NorEaster, this happens to me. It must be something with your computer. I can get access to my file on my laptop but not on my desktop. I've never tried to figure out the problem on my desktop because I can get access on my laptop.

Went on another computer and on Internet Explorer. Red statement and "downloads" is gone, but that is it. No link to go to, etc... Nothing highlighted.

"Unexpectedly quits" on Internet Explorer. Can't get in. I have an iMac, so that may be the problem. Or maybe it's some top secret info. that lurks in my OPF!!

You have to get into Liteblue via Internet Explorer - won't let you in with Firefox, if that helps.

Anyone know how to get into their OPF on Lite Blue?? Keep getting the "red" statement about the downloads. I have the necessary download, but still can't get into my OPF. I'm into my account, I.D./Pin etc.. but can't get any farther.
Any help on this one??

Ask your manager to check this link and download it. It is postal intranet, so you can't do it yourself C. Online Availability. This publication is available on the Postal Service Intranet as follows: go to http://blue.usps.gov/cpim, click on HBKs, then PO-603.

GETTING THE OFFICIAL RULES FOR THE 2010 MAIL COUNT
According to the Publication 223, September 2009 MD5 Digest 599e0405a617f83b5703efcc0f9e79e0
The oldest acceptable version of the PO-603 is July 2008. (A,B) Most of us don't have a copy of the PO-603 newer than April 2007.
The PO-603 in my office is over 20 years old. I am lucky I was able to download and print the April 2007 version so that I have a hard copy at my case. However, it is still not up to date when it comes to mail count rules.
If I understand it is for not following the PO-603 that we file a grievance, not the mail count guide. The Mail Count guide is the NRLCA interpretation of the official rules for the mail count but not an official document by it self.
The last time I tried to get a copy of the July 2008 PO-603 I was told that I could not do this because the NRLCA (Our Union) and the Postal Service were having a disagreement about the quality of DPS mail and how it should be dealt with. So, as a result we will not get updated copies of the PO-603 until this is settled.
Because of this, it does not seem possible for me to get an updated copy of the PO-603 through Postal Service sources.
I so far have not found an updated copy of the PO-603 on line. So, I can't download a PDF copy of it. (C)
The public source to order the PO-603 is listed as N/A which I assume to be Non Applicable. So I can't get this from the public source either. (D)
I have been told that our Union Stewards have been supplied with copies of the July 2008 PO-603. However, this is not the same as individuals being able to access this document directly for the mail count. Which determines how much we are paid. Also, we are not a closed shop so suppling the Union with PO-603 is not the same as giving Rural Carriers access to the PO-603.
Sometimes, I get the feeling that the NRLCA is intentionally trying to hamstring us by allowing the Postal Service to Wait for the PO-603 to be perfect before they issue it.
I am under the impression that legal documents such as the United States Code are rarely if ever completely up to date when they are printed. This is why they come with little books in the back to look for what has been updated. I think the PO-603 can be updated too. They just have to staple the additional information into it.
I don't think something as important as deciding how we get paid should be left to wait.
I also, suspect that in this age of electronic media that the July 2008 PO-603 should be on electronic media. It should not be a problem for the Postal Service to distribute it in PDF format.
A) HBK PO-603 7/08 Rural Carrier Duties and Responsibilities 7610-02-000-7023 POM 6 BCR MDCIWB N/A (page 41)
B) Edition Date/Oldest Usable Date The edition date shows when the document was last issued. If the directive is nonrevisable (issued completely each time), the date of the current issue is shown. Some forms are revised with only minor changes and a previous version may still be usable. The oldest usable date column shows the oldest edition of that form that you may use. (page 3)
C) Many Postal Service directives and forms are available in electronic media. Where applicable, electronic source codes have been added to this catalog, as explained in How to Order the Document You Need, beginning on page 8. (page 6)
D) Public Source The Public Source column shows whether or not the document is available to the public and where to get it. A complete list of public source codes can be found in How to Order the Document You Need, beginning on page 8. (page 6)

Kelley and I would like to wish each and every one of you and yours the very BEST THANKSGIVING ever. With the medical issues I have had this year, my appreciation for friends and family is so much stronger than ever before. It has opened my eyes to what being thankful is all about.

/m21600The new leave year starts Jan 2. If your question concerns losing a pay period of annual and sick leave because you "maxed out" your LWOP for 2009, I believe you will lose the AL and SL if you LWOP in PP1 of 2010. Happened to me several years ago. It surprised me. I'm not home now so I don't have access to my pay stubs so I can't be specific on how it happened.
