The CRB of 1866 was a response to the state conventions and legislation of Fall 1865, esp. the so-called Black Codes. Its emphasis was on basic civil liberties (jury, marriage, movement, due process) The CRB of 1875 involved public accommodations, esp. parks, schools, cemeteries, and transportation. See esp.
