JONG CADION New Market Superintendent designated
Mayor Samuel S. Co designated Joseph Isabelo S. Sapong as new OIC-Market Superintendent effective December 28, 2009 following the relieved of Market Supervisor III Entique R. Alawi.
Sapong is now authorized to act in all matters attached to the official functions of the Market Superintendent for Agora. Agora is now one of the divisions of the economic enterprises of the city government. Other divisions are the Integrated Bus Terminal, Fish Port and Motor pool. In a memorandum order signed by Mayor Co dated December 23 said that due to the exigency of the service, Alawi was relieved from his position as OIC Market Superintendent of this city and he was detailed at the Office of the City Mayor (CMO) effective December 28, 2009,
Alawi was instructed to report directly to Reyvenido Cesar A. Lingating, Executive Assistant IV & CMO Chief of Staff for duty and instructions. As usual I will implement the existing rules and regulation in the operations inside Agora as mandated in the city ordinance, particularly on the collections of stalls, and the maintenance of cleanliness in the entire Agora. I am appealing all the market vendors inside Agora for their usual cooperation, Joseph Sapong told this paper. It was recalled recently that Sapong lead the confiscation of some tampered weighing scale random check of all major sections inside Agora like fresh fish, meat and rice section.

Senate passes MEDA bill Wednesday, 16 December 2009 Senate passes MEDA billManila (16 December) -- The Senate approved yesterday on third and final reading the bill creating the Mindanao Economic Development Authority (MEDA) bill which will become a permanent agency that will integrate Mindanao's socio-economic development. Senate Bill 3496 or MEDA bill was unanimously approved on third reading yesterday and the Senators agreed to adopt House Bill 6958, the counterpart bill approved by Congress on 16 November, as the final version. The passage of the MEDA bill will pave the way for the creation of a permanent Mindanao body that will integrate and harmonize peace and development efforts in Mindanao. It has also been pushed in view of the need for Mindanao to catch up with the mainstream national development. "I think our Filipino leaders have seen the potentials of Mindanao a long time ago. Despite efforts to develop the islandregion, it has never been done on a continuing and sustained basis," Senator Edgardo Angara, co-sponsor of the bill, said. Given Mindanao's vast potentials and strategic geographical location, he said he would like to see Mindanao transform from being a backdoor to becoming the country's front door to greater economic opportunities, particularly in the East ASEAN region. "An institution like MEDA can help us achieve that vision," added Angara, who chaired the Senate sub-committee on MEDA under the Senate Committee on Economic Affairs which reviewed and deliberated the bill before it went through second and final reading. Senator Richard Gordon, co-sponsor of the bill, said in an earlier statement that the bill is important to Mindanao which has been an "unfulfilled promise." He noted that without the necessary socio-economic, infrastructure and policy support which can be hastened by having a permanent development mechanism, Mindanao will not prosper. "When this authority is established, I would like to see Mindanao become a fulfilled promise not tomorrow, but today," Gordon said. PCWD Requested by the LUWA Five Municipalities of Dumalinao, Tabina, San Pablo, Midsalip Zamnboanga del Sur already undergone the orientation conducted by the Pagadian City Water District following the requirement set by the Local Utilities Water Association (ALUWA) for their application to operate LGU-run water service.
PCWD is the only Waster District within the area requested by the LUWA to conduct orientation to all LGUs planning to operate water services of to establish water district in their respective area of responsibility.
P113-M Project PCWD on going The Pagadian City Water District with the implementation of its 113-million pesos project is the solution of the water supply demand of the city as a new Regional Government Centre in Western Mindanao following the full transfer of Regional Offices from Zamboanga City to Pagadian City.
The project is on going and now undertaking by the private contractor from Davao and it is on the 39% accomplishment as of end of October. The target date of completion will be on February 2010, PCWD General Manager Eldelberto Yorong told this paper.
However, we are evaluating the request of the contractor for the extension of project due to some problem of weather condition from the previous months and the unexpected problem of digging for the lay-outing of big PVC pipe. It was found out that mostly of the area having difficulties cause by big stone and rocky that resulted to the delay of their works. The lay-outing of pipes has a total distance of 28-kilometers, GM Yorong said.
Also included in the implementation of project is the construction of two bit water reservoir and pumping house station somewhere in Botatok along the North diversion road near the Philtel and along Patag Dao and the laboratory building.
The water tank in Bolatoc will cater the problem of water supply in Lumbia area, Kawit, San Pedro, Tuburan, Santa Maria and Pag-laum - I & II. For the Dao water tank, this will also in charge in distributing of water supply in Banale, Sto. Niņo, San Jose, Gatas and to some area of Balangasan.
The total cost of project is Php113-millyon pesos and the Php95-million pesos of the total amount is funded by the Asean Development Bank through loan package counter parting system and the Php18-million pesos is the counterpart of PCWD
The PCWD will also conducting opening of new water sources in Danlugan, additional one in Tiguma, Manga and in Napolan through the construction of deep wheel. One Deep wheel cost 4-million pesos. These projects were included in the PCWD Development Plan Program. The Manga Source will double the capacity compared to our other water sources, GM Yorong disclosed.
Starting next year PCWD will construct one deep wheel in every year to strengthen the demand water supply especially in the upper portion of the city, GM Yorong added.
We are also going to change our present water distribution system into Fill and Draws System, the water will be stocked first to the big water reservoir before it will be distributed to the consumers. Presently, we are operating in the Floating Distribution System (FDS. that has a high in maintenance of operation that will result the explosion of some of our water pipe connection due to the strong pressure of water. , PCWD GM Yorong also explained.
As of the moment, GM Yong appealed to the people especially the motorists be patients for the inconvenient on the on going construction of water piping.
PCWD Clean Water Supply The Pagadian Water District assured the public of the cleanliness of their potable water supply served to the house hold in the city.
We are conducting the required two times a year for the Physical & Chemical Analysis and conducting daily for the Bacteriological Testing instead of 5-samples a month as required by the Philippine National Standard of the Department of Health (DOH), GM Young assured.
The PCWD is using the Liquid type of Chlorine and also following the require mixture of one milligram per litter or point two or 1/5 of the maximum requirement using automated mechanical mixing system, Yorong explained.
PCWD General Manager was also denied on the issue of using Moriatic Acid in mixing the water for the anti-bacteria.
It was learned that Pagadian City has a 100% safe of water source or Class-A source from the underground using deep wheel free flowing water.

MINDANAO Economic Development Council (Medco) chairman Undersecretary Virgilio Leyretana Sr. lauded the senators for passing the bill creating the Mindanao Economic Development Authority (Meda).
Senate Bill 3496, otherwise known as the Meda bill, was unanimously approved on third reading last Monday and the senators agreed to adopt House Bill 6958, the counterpart bill approved by Congress on 16 November, as the final version.

Leyretana said the approval of the bill validates the Senate's commitment to develop Mindanao and accelerate the region's inclusion in the mainstream of national body politic.
"The enactment of the Meda Bill is seen to enhance the potential role of Mindanao as the bridge to all cultures in this country and in Bimp-Eaga (Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area), as well as the linchpin of our country's security and national interest," Leyretana said.

2010 NATIONAL AND LOCAL ELECTIONS COMELEC intensifies voter education, sets up PCOS Public Demo Coordination unit

The Commission on Elections has put in place a Public Demonstration Coordination Unit (PDCU) that will receive and coordinate requests for public demos of Precinct Count Optical Scan (PCOS) machines for the May 10, 2010 fully automated elections.
COMELEC spokesman James Jimenez said the Public Demonstration Coordination Unit will be headed by Dir. Sonia P. Tiongson, Director III of the poll body's Education and Information Department.
"We want to bring the PCOS machines closer to the people," stated COMELEC spokesman James Jimenez, who is also the poll body's Project Management Office (PMO) Assistant Project Manager for Public Information.

Commission on Elections (COMELEC) Law Department Director Atty. Ferdinand Rafanan told reporters this morning that he remains confident that the automated elections next year will push through despite threats of a looming no elections (NoEl) scenario.
"We are focused on the successful automated elections on May 10, 2010 and I foresee that this will happen," Rafanan, who also sits as the Chairman of the poll body's Special Bids and Awards Committee (SBAC), said during the sidelines of the poll automation bidding which resumed today.
"92% of the Filipino people want automation," he said, as he warned that those who would dare push for NoEl would definitely face the wrath of the people.
The COMELEC legal chief also clarified that the possibility of losing bidders' derailing the 2010 automated elections by securing a temporary restraining order in its implementation is rather dim.
"The bidders signed a waiver giving-up their right to file a petition for injunction or to seek a temporary restraining order in the bidding process or in the implementation of the automated elections system," Rafanan said.
"The waiver is part of the COMELEC's requirements because we don't want anything to get in the way of next year's automated elections. Time is of the essence," he noted. ###

PEO boasts accomplishments on infrastructure projects
The Provincial Engineers Office (PEO) of Zamboanga del Sur laid out its achievements in infrastructure projects under the Cerilles administration, specifically in road repair and maintenance in the entire province.
Provincial Engineer Antonio Laurenciana, Jr. said in an interview that the PEO, as the implementing arm of the province as far as infrastructure development is concerned, executes its functions as stated in the Seven Point Executive Agenda.
He said that ever since Gov. Aurora Cerilles term started, her focus has been to give permanence to the Provincial Road Network through concreting provincial roads. This is to give better access to the farmers and rural communities.
Laurenciana stressed that as of present time, the province is maintaining 430 kilometers (kms) of provincial roads, which includes 148 kms in the 1st District and 265 kms in the 2nd District. Furthermore, he said that a certain amount has been allocated for the rehabilitation and maintenance of these provincial roads. Although, he also admitted that problems arise during rainy season when these roads get easily damaged since they are just made of gravel.
A total of 80 kms of provincial roads has already been concreted since 2001, Laurenciana said. This corresponds to 20% of the total land of the province, compared to the past administrations 0.4 % or1.8 kms of concreted roads.
Meanwhile, Engr. Laurenciana cleared on the speculations that the provincial government is not giving attention to the maintenance and rehabilitation of the provincial road towards the Municipality of San Pablo.
He said that this road in San Pablo has been a lingering problem due to the lack of sources of gravel and materials for concreting in the area. He added that PEO has already established a crasher plant in Guipos to help solve the problem of gravel source.
Laurenciana stressed that the provincial government is giving enough attention to San Pablo every year, especially in the Payag section. He said that in fact, an amount of Php 20 million has already been allocated for the improvement of its road, which was given by Pres. Arroyo thru Department of Agriculture facilitated by the Department of Public Works and Highways (DPWH).

The Provincial Engineer also mentioned on the on-going concreting of the provincial roads in Lapuyan and Vincenzo Sagun, since they are giving special attention to primary provincial roads.
He added that the biggest accomplishment of the Cerilles administration is the concreting of the San Miguel Dinas Dimataling road in 2003, which amounted to Php 150 million thru different payment schemes.
Aside from this, five kilometers of provincial road from the municipalities of Ramon Magsaysay to Sominot in District 1 has also been concretized with a budget of Php 50 million.
Use of equipment
On the other hand, Laurenciana made clear on the issue regarding the use of the provinces equipment. He said that some of the apparatus are under repair and that they are trying their best to operationalize [them]. However, he added that there are corresponding rental fees when the equipment is used by the municipalities.
On the last note, the Provincial Engineer said that the provincial government is not limiting its attention and efforts in roads alone, or lateral projects. They are also into the development of its vertical projects or the edifices in the province.
Theres actually a proposal for the Medical Arts building, he said. This will hold the clinics of doctors specialists, which are intended for out patients. An estimate of Php 45 million has been allocated for the said project. (Kim Amor/pgo-ppb)
