The Postal act of 2006 repealed the requirement of the USPS paying for CSRS retirement benefits earned by postal employees during their military service and placed that burden back to the treasury where it belongs.

The Postal service continues to be responsible for FERS military retirement benefits just like it has been since FERS was enacted over 2 decades ago. This should be changed and argued about but it is nothing new. It is also a much smaller amount per employee than the CSRS was.

You say we should end the escrow. I assume you are talking about the retiree healthcare fund. Having such a fund is good business and good for workers (at least for those who make it to retirement). Not having such a fund means that basically workers are being promised a benefit that is not being paid for. This is the type of benefit that frequently isn't there when needed by workers. Decades of the UAW negotiating generous retiree health care benefits without requiring the employer to fund them is the main reason the big 3 and the UAW are in the positions they are in now. Such a benefit is usually one of the first "costs" to go when a company runs into trouble.
Now the USPS has been operating for decades without funding this so the catch-up costs are huge and we could argue about what the rate of catch-up should be but I cannot think of any legitimate argument for the fund not existing.

P.S. For descrimination to occur to those over 40 doesn't there have to be a worker under 40 in the office:-). They can be tough to find.

re: 1863: Uncommon: Thank you for the very informative explanation of the Postal Act of 2006. What amazes me is all the articles I read were contrary and USPS just kept crying poor mouth. When one reads the entire act I see what your saying. I did not mean that the retiree's should not have this benefit, what I meant was the government should take the responsibilty back.

 All the other government agencies get supplements and it is my understanding the P.O. used to get them but now they don't, thus their reason for trying to be a profitable business versus breaking even as years back. Much of the chaos started when this happened, once the P.O. was no longer considered non profit, the service and quality went out the window and quantity became their priority.

Today's vera news: The Postal Service has received additional approval from the Office of Personnel Management (OPM) to offer voluntary early retirement to all eligible employees in Motor Vehicle, Maintenance (excluding Electronic Technicians), Rural and City Carriers, Field EAS and Postmasters. This offer is open to employees in those positions who meet the OPM conditions, and who are at least 50 years of age with 20 years of creditable federal service or any age with 25 years of creditable federal service.
