As an experieced contractor in the federal market, the "Women's Procurement Program" would certainly help my business, however, it appears many competitive Set-Aside contacts still factor in past performance in technical proposals thus, the government selection methods with past performance requirements are benefited for women contractors. Keep in mind that so many women in business are not registered with CCR and based upon the Rand study for SBA of the program, I do not think the sources found are reliable.
