No, The Boss says he's not saying, exactly, that it's all a plot. Nor is he trying to say, exactly, that .Net is "gaining traction."

I suppose he's saying: "Microsoft is forming quite a coherent strategy for Dot Net" even if it isn't entirely deliberate.

Developer politics, I have to admit, confuse the hell out of me... I think The Boss finds it baffling, too...
