I have a few questions hopefulley someone can help me with, Im lead ptf (next in line to make regular), Im in a associate office 23 city rts, I have been working 40hrs or more for at least 12 months or more,I heard a rumar that when a ptf carrier works so many hrs for so long he or she is to be converted to regular is that true and if so what do I do? Also we are going to loose 2 rts with the rt adjustments do the 2 regulars get excessed or do the ptfs.

/m4109 Yes, there is a rule about PTFs working on the same assignment, 5 days a week/ 8 hours a day/ for 6 months. It demonstrates the need to create another full time position and the senior PTF in the office would be promoted (not the guy who did the work, necessarily) However, with Article 12 withholding going on, no PTFs are being promoted and all vacant routes are being held for excessed employees. This is happening for most of the country. What happens under Art 12, instead of the senior PTF being promoted to regular, a "reserve regular" position is created when a PTF meets the above requirements. So there WILL be one more job available to fill, once Article 12 is lifted. Hope that helps.

/m4109 Another thing is if your office is too small, the rule about PTF hold-down conversion does not apply. It has to be a certain amount of "man hours." I've been on a hold-down for a year and three months in an office of 34 routes but my shop steward said our office is too small for me to be converted to regular. Besides the fact there is article 12 withholding.

Thank you for all your help! In the Know, I believe Im protected from layoff I have over 12 years of continues service, if Im wrong please someone correct me. Also, in regards to excessing we are loseing 2 rts in our office the 2 junior regulars who lost there rts were told they have 3 months to stay in our office before they are excessed can anyone know why I was just curious.

ptf lifer /m4115 PTFs don't get laid off first. Their hours are reduced to protect the regular workforce. Your 12 years of continuous service will help your status, when it comes to a RIF.

ptf lifer /m4115 Excessing is covered under Article 12. And there is something in there about a 60 or 90 day notice before they can excess a carrier.

/M4117, I have always been blessed with 40+hrs a week, I know Im only guranteed 2, after the rt adjustment we will have more carriers than rts (2 ptfs, 2 unassigned reg.) I know they are supposed to be excessed after 60-90 days but if they dont And if Im loaned out to other offices to find hrs can I file a grievence?(because reg. carrier not being excessed and ptf is) I know it sounds selfish but I like my job and I want to protect it. And If my hours are reduced to min. 2 a week am I elliagable to file for unemployement? And what happens when my pay is not enough to cover for med. insurance.

ptf lifer /m4118 -- where do you think these regulars will be excessed to? Every office is losing routes and therefore theoretically has excess carriers. You are being selfish; you think a senior carrier should be shipped out to give you hours. Also, before they excess regulars they are required to "minimize the impact on fulltime positions by reducing part-time flexible hours". So, excessing a regular carrier while you get your 40+ hours would be a violation of the contract. As far as unemployment, that probably varies by state. Also, to post a link to another message the "m" must be lower case.

Egark, Im sorry for being selfish, I do care about my fellow regular carriers, I was once a regular carrier myself before I transfered to be closer to home, Im a ptf who is concerned just like any other ptf out there.

Hmmmmm....not a single response to the inquiry I posted several days ago. Either my question about the possibility/actuality of transfering stations within the same city as a PTF wasn't deemed interesting enough 4 responses or nobody frequenting this board has knowledge on the topic. Oh well! Life goees on...

They go to whatever station as needed and assigned on a daily basis. Most other places around me with installations having multiple stations do the same. Are you officially assigned to one station?

That being the case, unless the PTF takes a holddown, they go where management tells them.
