No: Just a hosting arrangement. They don't own the UU netblock, they're just renting an IP -- probably have a machine in the rack, but they might be virtual hosting on an UUnet machine. This is rather common for DC organizations -- UUnet has stunning amounts of bandwidth in the area, hooked into MAE-East.
