/m1899 Read the APWU page on excessing. Don't volunteer for anything. If they excess you to Chicago, they have to pay moving expenses. If you volunteer for, they don't pay a thing. If you are going to be excessed, dont panic. Take time to read and think.

Roger, Thanks for that link it gave me some more insight into the realignment plan. New Jersey is a Tier 3 facility and is being fed by Springfield and Philadelphia, which are Tier 1 facilities. According to the articles Tier 1&2 facilities are going to be the losers and only Tier 3 facilities will be the winners. Our plant manager says we won't be experiencing much of a change, even though we are a Tier 2 facility.
We have had people excessed out, most of them going to the ISC which used to be the airport facility at LAX or World Way as we used to call it.
204b's are fed mis-information by managers knowing they will pass it on to their co-workers. Ask that 204b why you can't handle the mail you have now? If she blames the personnel I would say she is spreading fear. Watching what the PO did with NJ, Springfield, Philly and the changes to the relocation rules in the contract I am guessing that Detroit will be a Tier 1 NDC and will feed Chicago which could be a Tier 3 NDC. How far is it to Chicago from Detroit?

A friend of mine told me that the NDC in maryland plans to excess folks to who knows where. They have folks sitting in rooms on standby. A supervisor said the folks are not even aware of this. She will be retiring in a few weeks. She told me the HASP work will be coming to the NDC soon too. She thinks all of this will take place by Oct. 1.

today I was told by my 204b that the detroit bmc will start to excess employees in a couple of months and the up to half of all employees will be leaving. does anybody know if this has happened at any other bmc to this extent? priority mail never did come to the bmc. the same 204b told me because we can't handle the little mail we have we will not be doing priority. i don't know if the 204 is just saying this to get me worried or if she knows something. any information would be nice as the union seems to know nothing.

The BMCs may be called NDC now, but this article, http://www.postalreporter.com/news/category/bmc/says that only 3 eastern BMCs are using the new 3-Tier configuration. Phase 1 of the conversion lasts 12 weeks. That means that some of the other BMCs may have their work loads change after Sept 1.

Phila is an NDC now with pretty much all our mail going to NJI BMC. Next week contractors are going to rebuild PSM 3 & then PSM 4. After that we are told that PSM 1 & 2 and the sack sorter will be removed, do not know what is going into that empty space. They had us running sacks on the low cost sorter, I guess to make sure it works. Rumor has it we are getting priority mail, hope so because there is not much mail in the building.

At a stand up a couple of days ago we were told that we are offically a NDC, that's what she said. Last month the plant mgr thought the change might come in August, even he wasn't sure. My guess is that the big ten all morphed on paper on the same day, I could be wrong though. Here is a trick question, in college football how many teams are in the Big Ten? Answer - Eleven. There has got to be a joke in there somewhere about the new network alignment and college footballs big ten. We are shipping and receiving priority now. We are just taking it off one trailer and putting it on another. Any other bulk mail might be going to the Fed Ex facility up the road. We take them trailers of pallets when they need them, at one time they had more pallets on hand than we had.

TOP TTO: If LA is going to be a tier 2 facility, you should be gaining work, not losing it. Tier 1 NDCs are the ones that will be hurting.
I am surprised to hear that you are already changing to a NDC. I thought that phase 1 involved only New Jersey, Springfield, and Philadelphia; and that an evaluation would happen after 90 days. I haven't heard of any western BMCs already being coverted to Tier 1 NDCs.

I am not exactly sure how many people are in the building now having been excessed here a couple of years ago myself, but I'll try to find out. I've heard the combined number for both buildings and vehicle control, we're in a shack by the gate, is over three hundred. The priority mail hasn't arrived yet, its still being processed at the P&DC a few miles away, mgt. will be calling it a cross dock move when it does. That means the P&DC drivers will be taking their trailers straight to the dock, not dropping it in the yard like they do now. Some letters were sent out notifying certain people that they were going to be exessed, but they were rescinded when mgt came up with the NDC plan.
