The page states that Acrobat 5.0 or other version 1.4 PDF
reader required. As I presently have neither, I, too, am
unable to view these. (I have Acrobat 4 and xpdf 0.92, with
some personal patches.)

When I try to read the PDF replies, Acrobat throws an error:

"There was an error opening this document. This viewer cannot decrypt this document."

Ooh, irony...
