In looking at the Foriegn Language frame work I learned that california wants to start holding Foriegn Language students more acountable to their actual ability. In other words, they think that the students competence in language should no longer be assesed by the amount of classes they have taken-- instead, a more acuarate form of assesment needs to be applied.
