Yup, the deadline Meriadoc refers to was January 31.

Note that as of a couple of weeks ago, there's a web-based nomination form (follow the "Hugo Nomination Form (Online)" link from that page), so you don't have to use the PDF.

Also note that generally only a few hundred people nominate, and in most categories, 40 nominations are enough to get on the ballot. In fact, it only took 21 nominations to make the short-story ballot last year. So individual nominations do count. See the list of last year's nominees for details.

One correction: eligibility to nominate is not based on intent to attend the Worldcon in Toronto, but in having bought a membership (attending or supporting) before the deadline which was, I think, in January. (A membership bought now will still enable you to vote on the final ballot in July or thenabouts.)

Membership in last year's Worldcon, whether you attended or not, will also enable you to nominate for this year's Hugos, but by itself will not enable you to vote on the final ballot - you need to be a member this year to do that.

Nominate what you like, but I for one don't intend to write down a title I can't pronounce.
