Question on excessing carriers.

several carriers are being excessed out of our office. The senior carriers received a letter of all withheld positions in the district to select choices in order of preference if we wish to go voluntarily in lieu of the excessed carriers. We senior carriers were told that if we don't get our choice then we might be assigned to a position on the list in some other city and lose our current positions. IS THIS CORRECT INFO? Don't we get to drop out of the plan and remain in our current position if we don't get one of our choices? (Or do we risk our position)
