I don't begrudge Mansfield making a living. My concern was/is that he might have to disqualify himself from many important discussions facing the City Council because of financial conflicts -- either he does business with some of the parties or the decisions could affect his property values -- or because of his legal history with the City.

But I don't know how the City administers conflict of interest other than it is written into the city code as a no no. Is it an honor system? Can a citizen refer appearances of conflict to the ethics committee? Can Council decisions made when conflicts were present be voided? Should Council deliberations conducted when a conflict may be present be suspended until the issue is resolved?

I guess some clarification is in order.
