Here is what I found in the Administrative Support Manual:
123.43 Office With A Career Clerk In offices with an assigned career clerk, the clerk is authorized to act in relief of the postmaster when the office is open to the public and only when the postmaster is away from the local area or not in a duty status -- that is, on the postmaster's regular day off, when taking personal absence, or on official leave. At other times when the postmaster is in a duty status and away from the office but remains in the general vicinity, such as when attending training or meetings, relief is not authorized. In these cases, the postmaster retains responsibility for the operation of the office even though not physically present.

Posted this on the clerk and PM forums with no answer yet. Since I'm a vet I thought I'd post it here. I work at a level 16. It's just me the postmaster and three carriers. It's great! I just heard that I should be getting higher level pay when my postmaster is giving training or at PM meetings but I don't. Does anyone know where I can find the rules for higher level pay?

To All For some reason Quick Topic has reduced all of PEN's forums back to a non-paid standard board. PEN paid our yearly fee on June 30,2006 - days before payment was due. I have written Quick Topic twice for an explanation - but, no answer.

Are there any APWU Stewards who can answer this question?...................First and foremost, I have the misfortune of working with a Manager who articulately stated that he doesn't want any 'specialists' working within the postal service. Therefore, several generic jobs have been posted that lack true Principal Assignment Areas. For example, he posted a job that listed the PPA as Mail Processing. I think he is doing this to show favoritism towards PTFs because all the PTFs here are making atleast fifty hours. However, the regulars (like myself) haven't worked an hour of overtime in four months. Recently, our office just hired seven new PTFs and a letter of settlement of equalization of hours have been posted. Nevertheless, I am not convinced that management is being fair to the regular employees on our tour. What would be the strongest approach to remedy this erroneously uncomfortable situation?

Michael /m24 Regular veterans are just like any other employee. If there is excessing going on, it applies to them, too. All based on seniority. If a disabled vet is affected by it, they can not make that disbabled vet go to a lower level position. If lower level is all that's available, then the disabled vet has bumping rights, in order to stay at that same level. When they excess, they try and make it where all employees affected don't go to a lower level position. My wife's a union steward on the clerk side, and her office is going through excessing right now. Oh, and if you're a union steward, you have super seniority.

To the best I remember the aticle stating postal employees are not entitled to MSPB is wrong!!!
Go to the MSPB site and veiw the many recent rulings dealing with the charging of military leave.....it is getting constant and you were covered.
the only problem will be to get over the timeliness of your appeal.
