An emergency is defined as “an unforeseen circumstance or a combination of circumstances which calls for immediate action in a situation which is not expected to be of a recurring nature.” - From the JCAM, page 3-1

   I don't think that your situation qualifies as an emergency...

   On the other hand, you aren't bothered by them violating the Contract by having RCA's deliver city routes, so i don't understand why you would be bothered by them violating the Contract by having a TRC do it instead...

   This is the slippery slope you end up on when you let Management get away with contract violations.
