Thinking about this a bit more - you can't initiate a gprs session from the network anyway - the handset has to do it. So simply pinging the IP address of a phone wouldn't solicit a reply unless the phone was already in an active gprs session, and in that case the user is going to be looking at the phone anyway and controlling what it is doing.
