It might not be as simple as all that. This is a wild guess, but I would think it likely that the swarm of kids is recruited from Brazil's sizable population of street children. There are deeper social issues there, to be sure, but not quite the "teach 'em right from wrong" kind that you are thiking of.

More cops are not the answer, given that it is that it is apparently possible in Brazil to recruit a "gang of children" on a moment's notice to steal from a tourist. That implies that these kids' parents either don't care or even tacitly approve of their children's activities, a deeper social issue than can really be addressed with mere law enforcement. First, you have to teach grown-ups that stealing is bad. The problem is, if you smack an adult upside the head like you would with a three-year-old, he's liable to hit you back.

Well if Lula succeeds in ending the Drug War in Brazil, maybe they'll have some cops free to fight stuff like this better, although HOW is indeed the question!
