Don't get too comfortable with the vote. Yeah, it's great news that there's ANY resistance at all, but how much bullshit will it take to convince the Senate that the Pentagon's "assessment" is just fine and dandy? I mean, at least the Senate threw a bone to the American minority that actually gives a damn about its liberty, right?

Yeah, as I recall Congress banned funding to the contras too and Poindexter and his buddies found a way around that as well.
