On the other hand, it's nice that all these talented cover artists have jobs with the government now that science fiction covers are so shitty.

It's not by the police, it's by London Transport. Had the bottom not been clipped off, you'd have seen the London Transport logo.

The advert's not only just up all around London, but there's an accompanying radio advert, in a sort of cod-1940's Pathé News kind of way which is also rather disturbing. "Thousands of citizens make their way home... safe, secure, knowing they are being watched..."
