It's as unlikely to be incompetence as the notion that cops constantly trot out - "well, there's a few rotten apples in the barrel..." No, the ENTIRE barrel is rotten and always has been...

Let's not forget the history of the Hoover FBI during the civil rights movement and their virtual conviction in Federal court of illegal tactics against the American Indian Movement.
