The school shouldn't pay the tax, but make the kids pay directly before each song. Those who don't bring coins don't get to sing. Invite the media. That'll Finnish things PDQ.

Hate to nit, but this would be a publishing issue, and "recording industry" is a misquote (says "music industry" in the linked acticle.)

Kids will only have to pay publishers if they sing songs themselves. If they get lazy and start playing records, then look out.
