Stefan, I would guess that the scenario is supposed to go something like this:

1. Argentina goes through economic free-fall

2. Thieves destroy the wired infrastructure

3. Somehow, Argentina eventually recovers (or perhaps the rest of the world descends to its level, economically).

4. At that point, Argentina would offer a much more attractive market for wireless investment: no competition from wired networks.

It's kind of like the idea that Japan and Germany got a big head-start in modernizing their industries when they had to replace all the factories destroyed during WW II.

Yes, I'm sure that the thought of thieves looting equipment just fills potential wireless investors with confidence.
