1 in 2 Filipinos disapprove of their president, survey shows (The Associated PressPublished: March 24, 2008) President Gloria Macapagal Arroyo's approval ratings have dropped amid a corruption scandal that sparked calls for her resignation, with about one in two Filipinos critical of her performance, according to a survey released Monday. Pulse Asia, an independent pollster, said 51 percent of 1,200 respondents disapproved of Arroyo's performance in the Feb. 21-March 8 survey, compared with 39 percent in October. Arroyo's approval ratings plunged to 23 percent from 30 percent in October, the pollster said. The survey has a margin of error of 3 percentage points. Almost nine in 10 Filipinos or 87 percent of those polled said they were aware of allegations of corruption surrounding an aborted US$330 million (€214 million) telecommunications deal that has been the subject of a Senate investigation. Witnesses have testified that Arroyo's husband and a former elections chief allegedly benefited from huge kickbacks linked to the deal. Both men have denied the accusations. My story an our bus trip from Kidapawan to Davao then back to Kidapawan goes as such: Security at the bus terminal in Kidapawan is very lacking, my bags were not even checked at the entry to the terminal even though I had them open. More people boarded the bus after leaving the terminal than got on the bus at the terminal with no security checks at all! Persons boarding the bus and exiting the bus along the highway to Davao is constant with out any checking. Even at the bus terminal in Digos which is a stop along the way there is absolutely no security measures there. Between Kidapawan to Davao there is one PNP checkpoint, right before entering Davao and exiting Davao. The conductor of the bus (Weena Bus Lines) paid the PNP an unknown amount not to board the bus. I did witness myself the open exchange of peso from the conductor to the PNP at the check point going both ways. Whew, our tax money hard at work huh!

They function through racially intolerant white canadian cops and security and their henchmen claiming to be despots; following parasitically in the footsteps of their american counterparts, and wilfully engage in their racial profiling of non-whites, in racial harassment of non-whites, and in racially dehumanizing attempts to racially harass non-whites through intimidating physically, mentally, and spiritually; portraying their racial hatred of non-whites through causing wilfull and dehumanizing disturbance to non-whites through using illegal wall-see-through technologies and audio-bugs on non-whites' homes; through listening and watching through the walls of non-whites' rented and owned homes, through their internet and private telephones, and through using tempest technology to latch on as parasites onto others' computers' hard-drives as well amounting to illegal plagiarism and privacy violations. The perpetuators of these evil deeds do this from their cars using illegal equipment slyly given to them by the unworthy cops, and then accelerating their cars loudly and intimidatingly near non-whites' homes and driving intimidatingly in presence of non-whites on streets, making threatening u-turns, driving intimidatingly right up and over sidewalks when a non-white is on the sidewalk, and throwing their ugly bullying weight around, in their shameless acts of cowardice. It is all done slyly, supposedly smartly, either loudly or silently; however, they cannot fool all the people all the time. The cops also participate themselves to wail their sirens abusively everytime non-whites move and talk inside their rented and owned homes in daily routine living, in addition to having their henchmen and henchwomen, and often, using their non-white gutless henchmen and henchwomen in cars, transport, shopping centers, neighborhoods, etc, to commit these ugly harassing racially profiling deeds at all times day and night. Using non-whites to engage in racial harassment of other non-whites is an obnoxiously evil sinister humanely disgraceful intelligent move of the whites well-known for their ugly divide and rule tactics through their non-white henchmen and henchwomen. It's a shameful disgrace when the so called protectors of law turn into abusers of law themselves and throw the weight of their uniforms and law around as cowards. So, they and their henchmen and henchwomen, appear to be very law respecting on the outside; however, they network cowardly to commit sly acts of provocation to non-whites all the time, which is supposed to be legally acceptable. Is watching through walls of non-whites homes, bugging their homes, working in networking syndicates against them, committing human rights and privacy violations against them, supposedly lawful for the whites? Who makes those laws that favor only the whites? The law itself has racism in its clauses. The ugly inner dirt of the perpetuators of these evil deeds of racism do not deserve to step into religious institutions for their ugly deeds - such as, if you ain't white, you ain't right? Oh! Nicely dressed, beautiful people, magnificient concrete jungles, clean roads and lawns, sweet polite talkers on the outside, full of ugly stench in their souls, that is the cause of these racist policies that are outrightly biased against non-whites. Most of these ugly acts of dehumanizing racial profiling depict the cowardice of the doers of these deeds in the real sense, and are done at the behind the scenes insistence of the racially intolerant white cops through their frontline stooges. However, without physical evidence, the white cops, security, societies, and their henchmen and henchwomen are laughing sinisterly at their heinous deeds and the legal system seems to support this evil through its inability to take action without physical evidence. Their racial profiling penetrates public transport systems, shops and stores to do all they can to make the non-whites feel unwelcome in their dehumanizing acts of racial profiling against non-whites and those who don't conform to their nonsense. The white cops, security, and white communities use their henchmen and henchwomen who do just as they are told and from behind the safety cushion of their oil-guzzling, pollution creating, often dark-glassed vehicles to intimidate and harass non-whites in obnoxious racial profiling that reflects the immoral, despotic, and cowardly behaviour of racially intolerant white cops, security, communities and their dumb henchmen and henchwomen who do just as they are told, fuelled as they are in their racial frenzy, thanks to the racially manipulative corporate controlled media. The United States supported "dream team" of Musharraf and Bhutto (and their associates) are the most corrupt set of people who are being fostered on the people of Pakistan. Transparency International publishes a list of most corrupt nations. This is like publicising prostitutes while protecting their clients. For every mega bribe that is paid, very senior political and business figures in the rich countries are the payers. Why doesn't TI do an annual list of the most corrupting countries as well?

There is a way to pressure the junta...but NO ONE...no media outlet has expressed it but one..list the names of the companies doing business with the junta, identify the "individuals", and shine intense world media light on them...harass them paparrazzi style and ask them if they would consider not funding xyz business in Burma because of what's going on...I guarantee when the money that the generals are counting on runs dry from companies from Singapore, Japan, China, India, and other friendly countries and companies, they will alter their behavior significantly...stop the hyprocrisy that UN, US sanctions alone..will work...or government official "denunciations" will work...until the "money men" and the money regimes are called into account...the junta goes its merry way killing with impunity...GLOBAL CIVIL SOCIETY..meaning public and private individuals must act...

Latin heritage explains why RP is poor, says US study (Philippine Daily Inquirer, September 28, 2007)
The Philippines poor economic performance may be due to a Latin cultural heritage that gave rise to powerful political families pursuing their own rather than the states interests, according to a new study.
Some 330 years of Spanish rule influenced the Philippines greatly, an impact that survived nearly 50 years of later colonial occupation by the United States, the study by Robert Nelson of the University of Maryland said.
This Spanish Catholic influence, in contrast to the US Protestant model, led to a dominant political role by large landholding families in the Philippines just like in Latin America, Nelson said.
A weak government and powerful political oligarchies combined to put the state in the service of private interests, he added.
If culture is now to be considered an important economic influence, it may be that this common Spanish Catholic heritage is a main contributing factor in the economic histories of the Philippines and most of Latin America, the study said.
These cultural attitudes now stand in the way of freer markets and a more successful political democracy, said Nelson, who undertook the study as a visiting fellow at the University of the Philippines School of Economics.
In the 1950s, according to a World Bank study at the time, the Philippines was destined to become the regions second Japan.
But it missed out almost completely on foreign investment-fueled Asian boom of the 1970s to the 1990s.
By 2000, the Philippine per capita income exceeded only Vietnam, Laos, Cambodia, North Korea and Burma.
Particular problems like large fiscal deficits , inflation or corruption might be cited as reasons why the Philippines has failed to attract high levels of foreign investment, Nelson said.
But that failed to explain the policy failures behind those problems in the first place, he argued.

I am an ex-serviceman in the AFP and i wanted to be anonymous.
During my tour of duty in the AFP I have seen myself how corruption operates. I was then a member of an Acceptance committee whereby we certify that the materias ordered are appropriately delivered. There was a transaction involving millions of pesos (i.e. sometime early 1980's) which were ghostly transacted. I vehemently denied to signed the acceptance document until one day I wad summoned by our administrative officer and commanded me to sign the document "THAT'S AN ORDER". Having been in the military, I was constrained to sign it. I was under the impression that our commander was on top of this matter. What wonder is how that everything goes smoothly even with the Commission on Audit (COA), after some verification, I came to know that COA employees are in connivance who should have acted as a check to unscrupulous transactions.
Lately I received reliable information about the ATO officer who was killed in Air Traffic Control Tower couple of years back. I could not recall his name, but allegedly he knows much about corruptions which has transpired in the PIATCO Terminal 3 project. As the ex-president was so powerful, he could not find a way to divulge his information but to attract media attention and so he tried to control an Air Traffic Control Tower placing himself in greater danger. There having a chance to silence this poor guy, the ex-president ordered his former officer who was at that time holding a key ministerial position to eradicate this poor guy under the guise that he has threatened lives and property. Said minister gave the order to his former trusted man in the PNP who boldly implemented the killing and shouting "YOU DESERVE TO DIE !!!" while pumping all his bullets on the fall guy. What a shame, DAPAT ba mangyari mga ganito ? DAPAT usigin di po ba ng CIDG ?
Nakakalungkot din isipin kung bakit nakabaon ang Pilipinas sa utang gayong, ang mga nakaw na yaman ng Marcos ay hindi magamit para makaahon ang ekonomiya. Naka pwesto na rin ulit mga Marcoses sa gobyerno. Gusto nila makapwesto pa rin si Oliver Lozano bago nila maibalik ang hawak nila. There seems something fishy about it di po ba?
Na sentetnsyahan na si Erap pero mukhang wala ding mangyayari. Naka pwesto pa rin pati ang aroganteng mga anak ni Erap. Ewan ko sa ating mga kababayan sabi nga ng nasirang Ninoy, "Niloloko na, mga tuwang tuwa pa."
Nakakaawa na mga overseas workers natin na naghihirap at inaapi sa ibang bansa, ano kaya kung mga anak at apo ng mga tiwali ang ipadala natin magtrabaho sa ibang bansa ? Sana naman matauhan sila.

One way of reducing corruption and increasing transparency is to require government agencies, the national government and the local government, to publish their planned, projected or upcoming expenditures before actually pushing through with such expenditures. These can be published through a newspaper to be printed by the National Printing Office.
If PGMA is serious enough in fighting corruption, she can issue an executive order to this effect. Before spending public funds, all government offices, national or local, should first publish the details (as detailed as possible) of the projects in the said newspaper (something like an official government publication). This publication will have a national circulation (much like the leading broadsheets). Instead of placing their advertisements (ads for bidding, job vacancies, announcements, etc.) in privately owned newspapers, government offices can place their ads in this government publication. Reasonable fees can be ch arged for ad placements. The government earns. The newspaper can be sold to the public at minimal cost (like PhP 10.00 perhaps) compared to prices of broadsheets today (PhP 18.00). This newspaper will not be competing with private ones because it will not have very much news nor will there be articles on entertainment, foreign news, etc. At any rate, the public will still be interested since what they will see is how the public funds are going to be spent. Commissions, SOPs, overpricing, kickbacks and the likes will have to be done away with.
In addition to planned and approved projects, the income statements and balance sheets of the government offices should be published. The public should know all the sources of income and all the expenditures of all government offices. R.S.
