no high school, lack of parks, hodge podge development in northern castaic, vacancies galore, a library built in an inconvenient location in a strip mall. even the lake could be better developed and managed. clearly annexation is superior based on performance. it's a no brainer. it's like studying whether the traffic is increasing. why then has it been so slow? because the losers will be the town council representatives who seek to establish political positions for themselves.
