/m30542 Sounds like an attempt at covert observation, which isn't allowed. They can put test pieces in the mail system to check delivery status. We had a program here a few years ago where mail would be inserted in the mail stream at the plant, addressed to USPS employees (EAS) who would then report on date of delivery.
