WIFI would work fine with a tethered balloon at around 100 meters. The tether would not need a coax or cat-5 of course, just another WIFI hub as a repeater at the base. That would be enough for a big open-field concert or such that requires temporary wireless high-data rate broadcasts, ie streaming video going out.

Doesn't say anything about Wi-Fi, just 3G/UMT and HDTV. I don't think Wi-Fi would work in that scenario for a variety of reasons.

Wouldn't it be more fun and DIYish to make your own airborne repeaters?
Just buy a few hundred weather balloons, attach solar cells and hardware, and tether them at various spots around 'frisco. Hire unemployed dotcommers to refresh the helium supplies, patch BB holes, and such.
The balloons would be decorated with warchalk symbols, of course.
