So, okay, seems like it is a scam. But I am still disappointed that I can't actually buy some. So screenprinters of the world unite! You have your ready and willing market. Get on the case! (remember to cater for fat asses)

Pat, it's gotten almost that way here, too, in the U.S. now -- only it's with low-rider jeans that expose a g-string strap or a hint of the top of panties. Not that I'm complaining about any of this, of course.
I teach in a computer lab, and I'm kinda getting tired of seeing people's underwear. Maybe it's sexy on TeeVee, but in real life blah.

O.K., that's not surprising. I didn't feel expert enough to say, but what little I know about Japanese women led me to suspect this was faked. As fashion-conscious as they are, I just don't see they wearing something as, well, surprising as these skirts. I -can- see Japanese men -wishing- they would!
As Howard Wen says, American women are much more likely to flaunt their drawers than Japanese women, even in silkscreened skirts.
I was at a major league game in Tokyo once and saw a guy with a 'full frontal nudity' t-shirt. It was long and showed chest, belly, pubes and penis. There were lots of women and small kids around but if anyone was offended, they didn't show it. Very Japanese.

These are most definitely fakes. Not only has snopes looked into it, (they said it was inconclusive), but if you simply look at the photos, 2 things stand out proving them to be a fake. 1. The store clerk image is obviously a fake. She is wearing her store uniform which would NEVER have this sort of thing screened onto it. The japanese may be kinky but they are still highly conservative especially in matters of business. 2. If you'll examine the fabrics upon which these images have been aledgedly screened, you'll notice that some of them are highly textured. Having worked in a fabric screening shop for a number of years, I can tell you that these fabrics would never support the high definition line screen (resolution) that we are seeing here. All in all, definitely a well done and entertaining fake

Definitely fake. Look closely at the girl with the handbag. The handbag's handle-strap goes over the panty-line, but it's still visible through the strap. So is her butt-crease. Is the handbag made out of some transparent leather? If so, that's an even bigger story.

Every time I've been to Japan I've noticed a pervasive interest in images of high school aged girls' panties. We own a mid-eighties cheaply made comic book style photo book of nothing but young girl pantie shots. It must be 200 pages. Not pornographic to my eyes, just shot after shot after shot of pantie shots.

I still think they're faked photoshop images. In each one, the pose on the skirt matches the angle and stance of the wearer. Perhaps this will lead to some product which imitates this meme, but it won't look as photoshopped as these images do. I am voting scam for the moment.
