I don't think they have any concept of how cold it can get there. I went to the Quebec Winter Carnival a few years ago. I had an amazing time, but it can get crazy cold.

If you get a chance to go to the carnival, take it. Quebec is one of the most amazing cities in north America. And the winter carnival is a great time.
