rca on 86 days
The way that wave explained your leave is more accurate than mine. Mine only works if you work 40 hours a week. The way you worded it made it sound like you are working several routes

 i have served on 7 rural route in my office but the latest route i am on the regular is trying to go out on disability. thanks for everyones help

I think only a level 79 RCA accrues sick/annual days. Not a level 78 RCA subbing on a regular route. One hour for every 20 hours worked.

A 78's designation would change after 90 days on a regular route.

From the ELM

Category 4 Less than 3 years

4 hours for each full biweekly pay
period; i.e. 104 hours (13 days) per
26-period leave year.

Category 6- 3 years but less than 15 years

6 hours for each full biweekly pay
period plus 4 hours in last full pay
period in calendar year; i.e. 160 hours
(20 days) per 26-period leave year.

Category 8- 15 years or more.

8 hours for each full biweekly pay
period; i.e., 208 hours (26 days) per
26-period leave year.


(2) Substitute rural carriers and rural carrier associates (RCAs) earn
leave for time serving (a) a vacant route or (b) a route from which
the rural carrier is on extended leave in excess of 90 days. RCAs
also earn leave based on the number of hours worked serving an
auxiliary route for a period in excess of 90 days. The leave
category for substitute rural carriers is based on creditable
service, and for RCAs it is based on category 4. The first day of
the pay period following 90 days, the substitute or RCA is
credited with accrued annual leave for the first 90 days.

So based on this, an RCA serving regular route in the reg. carriers absence would earn 4 hrs pp (Category 4)

You are still rather unclear on how much you have worked the route in question. It has to be your assigned route for more than 90 work days. Only the route 'missing' the regular will count towards the 90 days. If the regular comes back and works for even one day, your time does not count.
You don't get to add up all the days you worked on different routes.

/m19894 One of the subs from my office has worked full time on a route in another office since September 2008. They told him he would not earn leave because the route is in another office. Should he be calling his steward?

I browsed thru the ELM and what I read is a sub carrying a vacant regular route get 4 hours leave per PP, and a sub carrying an aux route gets leave based on hours worked. Its seems that hours worked would apply to both because some subs may only want to work a few days a week. Could our contract be any more complicated?? As long as we're on the topic of leave: I know we can carry over 55 days, but do you have to use extra leave by the end of December or is there another date they go by???

/m19910 - I can't find specifics on anything worked outside of the assigned office. What I did find seems to indicate that he should be earning leave after the 90 continuous days. He needs to call the steward. Ref. the Handbook F-21 (Time and Attendance), sect. 581.2.

I would definitely call a steward just to make sure. That's almost a years leave. I'm surprised he would take mgmt's word on something like this.
