El Kabong, go to the examples page and read the directions.

"Bold lines are desired cuts."
"The thin outside rectangle is [...] the boundary of the paper."
"The dashed lines are 'valley' folds [...]"
"The dot-dashed lines are 'mountain' folds [...]"

Seems very simple to me. I folded and cut out the angelfish
successfully.

This guy is a moron. "Cut along a line" is meaningless. Along which line? An edge? The illustrations certainly don't seem to indicate that. The Web is infested with inadequate dolts who haven't mastered simple declarative sentences.

Line - from cutting exactly at the edge of a fold.
Point - from cutting exactly at the vertex of some folds.
(If I understand this correctly.)
