Yup, the deadline Meriadoc refers to was January 31.
Note that as of a couple of weeks ago, there's a
web-based nomination form (follow the "Hugo Nomination Form (Online)" link from that page), so you don't have to use the PDF.
Also note that generally only a few hundred people nominate, and in most categories, 40 nominations are enough to get on the ballot. In fact, it only took 21 nominations to make the short-story ballot last year. So individual nominations do count. See the list of
