Unless I'm completely misunderstanding the point of the story, they are expecting this to make no change. The idea would be: "People are going to have multi-mode phones. This makes it possible to do it for less money, more efficiently..."

Could this mean that the base station doesn't have to transmit at the same power? Dunno...

 If you are a 3G phone user, you have strong pockets. Most of that is the need for a big battery... so breakthrough in radio chip design just may mean lighter, better phones.

Next year, sorry...
