different small pets. We’d need someone starting on the 21st and only visiting every other day until the 2nd. Even if you or your child could only do some visits, that would help. We’re near Ridge & Rock Lake.

    Thank you and happy holidays!

We have family visiting over New Years. Would any one possibly have what we used to call a granny crib or even a "playpen" we could borrow or purchase? We will only need it for a couple of days. Could also use a gate to put across the stairs. This very little one year old is very active and our niece is a nervous mom. Snowsuit? They live in southern California, we got to get this child into the snow. Thank you. 303 278 2208

Jackie, When I was growing up in the Poudre Canyon outside of Fort Collins (35 years ago!) they used to spray this green stuff along the river. We were told it was a grass seed mix of some sort to get native grasses to grow and hold the soil together and prevent erosion. Nancy

Does anyone know what is in the green stuff they're spraying in the canyon? I asked one of the flaggers, but I don't think he actually knows what is in it. I googled it and what he said would be totally contraindicated for the purpose he said it was for. Meanwhile I tried checking the plans, still couldn't figure it out, but Andrew's number, not his home, was on there. I left him a message and hopefully he can explain it. If you know anything about this green stuff, post here. Thanks, worried about the fish and wildlife.

I finally opened my farewell book. My heart nearly exploded from the love and beautiful wishes that were oozing out of it! I simply couldn’t read it before we left for fear of becoming an emotional puddle and I needed to feel a bit settled in Nashville before I read. So I read it last night. Mike was overjoyed to see my tears of joy and choking on my huge smile. He was also tickled to be included in your kind words. A huge thank you to Jamie and Kristin for putting that together and to The Merc staff for keeping it safe for us.

We took three day and two nights to travel the 1,200 miles. Our three dogs were champs and loved the dog parks in Hays, KS, Kansas City, MO, and St. Louis. We are now settling in to our AirBnB house in East Nashville while we look for a house to buy most probably in the Northwest countryside.

I lived in Jamestown and the Bar-K for 15 amazing years. I’ve had life lessons that truly could not be gotten anywhere else in the world. Our friends, neighbors, and commUNITY have been inspirational to me. We look forward to calling the countryside of Nashville our new home and we can only hope we find a neighborhood as special as Jamestown. We’ll be back for visits, but hopefully y’all will be visiting us first!

Hi there. We recently just acquired the property at the end of Ridge Road and are looking for consistent snow removal/plowing services for every time there is a significant amount of snow. I am wondering if there is a service anyone here uses, or someone you can recommend? I've spoken with Buddy already and he doesn't think he'll be able to help us with the consistency we need. Thanks in advance for any advice or recommendations you can provide! I can be reached at DHall@NSTProgram.com

Would anyone like a free spider plant? I have three that need new homes. They are generally healthy but probably a little root bound. These things are taking over my house and need to go away. Very hard to kill if you put them in a sunny window and water well once a week, feed a few times in the summer.

Please email me mountainvetATgmail if you are interested.

Pile burning could begin near Ward and Gold Hill on Monday
BOULDER, Colo – (Dec. 2, 2017) If conditions allow, U.S. Forest Service firefighters may begin slash pile burning near Ward and Gold Hill Monday, including the following areas:
Gold Lake Road: 1 mile north of Ward on County Roads 100 and 103
Gold Hill: 1 mile west of Gold Hill and 3 miles east of Colo. Highway 119 on County Road 52
Conditions are evaluated each day to determine if ignition will take place. Precipitation, wind, temperature, fuel moisture and staffing all play a part in when and whether ignition occurs.
Ignitions are generally expected to begin after 10 a.m. and will cease several hours before sunset. Firefighters monitor the area after burning is complete. Public and firefighter safety is always the number one priority in burning operations.
Wind helps disperse smoke created during pile burning operations and snow helps keep the piles contained. Seeing flames and smoke, even after dark, is part of normal operations. This is one way that we can help reduce the buildup of fuels on the landscape under the safest conditions.
If you know anyone else who would like to receive updates on pile burning activities in the Boulder Ranger District area, have them email krarmstrong@fs.fed.us and ask to be added to our email updates. To unsubscribe, please reply with UNSUBSCRIBE in the subject line.
A complete list of areas where pile burning could occur on the Boulder Ranger District this season is located at: http://inciweb.nwcg.gov/incident/4648/
