Would not separating content from design on even static pages ensure updates were quick and easy to implement, facilitate future style changes, and allow easy management of translations? Even pages such as 'About IPGRI' and 'Locations' need updating from time to time.
Further, a CMS incorporating even static pages could ensure coding is consistent, of good quality and compliant with Web standards and usability guidelines. And, as for all other pages, it would allow authors to focus on the content of these pages rather than layout.

I think the content should be separated from layout only for items that have a life cycle implemented. Open issue for discussion: for static web page, maybe we have a limited need to separate content from design ("about IPGRI", locations, info about programmes, etc. etc.).
