Heads up for all you fools out there who voted for Fuqua. Rick's latest rim-ripping to maintenance on his way out is a good example of the MOMTEAM way of doing business.
Remember all, Fuqua is a Ricky-creation, a MOMTEAM member. It is bad enough that we have 3 MOMTEAM members taking over officer positions. That is a tragedy in itself. Now you have seen the heart of MOM, and how it DOES NOT have the best interests of our members in mind. The E-Board will have enough to contend with, with the thieving, selfish and covetous WIll Tagart taking up enormous amounts of space and taking our money, A clerk Director who is going to need to go to immediate training and then mentor for a year with Tammy Yorysh before he is able to even serve as an Asst Director, and A trustee who is busy pencilling in all her free conventions trips on her pocket calendar, making big eyes at the guys at work, but other than that, is dumb as a rock and will have to have Joanne or Vito hold her hand during audits.
Lets not put a psycho-angry weirdo like Fuqua in there too.
You just saw what MOM did to your 10/4 program. Don't put another untrustworthy MOMTEAM member on the e-board. Go with the independant, Clark Moody. He won't rip off of hurt our local or its members. It was a no brainer before but, now even those who had blinders on before had got to be taken them off and seen the real light of day.
You Can't trust MOM. Rick proved it yesterday.

Tuesday, April 22, 2008 Operation: Burn and Pillage Rick Cornelius is busier now than he has been in the past several months. There is much to be done before turning over the keys to the union to the incoming president. With 8 days left in office, your Dictator is hard at work, making sure that every good thing he can destroy, is destroyed.
On Monday, April 21, 2008, your benevolent Dictator sent two edicts to Postal Management. The first one, sent to Senior Plant Manager, did away with the Tour Steward Program, effective immediately.
The second edict, also to the Plant Manager, did away with Maintenance's popular 10/4 program. Two excellent programs, designed to help the membership, trashed and destroyed by an outgoing dictator who looks to punish the membership for not re-electing him.
We already know that Will Tagart had wanted the Tour Steward Program done away with 2years ago, even though he had been a tour steward himself and was aware of the advantages to the people in having a program that allowed full time stewards to represent the membership. Is this an example of how Will Tagart is going to help sabatage the union and its work in the future? Did Will encourage Rick to kill the program on his way out the door? Did he also encourage his former "boss" to also stick a knife in Maintenance's 10/4 program? Did MOMTEAM member Larry Fuqua, who is currently running for the Asst Maintenance Director Program, encourage Cornelius to kill their program, or did Cornelius decide to cancel this program on his own?
Concerned members are encouraged to call the union office and demand to speak to their outgoing dictator for answers.
What else will Dictator Rick Cornelius, with the advice of goons Tagart, Fuqua, and who knows what other clown, destroy in his remaining week as the worst president this local has ever had?
Stay tuned. He's probably not done screwing this local, and its members, just yet.

/451 I will answer your what about Larry D. Sturgeon. I have never met or heard of this gentleman before. But, from what I was able to find just here on this board was that he was a postal employee who cared about his job. That he retired back in 2006 and had a life outside of the Postal Service. So I believe that Rita in post /447 was informing his friends and former co-workers about his untimely death.

egark /m431 from the San Diego meetings I have seen I would say yes that anyone could come to them that had an interest in them. Because I have seen wives, family members, friends, and non-member coworkers come to these meeting. Each came for different reasons. Maybe like wife to be with the husband. Older child to do research work on how a meeting is held or to find out about a Union for a school project. Non-members coworkers to see if they want to join our local. (some have joined) But, the only time the meeting has been a non-public meeting has been when charges are going to be read and the members are to decide about what to do with the trial board verdict. Then at the meeting the non-members have been asked to step outside to wait until this has been completed. Afterwards, non-members have been let back in to the local's meeting.

Are you wanted by the FBI? Have you performed criminal activities under your name? If not then why not reveal it? It can't be worse then Englbert Humperdink. Unless, you are saying that you can be held accountable for any activity or writing that you do on these posts.You've admitted you lied ( in a very flippant fashion)and you still seek to obfuscate your identity. When the curtain was pulled away from the Wizard of Oz he was found out to be a fraud. Step away from the curtain and masks. On some level people would say this is all childishness the inability to identify yourself.
I will answer your question regarding experience. First, I think everyone can agree that are some shop stewards and officials who have been involved with the Union forever who are less then competent. Heck, we have a presidential candidate who is being dinged for not having run a large corporation, not having been an ambassador and has minimal time in politics. The other candidate is seen as having too much experience and this is translated as being too old. I think the President of the US is a little more important then the position that Larry is running for.
What has to be looked at is what do these candidates bring to the table. Larry is a very intelligent man who has many interests beside surfing. He has been subjected to a great many indignities under the CS regime. We all know of co-workers who get away with many illegalities and who are never busted. Larry was on every maintenance supervisor's hit list for even the most trival offense. He understands that supervision does not appreciate or even recognize the individual. That management can and will be abusive. Larry is tenacious about correcting wrongs and he has never afraid to hold people's feet to the iron. While some shop stewards hem and haw and act just plain obsequious to managemnt -Larry will change the status quo. Sometimes things have to be shakened up. So experience is not the always the be all and end all.
The elections close on April 10 and I hope everyone votes. I am also hoping that "San Diego" does the right thing and tells us who they are - Marion and I did it. I don't know when I will post next but I say again thank you for your patience. The internet is a fascinating place but it must be used responsibly. I was always amazed at stings that the police conducted trying to catch child abusers on line. I now see how easy it is to hide and misrepresent one's identity. Words and meanings take on new slants which I investigated in my own social experiment.
You know there is a price of admission to a Union meeting. It is not cheap you have to sign up to be a member and have the money deducted from your salary. That is why I wondered why there was any question regarding whether or not a union meeting was a public function.

Now answer me this. how can someone who has NEVER been a shop steward, been to 6 or 7 union meetings have any qualification to be our assistant maintenance craft director?

By the way Randy is NOT the steward who handled Larry's out of schedule grievance. It was a female who ricky fired! Larry told me so! And I have asked Larry to thank her but he changed the subject!

Kitty you asked me in /425 a question concerning the legality. Yes, that video was on the up and up. Also, according to Federal and State laws "public meetings" maybe recorded by anyone and seen by anyone. The earlier part of the meeting that was concerning the trial board and their findings concerning the actions of Rick Cornelius was in a closed meeting for members only. I was there at that meeting and voted to uphold the finding of the trial board. Unfortunately, there was to many individuals voted to disregard the findings of the trial board. So Rick Cornelius was not held accountable for his actions at our local. Instead, it has now been sent up to National to be reviewed and hopefully to have the proper action taken on it.

What do I see another message from San Diego. Well, Marion this individual is apparently playing for the same side you are but do take note this person does not keep their word. Said he would come out of the closet with his name. Did you see a name? I gave my name and still he didn't. He will use the name to threaten me but stays safe in his annoymous state. It is really easy to spout off about anything when you have no fear of it being brought back to your own door. Man has no understanding of the words, honor, integrity or even loyalty. I mention loyalty becuase a loyal person will stand by you no matter what it takes regardless of the personal cost. San Diego's hide is obviously so valuable to him he can't even honor his word to say who he is. The word that applies to San Diego is LIAR. So ignore his posts obviously he has lied once in these postings so his word cannot be trusted. Called me Bonhoeffer (Lou) in /m415. And the actual phrase was :" And Bonhoeffer when you admit who you are then I will." /m415. The steward who got Larry the money was Randy Sollinger and he is on the ticket. So who the heck San Diego is fabricating as the steward? It is just another indication of his mendacious personality. Yeah, I am a friend of Larrys. San Diego do you remember the phrase, "Judge not lest you be judged." Everything you stated was your opinion which you can have but you still performed a nasty act. No one in this lifetime doesn't have skeletons in their closet. Larry never personally wounded/hurt you but you have made it personal because you have "judged him" and found him not worthy. All this done in secret without him knowing who you are. I take my hat off to you apparently you can walk on water and were crucified for mankind's sins. Hey, what would the real Jesus do? Would he judge as harshly as you? Toot-toot-tootsie goodbye Kittykat aka Black Hole. Let us see if she keeps her word about saying good bye. She's a liar too. Just note the exact phrasing of my comment to her. Then tell me she didn't read it. Timing is everything.The creative writing and social experiment will now end as well. as far as naming Bonhoeffer (Lou) I will not rat him out all the way except to say part of his name is listed. now as far as knowing who he is I will say he was at work today 4-5-08 on overtime and at 10:39 am pacific time he was on the post office computer and I was watching him. also he has training on 4-14-08 to 4-16-08 for image IJP and he is an ET. and he is on a 4-10 work schedule with fri, sat & sun as non-scheduled days sunday is the extra day.
Now why do I have such a problem with larry. larry has been employed by the post office a long time he started out as a security guard in the 80's. Transferring to maintenance in the lated 80's never attending any Union meetings until late 2007 and only after winning a large sum of money from a grievance. now larry won this money by a shop steward who did a great job of writing up this grievance in early 2000's. when ricky got elected (by 30 votes ) in 2005 ricky FIRED this great steward! then low and behold larry gets a letter from ricky in mid 2007 about winning this grievance. because of this larry believes that ricky won larry this money! did larry ever ask about the steward who processed this grievance? no all larry believes is that ricky won larry money. mickey mouse's name could have been on that grievance settlement letter and larry would now love him. larry does NOT understand that all grievance settlement (or any correspondence for that matter) letters are addressed to the current president of the local.
larry believes that attending several Union meetings and winning ONE grievance entitles him to be my maintenance assistant craft director. I DO NOT! Larry also believes that because he has so much discipline against him he will be-able to represent me if and when I get into trouble. I DO NOT THINK SO!
The ballots will be counted on April 10, 2008.

PMR as OIC question: Do PMR's who become OIC at their office get a pay increase? I was told this is not the case. I am filling in for the PM @ a 16 PO for nine months and have been told I am not entitled to any raise in pay. The last MPOO, three weeks ago, gave me OIC status. I am making $10.50/hr. Also was told to be creative in not having OT. It is a six day week... nine hour day five days a week, four hours on Saturday??? Any suggestions?

Just a question, KittyKat aka Black Hole. I dissed you mightly and yet you came back for more. Looking at you from the perspective of through a microscope anyone can see you are really quite strange. Most women would tell you where to go if they had someone talked to them in a similar fashion. Many would ignore the individual as being beneath them but no not you, you come back for more. Apparently, you have little or no self esteem or your comprehension of the written word is nil.

So, San Diego (Dwarf Star) do I owe you an apology did you have the intestinal fortitude to approach Larry Fuqua and tell him that you posted his case for the world to see on this site. Since you have not properly identified yourself people can't say, "Hey, Larry did you not that BLANK thought it was important for the world to know your business. " You know the golden rule: "Do unto others as you would have them do unto you." Or is because it is you that the rules don't apply. Ironic, this is what Larry has been accused of. Why don't you post something seemingly private of yours - like your tax return and social. See, you gave people just enough info to damn poor Larry and there is no back story. Again, does the ends justify the means. This is a Union Election not the Democrat/Republican primaries.
Marion doesn't seem to have a problem putting his name out there. Or is it because Larry is 6 foot 4 inches and about 235 lbs that you have to sneakily attack him. Not mano y mano but blindside the dude.
My feelings are unless we see your tax return , something equally private or your hospital bill then everything I said in the last posting is so true. Only a selfish jerk who thinks only of themselves is not mindful of others feelings. Americans don't like to be exposed. You will note that even when the fourth estate publish something they use a by-line. No cowardice there so where is your byline or aren't you proud of what you did? Marion, Again I agree with you that decency is the best way always to go. I must confess that I have been enjoying these posted messages to some of the more dim-witted Densa members who really are quite sad, I look at it as a form of creative writing with plenty of red herrings served up on the side.
My pet peeve has been and will continue to be people who do harm. It is truly ridiculous the depths to which people have stooped to push their agenda in this APWU election. Hopefully, it can be said that all good people wish for the same outcome a good clean election. But no, we have to have race issues which really begs the question how far have we come from segratition. The internet is a wonderful place when people act responsibly. While I have been oonversing with "Dwarf Star" and "Black Hole" they have a reasonable expectation that they are talking to me. Just as I am talking to you. What I am saying is said to them and their comments should reflect as much. But what about people who post mean defaming things/private issues about individuals and (1) not give them notice that they are doing so, (2) give them no ability to respond back and finally, (3) not have the integrity to identify themselves. What you say behind someone's back you should be able to say to their face. To also take the repercussions for potentially harming someone and their family. In my posts, it is hoped that anyone with a modicum of sense will realize I don't know these people personally. One can get a sense of a person by their responses. With "Dwarf Star" and "Black Hole" this has taken on the flavor of a sociology/ethics test. I will be addresing those two later. I am saddened by San Diego, great name but no moral fiber. More later, again I am glad that we can agree to disagree. Hope you have a spectacular weekend!

Bonhoeffer.... Before you go around badgering other individuals to tell who they are. Maybe you should be looking into the mirror and decide if maybe you should stop hiding also. My upbringing was to "practice what you preach". Earlier you said you would give your name after the election. Well, then why badger others to give their identity earlier than you are willing to do?
Also, I have found that for the majority of the time if you treat individuals with decency and respect you will get more in return. Not, by bashing or baiting a person either in person or online like in this forum.

Kitty, It is so true that you get bored easily. People with the intelligence of a gnat are unable to comprehend basic English. You note that I have a "big vocabulary" but then state "what is is that you are actually saying". I am writing utilizing words that can be found in an English dictionary. Americans use these words daily. Most intelligent individuals if they do not grasp the nuance of a sentence will engage in conversation with friends and family to clarify or they will google the word. Apparently, you have no friends or family another clear indication of your anti-social tendencies.
Perhaps your new apellation should be "Dwarf Star" for you definitely are one of the most dense objects about or perhaps "Black Hole" since light is unable to breech your mind. "Black Hole" also refers to a region of empty space which seems to describe you to a "T".
I am not offended by any errors being point out- how else can one learn except from their mistakes. As to being a "rant" - a rant often refers to an emotional speech or writing usually consisting of complaints or attacks. Marion: It is the responsiblity and the right of any sentient being to create a petition which addresses any injustice or problem. Mahatma Ghandi claimed that "there is no royal road" to achieve this. It will only be possible "through living the creed in your life which must be a living sermon." He found that human beings were sometimes (often) impervious to the appeal of reason when their interest or views were involved and only direct action could shock them out of selfishness or intransigence into introspection and self correction. A petition is merely one form of direct action.
To do nothing is a form of acquiscence. Martin Luther King stated that one method of acquiescence is found when individuals feel that the only way to deal with their oppression is to resign themselves to the fate of opression. There are those who surrender and and find themselves becoming conditioned to things as they are. They feel that it is better to live with these things than to go through the ordeals of changing the old order to the new order. This would be the method of acquiescence- but it is not the way. It may be the easy way at times, but it is not the moral way and it is not the courageous way; it is a cowardly way for the individual who adjusts to an evil system, and he must take responsibility for the perpetuation of the unjust system.
Tha Magna Carta was a document which was forced unto the Rnglish King by his subjects. The Magna Carta today is seen as one of the more significant influences which led to the rule of constitutional law today. A petition is merely a step in addressing an issue. Whether you agree with it or not.As Voltaire once allegedly said, "I disapprove of what you say but I will defend your right to the death to say it." Exercising your right to create a petition or to sign a petition is a part of what being a free American is. So yes it is everyone's duty to always take direct action and sometimes it is in the form of a petition.
I have no direct knowledge of whether or not this particular petition was being circulated by individuals on the clock. It would not be proper for people to be doing so on the postal dime but they could freely do so on their lunches. They are allowed to be selective in their choice of who they approach since their aim is to create a successful petition.

I do not intend to retire until after at least two terms in office as your executive Vice President. As second in charge of our local, I intend to put in place some changes that will prevent people like you from saying anything I believe is offensive. My position on this blog is that it is illegal and I am working with my friends in the Intelligence Department to have it shut down and those who participate in it prosecuted.
I won't mention names here, but I personally don't believe retired people have any place in the Union except for helping with pickets and picnics. They are done and they have no more say. I intend to introduce at the National Convention a resolution which would remove this controversy from debate. Retired members have no place as stewards and officers. And my resolution , if passed will take care of that.
You will see that the brothers and sisters all over this country will go along with my resolution

I will attend every function now because I am the president. I have enlisted an army of members who have signed themselves on to my platform to change our local to a Strong Leadership president. I have conducted a poll of my members and every person without exception in my special poll agreed with me that I should have complete and final say on every thing that affects our finances and special appointments to the president.
This will happen beginning in May when I and my transformed Executive Board usher in the enlightening changes needed to remove retirees from their positions, allow my members to join committees at my decision and mine only, and allow me to lead this local to be a union the New York Teamsters would be proud of.
I also will get rid of that lighthouse logo. I never like it and Tom Woods executivie board would not let me completely dispense of it. Lighthouses are not what the union is about and I intend to use a symbol that I believe better portrays our goal, Tagart is working on it presently and will unveil it in May.
Also I will remane the Potpourri. My members were polled last Thursday and they have submitted several of my selection choices. The Mandate, The Tactic, The Poinard, The Folioate, and The Reconnoiter are just a few of my multiple choices offered to my specially polled members.
Change is good, my fellow union follwoers. Give me the chance, without retired interference, and with the super assistance of my Executive Vice President, Will Tagart, to change your union and your lives.
Vote the MOM Leadership Team.

I don't get the reference to it not being 13 years yet. 29 USC 504 prohibits a person from holding certain union positions for a period of 13 years AFTER conviction for certain crimes. Are you saying one or more of your candidates has been convicted of a disqualifying crime and it was LESS that 13 years ago?

Rick Cornelius, President I will not allow the drama to continue and will stop it now. Section 661.2 dd of the Employee and Labor Relations Manual and 18 USC 2071 prevents anyone from mutilating or destroying the MOM Leadership TEAM candidates material. Anyone who throws my candidates flyers away will have to pay the penalities spelled out in 18 USC2071.
For those with questions about my selection of candidates for this election, I will put you all on notice immediately that 29 USC 524 allows me to place anyone I choose on my ticket. Also 29 USC 504 allows my chosen candidate to run for office since it hasn't been 13 years yet since the offense occured.
I will also place my opponents on notice immeditely that it is a crime to enter postal premises to place campaign flyers in the break rooms. 29 USC 522 prevents any of my opponents from entering the postal premises for profit. It is a logical conclusion that if they enter the premises and place campaign flyers on the tables, they are trying to profit by being elected to the Executive Board of the San Diego Area Local 197 and this is illegal. I have already appealed the election under these statutes to Terry Stapleton of the Nationa APWU.
I am the President of this Local, and the membership has spoken that they want a strong president.

Postal related in that it concerns the workings of the APWU 197. That would be the American Postal Workers Union. Related in how one race looks at another on the work room floor. We currently have angry "Asians" who think that some of the Caucasians (white) are making an issue of race. Just what everyone wants - race wars at the USPS.

Why would anyone attempt to smear someone by referring to them as a racist?One has to question the rationale behind this twisted logic. Are they themselves guilty of what they accuse someone else of? The disreputable blog which some misinformed individuals flog is similar to David Duke's private diary. It attempts to justify their opinions by blaming everyone else.
The infamous blog states, "who brought race into the local's problem". Why the author of course. By publishing this alleged comment said at a closed Union meeting the author put it out for everyone's consumption. The author also notes, "who was rewarded for her racist petition." Who determined that it was racist? Again, it's the blog author. Why are we being force fed the idea that it has any racist angle?
And what about the other participant's in the blog's publication? This would be the "faithful readers" who comment on the "entries". Be aware that they can only publish their responses if the blog author agrees with their comment."I can attest that as a white guy they walked right past me. What does being white have to do with it. Perhaps they were aware of where this indiviual's sympathies lie or maybe they knew his agenda. For all anyone knows this person could have the worst case of halitosis ever recorded in history. Please, bigots come in all shapes, colors and religions. Just Because you don't agree with something does not make it a racist plot. Regardless of whether you are a Cauasian, Asian, Hispanic, African American or any known religion you can be a Jerk!
There seems to be an anger directed at individuals who try to improve their race's voting effectiveness. The blog's writer would have probably tried to release the hounds during Martin Luther King's historic Selma March if they had been present.

Hello Bonhoeffer, yes I have gone by Loki and also Trickster. But, I used them or a variant of them for close to 30 yrs now. I took the name Loki while role playing in the game AD&D. I have used that or variations of it and Trickster when needed. I do stand by what I have said concerning Rick Cornelius due to my dealings with him as our Local's President. I may not be quite as eloquent as you are with the English language. But, I do know that when you misappropriate funds by misuse that is still considered theft. Even when you pay back the funds that were misappropriated. Sorry to have taken so long to get back to you since I am on vacation currently. Unfortunately, the never ending story is one that plays all over the country. It's the one where human greed for power and position take center stage. We have beautiful weather in San Diego and our local APWU showcases all the worst of human vanities. People's egos are running amuck.
Today, is a special day for many people. Whether you are a Buddhist, Christian, Muslim, Sikh or follow the Shinto religion let us celebrate the core message of all religions. Let us, just for today, be thankful for all that we have. Even though the Post Office is not perfect- just for today let us give 100% to say thank you for employing us.If you work in Customer Service brighten a customer's day by being courteous and professional -maybe do a little extra. I fear that I am loath to respond to someone with the Nom de Plume of "Trickster". For what is a "trickster"? For the Norse is was "Loki" who was the contriver of all fraud. For the Native American it quite possibly was the Coyote. Coyote, the trickster is shown in some tales to be a buffoon, the butt of jokes or just outright evil. Or the Raven who is often selfish and hungry. So who is this? The contriver of fraud, the buffoon or just a selfish man.
Regarding the question of theft which was poorly worded and somewhat inane. The Trickster would have you believe that some members of Local 197 are a reincarnation of the Hole In The Wall Gang. With serious apologies to Butch Cassidy, The Sundance Kid and Black Jack Ketchum. The President perhaps is seen as a gentleman burglar like A.J. Raffles. The Trickster poses a query and then answers it himself. Your methodology is perverse and incorrect. If a crime was committed then it should be handled as a matter for jurisprudence. Only an allegation is submitted - no proof.If there was actual proof we would not be having this wee chat. As Clara Peller once roared, "Where's the beef?" You appear to have more of a Boca burgar - an inferior substitute with little integrity. Methinks that you protest too much - the translation being that you have a vested interest in slandering the current President. Either put up or shut up, Character assasination is ugly and low. Let me pose a couple of questions. When is it acceptable for an elected Union Officer to air dirty laundry to all and sundry? Can you explain to me the difference what is the difference between when someone in postal management is caught using/taking funds that do not belong to him or when the Local's President has done the same. To my way of thinking that would make them both a thief would it not? So, even after they reimburse the appropriatte agency/office are they still not a thief? Well, that is what the San Diego Local 197 did. This is on record for when he charged the Local's credit card for his own personal website the belonged to him.

We should all be receiving our ballots in the next day or two. When you get your ballot think about what has happened over the last 3 years. If you are a clerk you have had a lot to think about. Is my job secure? Where will I bid now that my job is gone? Will my new bid last? I f have felt a bit guilty as a member of the MVS Craft in San Diego. My Brothers and Sisters in the Clerk Craft have taken a beating and there was nothing I could really do about it. Those of us in the MVS and Maintenance Crafts have had it pretty good. Both Crafts have gained jobs despite what the MOM team tells you. They now tell you that they will get those clerk jobs back. They say that they have filed grievances to get 200 jobs. Who are they kidding? You. We all know what automation has done to the Clerk Craft for the last 20 years. For some strange reason automation has boosted both the MVS and Maintenance Crafts. That wasn't what the Postal Service had planned for but it is now reality.
You are being lied too about what MOM will do for you. How is a group of individuals who by their own admittance have had minimal time on the "job" and have attended two conferences. Cornelius now lies to you that they are trained. It takes years of training and with that you never know it all and are always learning something new each time. To say you are ready to do much of the important work of the Union after 2 training sessions is a lie.
As I have posted in the past "President" Cornelius would lead you to believe that 20 jobs at the VMF's have been lost. I will say it again as I said at the E-Board meeting, prove it. He couldn't prove it them and he can't prove it now. It was a lie. Cornelius has said that 60% of the work at the VMF is contracted out. At the last membership meeting I confronted him on that. The spreadsheet that he referred to was for labor distribution. It showed that between the labor that is contracted out, and there has never been a dispute that there wasn't. In fact there are National contracts which National MVS is aware of and has not disputed. The numbers that Cornelius used as the amount of work contracted out is actually the amount of labor used to complete all VMF work including in-house being performed by MVS craft employees. The total cost to do VMF work is 65% labor. The rest is distributed between parts and other expenses. For Cornelius to say that the VMF is 60% contracted out is another lie. Again, he could not refute my facts at the membership meeting.
The biggest lie that Cornelius has come up with in the last 3 years is the lie he concocted at the expense of another member of our great Union. He forged a document, gave it to her as if it had come from the Postal Service, let her submit it, and then let her take the fall for something that she had no clue was a lie. He then wrote to Labor Relations that he would do it again. That he had a right to do it. He then lied and and found ways to have the truth postponed through those lies. I have the documentation. Before you vote those of you who would like to see for yourselves may do so. Beginning on Monday March 24 I will make those documents available for any APWU Union member to see. Anyone who would like to see them can meet me off the clock and I will make them available to you. On Monday I will be outside of the truck gate at MLS from 12:45 to 1:30 PM. On Wednesday and Thursday I will be there from 1:45 until 3:00 PM. I will need to see a 2008 APWU membership card or a current pay stub which shows a deduction for Union dues before you can look at the documentation. You will not believe what you see. But it is true, not a lie.
I can only wonder what lie Cornelius and the MOM team will concoct when they are again confronted with the facts. And if Cornelius would like to send Fuqua to take pictures I will be glad to place these documents in front of his cell phone camera.

Amazing, how defensive and "vague" Postalvet is. He/She can only spout off with a tired , trite platitude. Obviously, originality is not Postalvet's forte. Hard to imagine that any level of sucess can be laid at Postalvet's door. Leadership calls for vision, moxie, creativity,and strength of character not some banal, unimaginative Postalvet. The best that they can do is to shoot off limp rejoiners, falsehoods and platitudes. If this is the best that any Union can present as a representative then the Union movement is doomed. Unless, Postalvet merely serves as cannon fodder.
If Postalvet is attached to the Union then the question remains,why would they mention whether or not a member got discipline. Just what everyone wants an indiscreet Shop Steward/ Union Official. What is apparent is that Postalvet belongs to the clique of Jim and Tammy. Wherein unless you are on their Christmas card list you are a second class citizen and are thrown to the wolves. They will pay you the lip service of saying that they are there to help you and then ridicule you behind your back.If there is an altercation in a pay location between you and a favorite - they will tell the supervisor to investigate you. Jim and Tammy would have a Union for the select - the ones they select, naturally.

Let me understand this, Postalvet,you don't work in San Diego. But for some obscure reason you are intimately aware of possible disciplinary actions of MLS maintenance. You assert that you KNOW he was taking pictures. Unless, you personally witnessed the action - you know nothing. As a credible human being you fall far short. As a purveyor of hearsay you excel. Postalvet, hearsay is a rumor or gossip. It is evidence based on what someone else said. It is not allowed in a court of law because it provides no clarification or honesty. All you are doing is blackening someone's reputation. What this appears to be is a smear campaign of someone who is running for office. Did you learn these tactics while working for Representative Gary Condit? Postalvet another name for Quidnunc.

Mea maxima culpa for the spelling errors. I believe that Postalvet will have to look this up in a dictionary and still will "cavil" at the spelling. For Postalvet, "cavil" means to raise irritating and trival objections. Which without meeting said person sums up their raison d'etre. or reason for existence.
Postalvet another name for a quidnunc- a busybody who pretends to know all that is going on. While "rickey lackey" is Postalvet idea of exceptional English, one must make allowances. Postalvet, I fear is more at home with a blank wall nd a can of spray paint to express his/her opinion. Postalvet, I will be extremely proud when you finally get a GED.
The incident with the camera to which I was referring to occurred outside of the Union office, This same incident was noted in the puerile blog. It is illegal to used a camera on postal property unless explict permission is allowed. As usual the only exercise that Postalvet gets is when he/she jumps to erroneous conclusions. I must clearly state that this is not a battle of wits as I refuse to duel with an unarmed opponent.
As a closing note, in the putrid blog is notes that an APWU Vice President makes apporximately $61,098 in salary. So figure out Jim Roland's income - $61,098 + Social Security + Navy Pension + Postal Pension + alleged postal girlfriend = rich, happy Jim Roland. Do not vote for this dinosaur, he is mired in the tar like a true aging Lothario. The man has accomplished nothing but making angry union members as a co-worker just pointed out. One must be kind and and note that his attention is constantly split between his companions in bed, postal management and his alleged girl friend.
The Mom team represents change and Postal vet - you fear change. As to Larry Fuqua using a camera on postal property I presume that you went up and spoke to him about it. Oh, you didn't perhaps you were auditioning for the part of the Lion in the Wizard of OZ.

The San Diego APWU is having their elections. The meetings have been acrimonius and ugly. With members secretly taping the meeting and the E Board airing their personnal grievances. No one has come out of this untainted. That You tube has a clip of a bad union meeting might just scare off potential union members.
The ugliness continues in a blog wherein the writer bashes fellow union memebers. She then enables vistors to her site to write swarmy descriptions. I was likened to a butt ugly spinster. Apparently their command of the English language is nebulous at best. Spinster means a woman who has never wed. I have been married. As for butt ugly the last time I checked Brad Pitt and Angelina Jolie were not APWU members.
The very nature of the blog is akin to a poinson pen letter. Therefore, people who write or comment on the blog are espousing a sick and degenerate idea that union members are not "brothers and sisters". This is our strength obviously they are so caught up in their own power trips that they fail to embrace basic humanity. Tammy Yorsch, Jim Rowland and Ed Knipe have proudly posted comments on the "APWU dictatorship blog". Well, if you frequent a KKK website that would indicate that you agree with their objectives and the way they accomplish them. So Tammy, Jim and Ed what you obviously stand for is mudslinging and anti-union rhetoric. The rest of the comments are written by , "Proud Driver", "Anymous" and "Know all the players - instead of hiding behinds sheets like trhe KKK these people hide behind their alias. Too cowardly to bash in public. The alias used here is one which if you goggle shows what people of integrity are like.
The blog attacks the "MOM" candidates with harsh personal descriptions and vile innuendo. Again, how does this support our fight against management? I too know the players and I will go on record as saying that Will Tagart is a decent human being who is doing the best he can. Gwen Wills who is not a Mom candidate is a warm and gracious lady. Randy Sollinger is a gutsy steward who has a high track record of wins. And Larry Fuqua is more sinned against - give the guy a break and encourage him to do his best.
As for Jim Roland, why should we make him rich? The man is probably collecting SS, postal pension and a navy pension. On top of this he wants a salary from the APWU. Jim Roland is a relic - he needs to retire. He has not been working for the PO in quite awhile so his grasp of current issues or potential issues has to be compromised. Unfortunately, there are rumors on the work room floor regarding his relationship with Tammy. This is also not a favorable thing found in a candidate or VP. As to Tammy, her vitrol flows freely - again not a gracious indicator of a candidate who has everyone's best interests at heart. Plus, on her blog she somehow likens herself to Princess Di -having papparrizi persue her. Well, Tammy you are no Prioncess Di (or to paraphrase JFK). That she has the audacity to complain about candid photos when her husband was surreptiously taping a Union meeting and refused to stop when asked by the membership is absurd.A photo is just another type of recording only of one's physical appearance. Larry Fuqua was trying to make a point which obviously Ms. Yorsch was unable to comprehend or appreciate.
Please do not vote for Tammy or Jim. We are stuck with Ed knipe who unfortunately has a penchant for wearing ill-fitting pants which subject the female members to plumbers cleavage when he bends over. Not only is he sartorially challenged but is delusional concerning his manly charms.

I guess the color code tag at the end of the case didn't mean anything after all these years.I could go on and on but I think most of us understand.But not one item on how we can save this great postal service,very sad.No I take that back,FSS is coming to save the day!

After an investigation with the OIG, I was sent to my Postmaster's office to talk to her. One quick question and answer and I was given an option of resign or LWOP for 14 days. I of course took the LWOP because I will not resign for non criminal charges and now the po wishes to fire me for the same charges that they placed in the emergency status for. Is this considered double jeopardy?

On 10-10-07, my supervisor came by my case and told me that my leaving time was 10:15 a.m. I felt as though she was telling me 8 hrs and to curtail considering all the volume that was on the floor. After pulling down and filling out a 1260 for 3 feet, she told me I needed to case the remaining 3 feet. I then filled out a 3996, but she told me it was to late. After question her about the volume, she then told me my leaving time was 10:47 a.m. The women lied to me about my leaving time. WHAT CAN I DO ABOUT THAT. I CAN'T PROVE she is LYING when we have no access to the data keyed into DOIS. Any ideals carriers.

Supposedly this will affect PCES and EAS as of the end of October, and bargining unit employees as of 2nd Quarter 2008. As of the first of the year, direct deposit employees will be able to go to liteblue and pull up their last 29 pay stubs. People still getting a paper check won't be able to pull up their stubs on liteblue.

I can see where they might do it with EAS. For instance, for eTravel reimbursements, EAS employees are required to have direct deposit, but craft employees can get a check. So they can treat them differently.

i can't give you an answer for your particular situation,however in my 33 years in the post office,i've found that things happen at warp speed,when you have an attorney.i was told years ago by management that i wasn't entitled to annual leave as a part time employee.i accumulated 156 hours.i fought for 4 years with management.as soon as i got a lawyer,i received my al in 4 weeks. so you tell me. i was injured on the job in 2007,they automatically contested it on procedural errors ..wrong form..too late for a susequent form.got a lawyer..voila..had a hearing a got my backpay in 4 weeks.
if nothing else ,i'd like to give you confidence.hire a lawyer.

Tagart is a Chief Shop Steward who likes to throw his weight around and be considered the person who knows alls and does little. Cornelius is the President of the San Diego APWU Local 197 who has done his best (at causing hate and discontent among members). He thinks that he is the Elected Dictator of our Union. The reason for his is that like at Union meetings if you bring up a motion that he does not like he will rule it out of order citing Roberts Rules of Order or just say "I am the President and it is out of order" and then just continue on like it never happened. He has gotten a member fired from the post office in San diego. Right now, he has told the Asst. Clerk Craft Director "NOT" to do her job both vocally and in writing. Even though she is holding an elected Union Office. Shall I go on?

I am a 10 percent disabled vet and I won a Grievence through the B-Team on 8/22/07, now management has to add up all the hours in question to come to the amount that i am to be paid (back pay), i was fired on my 81st day of probation for not making dois times, too slow is what management said and I fought it for 2 months and got my job back before it went to the MSPB because i was never actually fired,never got anything in writing, told to surrender my badge and escorted from the building by my supe and manager (who is now our postmaster)and all they did was just remove me from the station senority rolls although technically and according to the Districts records i was still employed, never terminated so now i will be paid wages in leu of EVERY PTF at the station for those 2 months.
My question is how long does it take after the B-Team awards a greivence does it take for the greivant to be payed and how will i be payed, a separate check or will it be apart of my payroll check? There was no date specified in the letter of award and most people are telling me usually within 30 days i should see it.
The union on the other hand is telling me "we must give them reasonable time to add up all the hours and calculate all the monies you are to be paid", so then i ask what is a reasonable amount of time and then my union prez starts the old broken record routine. To date it will be one month from the date i won on September 22.
Any info is appreciated.

I would like to apologize to Frank and Randy for the actions of a few individuals in our local. Because, of an idividual actions who attacked my posting. My original posting was removed. About 1 week ago, I posted here the below written message. I was only just asking for information from other Union members so I could see if I was correct in my understanding of this article that was written in our local newsletter.

I am a member of San Diego Local 197. Two days ago, I just recieved my my Local's Newsletter "the Potpourri". Inside this issue beginning with the cover page were the normal items that I had seen in earlier issues. But beginning on page 10 of this issue I began to get disturbed while reading on article by Chief Shop Steward Will Tagart. The reason I was getting disturbed was this Chief Shop Steward was attacking fellow Union Members. One Union member he was attacking was the former Vice President of our Local 197 who had resigned do to disagreeing with our current Local President. The other member the Chief Shop Steward is attacking in the article is the current Asst. Clerk Craft Director Tammy Yorsch. This verbal attack goes on for three pages and is then followed by twenty one pages of documents that the Chief Shop Steward says supports his accusations.
I have taken the time to scan the complete issue of our Local's newsletter into JPEG's. I am willing to send this to anyone who would care to see what is currently being pushed onto the members of this local. If someone out there can look this over for I believe that there is something fundementally wrong with what has happened. Please let me know if I am right concerning this? If so what can either I or someone at National do about this abuse?

My newsletter came in the mail today. We at the plant are euphoric to see Jim Roland exposed for the phony storyteller liar he is. Tammy Yorysh never did know what she was doing. Why? I guess she was much busy sucking up to Jim Roland so he would kiss MDO Valerie Neffs ass and senior plant manager Tom Wilson ass to get her off her bid. What did Tammy do when she did not work for 20 years? Ohhhhhhhh, OBVIOUSLY NOTHING! We at the plant were queasy of seeing Jim and Tammy agreeing with senior plant manager Tom Wilson to let mailhandlers have our work. We at the plant only wanted to see 1 piece of paper written by Jim or Tammy against the mailhandlers having 100s of our jobs. The morons did noting. RI399 may not work very well but there is nothing else. Jim and Tammy did NOTHING!!!!!! I have been listening to Jim and Tammies propaganda machine for the last year since the 70 year old lazy ass Jim retired. Jim stopped working for the PO 8 years ago. Jim doesnt care about the workroom floor. Jim is retired he never has to go back to a bid. Jim only wants to be with Tammy at the indian casinos with Tammy on shop steward time. Ohhhhhhhh, now that is really exposing the truth isnt it Tammy. Both of these losers spend all of there time bashing our new president who made the changes to fight for 100s of bids Jim and Tammy were to lazy to fight for. This local will go down the toilet if Jim and Tammy ever get elected again. Me and my coworkers are sick of the winning and crying coming from your group of morons you hang out with Marion. Why dont you get your lazy ass back to work. Are you on a post office computer like usual instead of working?

kingsport tn post offices have been the center of attention over the last several months because of a lousy theif. i'm afraid that kingsport may soon be in the news for a different reason. the downtown station is being run by racist idiots. the station manager called one employee a nigger and tried to set him up to fake an attack on another supervisor. > every week we have incidents in our office where managers harrass employees to the point that either the employee leaves the building or is forced to leave. anyone who has ever worked with jason blair or our inept post master tom letcher please post comments so we can decide if our fears are unfounded. the o.i.g. has been called and did nothing and as we all know the union is powerless to do anything except file grievence after grievence. this is a very hostlie environment and if there isnt an intervention of somekind i'm afraid that somebody is gonna lose there job for decking this guy. i also heard from another carrier that he was told that managment was targeting certain people. this is as bad as i have ever seen it. the postmaster is a racist too,it is speculated that he thru the union office out of our building because the union president is black. this place is crazy.

Hello Everybody, This was the only means I could find by which to contact members of the Postal Workers' Union. It does NOT have to do with labor issues, but with service itself -- the fundamental reason why the postal service exists. In May the USPS made a critical decision to eliminate an entire class of service -- Int'l Surface Mail for Humanitarian Projects -- substituting instead faster air service, BUT at three to four times the price. For bulk shipments this had the effect of knocking the pins out from under thousands of serving Peace Corps Volunteers, their families, Third World schools and libraries, medical schools here and abroad, and missionaries who relied on that inexpensive means of furthering education, health, and world understanding. These people's efforts have been quiet and behind the scenes, and few can say precisely, over the past half century, what their contribution has been. As a former Peace Corps Volunteer,serving in two African countries, I can say that it has been immense. A young lady, and former Peace Corps Volunteer in Malawi (where I earlier had served) began a petition to reconsider the USPS decision, and in only weeks it has attracted today some 4,400 signatures from not only the USA, but all over the world, and from all walks of life, AND including several Postal Workers' Union members. It can be reviewed at http://www.petitiononline.com/zikomo/petition.htmlTogether with the National Peace Corps Association in Washington, they also have initiated a web-site http://groups.yahoo.com/group/m-bags/The USPS itself has a petition, but with far fewer signatories as of now. Even as more and more US Mail is replaced by electronic communications, one thing for sure is that books for schools and libraries overseas will always require old-reliable handling. On both ends. I am writing to ask Postal Workers' Union members to join the Peace Corps community and all the other thousands of people, together with concerned members of the Congress, to restore Int'l Surface Mail for Humanitarian Projects. I think a review of the poignant comments from so many, worldwide, as recorded on the aforesaid petition, will be inspiring. I hope that many of you will see fit to jump it. You will join some distinguished company when you do. And perhaps see your daily labor in a much different way -- in the faces of thousands of African, Asian, Middle Eastern, and East European school children who are grateful for ANY textbook, or even a pencil and yellow pad. Since the days of John F. Kennedy some 180,000 Americans have served in the Peace Corps, and we probably number even more "Friends of Peace Corps". To all the members who read this blog faithfully and have the same focus of restoring our local to one that has respectability, credibility and one that abides by the principles of Unionism and the regulations contained in the National and Local Constitutions and Bylaws, this message is for each of you.
I have read with interest the comments in this blog where long time members who are fed up with the sitting President's illegal and underhanded ways are wanting to bail-out and get out of the APWU. This is not the time for that.
As a long time member myself, and still a full dues paying member, I too am disgusted and feel that all but the special interest group of the President's cronies are being disenfranchised from the Local. Yes, he wants our dues money but he refuses to let the majority of the membership have any input into how the Local is being run.
I sincerely hope that will change next May, but even though times are tough right now, I think we have turned the tables on the Dictator. What transpired at the last General Membership is what many of us expected and welcomed. Why, because the Charge will now be appealed and heard at the National Office where they will weigh the evidence against him and make the appropriate determination of guilt and will most likely award the punishment recommended by the Local Trial Board.
As each month progresses, you will learn that there are many more charges waiting to be heard by the Local Trial Boards and there will be more to come each time he abuses the power of the Presidency.
Two cases are scheduled to be heard next month which, in my opinion, are much more serious than the one that was read at the General Membership Meeting last week.
One charge is currently being filed that accuses the President of preparing a job offer for an injured employee that looked as though it had been originated by the Injury Compensation Office of the Postal Service. The President, acting alone, was the architect of this scheme and utilized an unsuspecting injured employee, who had previously been placed on the Periodic Roles of the Dept. of Labor. This lady only wanted to come back to work at the Post Office and she trusted that the President would work on her behalf in a professional and appropriate manner.
To try and pull this scheme off, the President gave instructions to the injured employee to sign the bogus job offer he had prepared and send it to the Injury Compensation office and wait until the Post Office notified her to return to work. She did exactly as the President instructed her to do. Then, after 3 or 4 weeks, two OIG Agents showed up at her residence and told her she was being investigated for submitting a fraudulent job offer to the Postal Service.
Once they questioned her they were able to acertain from her answers that the President was the one who had instigated the bogus job offer.
On the day of the Christmas Party at the Local, in December, 2006, the two OIG Agents paid the President a vist and questioned him also. He admitted his hand in the scheme and tried to get them to believe that he had the authority to prepare the job offer even though they showed him the regulations that indicated very plainly that it was the responsibility of the Agency (Postal Service) to prepare written job offers for injured employees, not a Local Union President.
A few weeks later the injured employee was notified and attended a Postal Service Invesigative Interview which was followed up by the issuance of a Notice of Removal for her. As the evidence reveals, our President was the sole architech of this scheme, but for whatever reason, the Postal Service chose not to hold him accountable. In other words, he was treated the same way they treat their supervisors or managers when they screw up.
Yes, there has been a Grievance filed in her behalf by the local which is probably at Step 2 of the Grievance Arbitration Procedure. An EEO was also filed in her behalf in hopes of getting the Notice of Removal withdrawn. At present the injured employee is also waiting for an EEO Hearing.
The emotional distress suffered by the employee receiving a Notice of Removal has been an arduous ordeal to say the least, caused by the President's reckless actions.
What concerns me most about this sordid issue is that the injured employee could very well lose the right to return to Postal Service employment once her injury has been taken care of and, of course she could lose her OWCP monetary benefits she is now receiving along with all other Postal Service benefits.
In the worst case scenario the injured employee would be removed from the Postal Service, lose all of her OWCP and Postal Service Benefits and be left with nothing, because of one person, the President. At that time, she will have but one option and will most likely sue the Local in Federal Court for false and improper representation. If that happens she could be awarded a monetary amount that would no doubt bankrupt our Local and put it into National APWU Receivership, all because our President acted in such a wanton and reckless manner.
For those of you who want to "throw in the towel" and get out of the Union, please think things through. Don't believe that the President's little group of trolls will be able to keep any of the charges being filed from being heard by the National Officers of the APWU. These charges, being heard by the National Level Trial Board and/or at the National Convention will be his downfall. Don't quit now, we have the forum to ensure that justice will prevail and that, in due course, the President will be held accountable for his contemptable actions.
Our Local was once admired and respected throughout the country, and can be restored to that position again. Stay in the Union and help those of us who believe that this is a democratic Union where the voice of the dues paying membership takes precedence over everyone else. Don't forget, if you leave the Union you will not be able to vote the tyrant out of office next May. Your voice is more important now than ever before and it will remain so during the next elections.
If your get out of the Union now, you will be playing into the hands of the current President. Don't let that happen!!!

You also missed out on the opportunity to hit the control-alt-delete buttons on our malfunctioning leadership. Many have written in to complain that the Executive Board members are doing nothing to rein in the dictator. Well, if you attended the meeting on July 19th, you would have seen that your Executive board is trying valiently to stop the abuses of power, but the dictator and his very vocal group of intellectually-impaired members have the upper hand. For now. The first of the formal charges against your dictator, for his various abuses of power, was heard by the trial board, and a verdict was rendered after weeks of tedious examination of the facts that were presented by both parties at the trial board hearing. The case summary and verdict were read in front of the attending membership. The President was found guilty of violating Article 37 of the National Agreement. Here are the Facts of the case: An injured employee, who for years was accommodated with a door monitor-type job offer, bid on a t-2 Mon-Fri position in the duplicating office in early 2005. There was a heavy lifting requirement, since the job entails heavy volumes of xerox copy orders. Since the employee was so injured all she could do for years was sit at a desk, there were issues with her medical restrictions. Because of this, she was not awarded the job. it went to a junior employee, who began working the bid position. The injured employee, upon review of the award notice, had 14 days in which to file a timely grievance, if she felt she should have been awarded the job. But she didn't. She did not pursue a grievance. She told the tour steward that she was going to handle it herself with injury compensation office. Remember everyone, SHE chose not to file a grievance. Article 15.2 of our National Agreement states very clearly that any employee who feels aggrieved must discuss the grievance with the employee's immediate supervisor within 14 days of the date on which the employee or Union first learned of its cause. The 14 days came and went. It turned out that her friends in Injury compensation did not come through for her. But then, there was the APWU election. The new President came in, and was looking to sign up scabs, of which this employee was a proud name on the non-member list. The new president signed her up and filed an EEO for her. Fast forward now, to January 2006. Suddenly, there are two bid positions in the duplicating office. But only one had been posted. How could this be? After months of questions and searching, the former vice president finally located the document. The settlement, signed by Labor Relations, the Dictator, and the employee, reads as follows: (employee) will be placed in a new bid position 9222250 in the Duplicating Office at the MLS P&DC. The nonscheduled days will be Sat/Sun. The hours of the bid position will be 6:00am -2:30 pm. (employee) Complainant agrees to withdraw EEO case number #xxxxxxxxx. The APWU agrees that no grievances will be filed in regards to the newly created bid not being posted for bid. Read this settlement carefully. The settlement clearly states that a new bid position was created. Article 37 Section 3. A states, in equally clear words: A. Newly established and vacant Clerk Craft duty assignments shall be posted as follows: 1. All newly established Clerk Craft Duty assignments shall be posted to craft employees eligible to bid within 28 days. Shall is not an optional term. In contractual language, it means that without a doubt, it must happen. It is an order to post, not an option to post. And in allowing management to ignore this basic and very elementary rule, the door has been opened for management to treat the word "shall" in any way they wish, depending on the bid, the section, or their whim. Management knew, without a doubt, that they were in direct violation of the APWU National Contract with the signing of this Settlement Agreement. They cleverly included the statement that the APWU will not file a grievance in regards to the newly created bid not being posted for bid. They knew that our new President did not have the experience, training or ethics to realize how serious a violation this was. And obviously they didn't care. Because with the signing of this agreement, management knew they were off the hook. They also knew our Local would eventually have to answer to the membership for the violation of several hundred clerks' right to bid on the new job. And that in itself is a plus for management, knowing that our local's representation has become weakened, the membership splintered, and loyalties divided. Now read Article 37.3.1 again. ALL NEWLY ESTABLISHED CLERK CRAFT DUTY ASSIGNMENTS SHALL BE POSTED TO CRAFT EMPLOYEES ELIGIBLE TO BID WITHIN 28 DAYS. There was no excuse for Management and APWU's blatant disregard for the established clerk craft rules pertaining to vacant and new bid positions. Both parties knew they were in violation, and did not care. Neither party respects the National Agreement. The lucky recipient of the gift bid position made a mistake in not filing a timely grievance when she could have--on the day she saw that she had not been awarded the original bid position. By her own admission no grievance was filed. When you choose to not solve a contractual dispute using the rules of your contract, you usually are out of luck and you need to live with the consequences of your lack of initiative. Regardless of how you slice this case, the fact remains: Two Wrongs don't make a Right. The employee was wrong to not file a grievance, and her mistake should have cost her the bid she believed she should have been intially awarded. But she didn't pay the price for her arrogance, for her feeling, that seems common among scabs, that they are above the provisions of the National Agreement. Her arrogance didn't cost her in the end; it cost all of you clerks in San Diego the right to bid on a new tour 2 Monday through Friday position. Because the second wrong was with the unholy alliance between your dictator and San Diego Postal Management. When you have an APWU President and USPS Management who join forces, who are both crooked, inept, who are in dire need of extensive contractual and ethics training, this is what happens. A tailor-made bid position, handed directly to someone who didn't follow any of the rules in place to settle a dispute. This settlement was not corrective, it was corrupt. And it will not end here. No one knows how many other backroom deals this dictator has made with management, or how many he plans to make before May 1, 2008. The Meeting last week contained an interesting cast of characters. There were the completely brainwashed zombie followers, who were recruited to attend the meeting simply to vote down a guilty verdict. There were people who showed up to witness the melee, but declined to vote one way or the other. There were those whose skulls still retain the grey matter needed to think for themselves. And there a couple of people who wanted to approve the Trial boards verdict but couldn't because they want to keep their steward badge or their job. The final count was 27 yes and 29 no. The dictator won this round. But for the giddy, the guiltless, and gutless out there who think the book has been closed on the issue, think again. This case is being appealed to the National level. And at the National Level, the contract is followed. To the letter. National is where the contract came from. It costs us, as members, thousands, no, millions, of dollars to revise, negotiate, and arbitrate our National Contract. No two-bit local dictator has the right to violate what we all have paid for years to create, maintain, and defend. The Dictator breathed a sigh of relief the other night when the vote narrowly went his way. But when this charge, and every other one coming down the pike, reaches National next summer, he will be glad he was defeated in the upcoming election, so he doesn't have to go and listen, red-faced, as the whole country hears of his continuing abuses of office. Yes, the dictator won for now. But he should have taken the slap on the hand and kept his little sweetheart deal with Management a local secret. It's too late for that now. The secret is out.

A PMR does Clerk work and has PM responsibilities. You may value your PMR but the USPS doesn't. Actions speak louder than words and I have not seen anything done for PMRs. We are told to know all this information and even go for training yet the USPS doesn't want to encourage us to stay by offering us some benefits or even advancement options. I make 13 something an hour but I would like more hours and benefits. I only want to work for the USPS. What I am saying is that PMRs are a valuable resource and that the USPS could add PMRs to the career work force and save $$$ because we are already trained and get paid less. I know this will not be popular with clerks or anyone that has ever been a clerk so I am not expecting much agreement here. Just because we work part time doesn't mean our work has no value. Actually we have to work harder because we don't work every day.

I value my PMR. Also, my PMR makes $10.50 per hour and no one around here pays that much for part time work, so I don't think any other employer is going to offer more.

When will PMRs be recognized as a valuable resource to the USPS ? Many PMRs won't speak up so I will.
With no benefits,low pay and poor prospects for the future, no wonder so many PMRs leave the USPS when offered more by other employers.I have seen it time and time again.
I have been loyal to the USPS. I am doing my best to hang in their but it is getting harder every day when I know other employers from being a PMR that would welcome me and have said so.
Get on the ball USPS and recognize PMRs the valuable resource your loosing.

I know that this is not a question and that many of you do not want us to air our problems that we are having in San Diego. So I went ahead and decided that it was time to find out how everyone actually feels towards our current President/Dictator Ricky Cornelius. flagirl. Your Supervisor is trying to supercede the National Contract and CAN NOT tell you that you must talk to him/her first. Actually, the Union can bring a grievance without your knowledge or approval. Tell your Supervisor that you are requesting a few minutes to talk to your Steward, which is on the clock, and let the Union do their job for you. Your Supervisor CAN NOT refuse you time with your Steward. Normally 10 minutes is adequate time to let the Steward get the basics of your grievance. If you are denied time make sure you document date, time and Supervisor's name. Also include this as part of your original grievance against your Supervisor or as a second grievance. If you are denied time then you will have to have contact with the Steward on your lunches, breaktime or off the clock. Also, file a grievance for time you were denied and had to do it off the clock. I retired last year after 26 years as a Supervisor and I can't stand arrogant, dumbass Supervisors that try and circumvent the system. Blame this on your Postmaster and his/her lack of interest and/or brains in running a Post Office. Just remember the three D's of Upper Management. Delegate, Dump and Destroy. betts4. You need to contact your local President of the NAPS Chapter within your area. If you are a NAPS member you should be getting a copy of a NAPS magazine and monthly newsletter from your NAPS local. If you're not, and believe me do join, they can and will assist you in every way possible to get your anal retentive Postmaster out of his office from playing computer games and become a part of the solution and not the problem. Make sure that you and all ASP's, 204B's and Regular Supervisors are clocking in and out, BT, OL, IL and ET for any and all clock rings for verification by NAPS and especially for pay purposes. DO NOT work for FREE. The USPS can work you up to 8.50 hours without paying the last .50 units unless you're a 204B and you're entitled to ALL clock rings. The one thing that Upper Management loves to use against ANY employee is "Failure to Follow Instructions". The saying here in the Suncoast District, Tampa, Florida, is that there's NO BOUNDARIES for "Failure to Follow Instructions" and the easiest way to discipline any employee. Do what you're told, follow instructions, take personal notes, (date, time, individuals present and etc.) of ANY derogatory comments, meetings and retaliation by your Postmaster. As they teach you in training, document, document, document. It's time to clean house in your office and I wish you luck. I retired last year after 26 years of taking orders from absolute idiots that couldn't supervise the operation of a snowcone machine at a carnival here in Tampa, Florida.

Can anyone tell me what to do if an associate supervisor has a grievence? My po has no supervisor. There are two of us asp's for 60 mail carriers and we are doing 13 hr day, 6 day a week shifts....for almost a month now. I am so stressed and I have no time to go to doctor. No time to call and find out what is to be done. I don't know where to go for help. We supervisors don't have union or shop steward do we? I type this as I wait for mail carrier that got hurt to be seen in hospital. Only relief I've had today.

This is what I've been told, and it's backed up by the contract. Management and union are to settle grievances at the lowest possible level. That means, if an employee has a problem, they should be able to go to the supervisor first, and try to settle it between them. Since the problem is with your supervisor, you can ask your union representative to speak for you. Then, if you're not satisfied, go to the grievance step. The Postal Service has always been a "cash cow" for the government to use when they want to "slip and slide" or divert funds here and there under the guise of federal operating expenses...a.k.a. PORK..... That is one of the reasons that the Postal Service has survived as long as it has even with all its incompetance and beauracracy! Congress is about to find out that even though some of their constituents are in favor of contracting out, or privatizing the Post Office, that will mean their share of the pie will be a lot less.....Somebody, somewhere, apparently has waved a golden carrot over their heads that has got their attention, and now they are willing to sell out!......Stay tuned

In response to your request for an opinion, there is no conflict of interest for a legislative official to lease property to the Postal Service. !!!!!!Wow thats strange they can get more public money via the american public through the post office which they make decisions regarding same and it not be construed as campaign finance money or conflict of interest in any way shape or form ??? Thats amazing !!!! While the elderly starve and often barely get by politicians have no remorse stealing money from the public they so represent as public servants and forcing the elderly to pinch and scrape as they go on living high on the hog reaping beaucoupe benefits during and after office !!! How many of you know that the post office funnels money to politicians via leased/owned buildings ?? Can you say campaign finance reform !!! I bet you can !! You know the funny thing about this is that the OIG doesnt think that there is a conflict of interest ?? What do you think the public would say of dirty politicians getting their hands on more public money ?? aren't they suppose to be public servants and not the other way around ? They live like kings and queens in the land of camelot and the peasants are the servants !!!! Check out zip 04739 and you'll find this is rampant across the country !! How much money is enough for them crooks ??? the lease is 51k/yr for a 15-20 yr lease !!! what a coincidence all this money right about contract time 2002-3 !! Working at the Colorado Springs pdc you can find some of the laziest non workers around , they are called, light and limited duty. They claim such crap as neck injuries that last 7 years and they can't do anything but walk around the plant. They did use our kiosk room for a little lesbian love nest but that was stopped. We have a female on T1 that watches the gate camera but yet refused to open the gate for an ambulance. She is definately to stupid to work anywhere. i could go on and on. i believe we have as many non workers as workers. Cmon and visit the Colorado Springs PD&C. as you walk in the front door you see people sitting around.Thats where some Light duty "hang out". Our union fights for them.

RIGHT IN FRONT OF ME. I FEEL SO SORRY FOR ALL OF THE EMPLOYEES IN THE SYSTEM. THEY ARE TREATED LIKE BAD CHILDREN WITH BAD PARENTS. THEY ARE HUMILIATED, SCREAMED AT, AND COMPLETELY DISRESPECTED AND NOT APPRECIATED. We had a rehab carrier (back and shoulder pain) assigned to our plant about 7 years ago. He couldn't work on the flat sorter because of the weight of the tubs and the requirement to know a scheme for keying. No scheme kept him out of the manual section. The only place he could work was automation. They started him out sweeping stackers and doing pull-down and dispatch on one of our lower volume (60k average) DBCS' so he could learn the basics. He lasted a week before asking to return to carrier duties.

Geez....reading through this, and seeing so many negative responses concerning supervisors, should make me reconsider. I'm strongly thinking about putting in for a transfer, far away from here. Currently I have a very decent, understanding, HUMAN, boss. Looking at this forum, it seems these are hard to find, lol.
My question is: I've been a city carrier for 12+ years, and would like to put in for a clerk position in another state. I understand that most postmasters would rather hire someone they know, or at least with the same craft the applicant has had experience with. What could I expect my chances to be if I put in for a transfer? I've had a back problem that is aggravated by 10 miles of walking a day, so clerking seems like the logical step.

Thanks, ^*^*^. It looks a bit strange to me. What is this supposed to be testing for? I still think it would be a good idea to give this part of the test to everyone currently working for the Postal Service and see how many "pass". This reminds me of that touchy-feely crap they were trying in the early "90s when Runyon was going to reinvent the Postal Service. Do you have any insight on what they're looking for with this portion of the test?

How do they score "personality"? Even if they're just trying to determine if you have one, I can't imagine any of my supervisors passing.

you are entitled to a work clothing allowance. http://www.usps.com/cpim/ftp/manuals/elm/elmc9.pdf932.13 Work Clothes This program is separate from the contract uniform program. It is for employees who are not presently eligible for uniforms or contract uniforms. Affected are certain mail handlers, maintenance employees, motor vehicle employees, and clerical employees involved full time in pouching and dispatching units, parcel post sorting units, bulk mail sacking operations, and ordinary paper sacking units: b. Clerk craft employees assigned to: (1) Ordinary paper sacking units. (2) Parcel postal distribution units (manual). (3) Pouching and dispatching units. See where it says "DISPATCHING UNITS". that means the expediter. see your steward and file a grievance and go to whats left of personnel office and have them fix your form 50.

I currently work as an expeditor at Irving Park Road, P&DC, and although I am not receiving a work clothing allowance there are other expeditors at IPR grandfathered in from Cardis Collins, P&DC who have an clothing allowance. Now at one time, all the expeditors at IPR, were from Cardis Collins. But, after retiring, their bids which previously had included a clothing allowance were not honored by IPR personnel. The expeditors bided on those vacancies, but were not given the clothing allowance that had been included with the previous vacated bid. The current expeditors at Cardis Collins have an allowance, so why are the expeditors at Irving Park not given the same work allowance and consideration. Our job does involve "dirty work", as we are manadated to constantly go into the trucks break belts, and lift door plates. Who do we address on the uniform control committee, to get all the expeditors working on the dock a clothing allowance, and not juat have a few entitled?

I love the job aside from all the beauracratic nonsense. But with scans, DPS, etc., it seems that management lives to make our jobs more difficult. Despite all this, I like the job and it pays well. That's what's so frustrating - they're taking a great job and screwing good people who work hard.

I'm wondering if anyone can help me here. I'm a casual who took the 473 exam twice recently and was rewarded for my hard work with scores of 76 and 77. I call bulls***. I'd be shocked if I got more than one or two wrong on the "exam" part of the test. I finished every question and had time to go back and check every answer (even in the speed section). So, playing devil's advocate, say I got even as low as a 90 on the "exam" part. That means I would have to get a 67 on the "personality" section. Well, how the hell can there be "correct" answers to questions like: "Which statement best describes your managerial experience?"? And how in the world can I get 1/3 of them "wrong"? I've put in written appeals for my scores, and I've talked to regional supervisors who say that they can't help me because they don't even have a contact for the people who score the exam. They can only respond to them in writing! So, I'm pondering taking some legal action. I believe that since my livelihood is at stake with these scores, I should be able to see exactly what "mistakes" I made on the 473 exam. One supervisor told me that they don't give the contact names out because they want to "preserve the integrity" of the exam. Fine, I'll sign a confidentiality agreement! Just let me know what I got "wrong"! Can anyone help me with this? Does anyone know the right person to talk to or know if there has been any legal precedent for this? I just think it's an abomination that your hiring comes down to nothing but an exam, but 2/3 of that exam is stuff that the scorers are going to arbitrarily mark correct or incorrect with no rhyme or reason, and we can't see the results! Please help!

Our new senior plant manager is a nightmare too. He supposedly was a mail handler for 12 years, but apparently has forgotten what it's like to be one. He's going to get rid of casuals and pull regulars off of already understaffed flatsorting machines to replace the casuals he got rid of on the "take-away" section of the flatsorters. He said he will take away a bid of any mail handler he sees talking to another employee on the floor and make them an unassigned regular. He said the "open-door" policy of the past Senior plant manager who let anyone make an appointment to discuss an issue will not be allowed and the employees must go through the proper chain of command. The old plant manager used to walk on the workroom floor to chat with employees; this new guy only talks to his supervisors if he does come onto the floor. Everyone hates to come to work now and people are transferring out of our district like crazy. Do these kind of managers really think they will get the optimum performance out of employees by creating an atmosphere of this sort?

we have a supervisor that was convicted for first degree misdemeanor assault (he was indicted for felonious assault but copped a plea for first degree misdemeanor assault). This assault happened off the clock on his personal time. My question is ,is he still allowed to work as a supervisor? If it happened to a craft employee no doubt he would be up for removal

You should be able to find this out through your personnel dept. I went there recently and filled out a form they have that you send to the person who administers the tests and you list the exam you are interested in and they then notify you by mail when the exam and time is. Also you can go on the USPS.gov website and there is a link there that shows what cities and dates various exams are scheduling exams. This listing is for non-postal employees who want to get hired, but you can still see when and where the exams are being given. You can travel to another city to take the exam if the one you want isn't being given in the city you live in.

THE LOCAL PRESIDENT AND VICE PRESIDENT WAS IN THE TAMPA L&DC LAST NIGHT ON TOUR ONE. THEY INFORMED US THAT THEY WERE NOTIFIED THIS WEEK THAT THE WITHHOLDING DUE TO THE (REC) SITE HAS NOW BEEN EXTENDED FROM 100 MILES TO THE ENTIRE SOUTHEAST AREA. IT WAS A SURPRISE AND QUITE IMPRESSIVE TO SEE THEM ON A FRIDAY NIGHT VISITING AND SPEAKING TO THE MEMBERS. OCTOBER 26, 2006. it's being called a national day of picketing by the union, to alert the public of the consolidation plans of the usps, and the negative effects that will arise from this attempt. mainly, the usps says it will reduce costs and save them money etc... one of the usps' biggest cost is the amount of grievances and eeo's that are being filed because of postal management abuse to it's employees. postal officials do not correct the problems among the rank and file within the postal service. most of the time they are covered up. if we, the employees of the usps/union members, are joining the national day of picketing to bring all important issues we face to the public, do so with a show of unity Edit Delete

The Unions Role in Management, Mailer Issues
Burrus Update #11-06, Aug. 28, 2006
An editorial by Gene Del Polito, president of PostCom, has been widely distributed in the postal community, and has elicited a range of commentary. I have responded directly to the initial editorial [letter to PostCom - PDF] and intend to include my response in the next issue of the APWU bimonthly magazine. But it is important that I also explain to the membership the logic behind the APWUs general position on labor/management/mailer issues.
Mr. Del Polito confuses the role of a labor union with the responsibilities of management and the large mailers that dominate the mail stream. The American Postal Workers Union is responsible to its membership period. We are conscious of and concerned about decisions that affect service and cost, but that is not our charter, and nowhere in our constitution do we address the satisfaction level of large mailers.
In our opinion, labor unions cross the line when they engage in helping to fill the role of employer. During the 1980s, many unions were seduced into believing that they had a meaningful voice in management decisions and took part in experimental initiatives. When the programs had run their course and management had achieved its objectives, employers unilaterally dumped those cooperative programs. They now reside with the ashes of other programs designed to fool workers into believing they would be making managerial decisions.
I never confuse my role as union president with the role of the postmaster general. It is his job to ensure reliable service, use technology to reduce cost, and constrain postage increases. My job is to maximize the return to employees for work performed. Mr. Del Polito can editorialize from now until Doomsday, but I leave to postal management the development of strategies to compete with the Internet, satisfy the mailers, and control costs.
Large mailers, like other industries, will make their business decisions based upon their self-interest, their bottom line. If they were motivated by loyalty to the Postal Service, they would have rejected e-mail, the Internet and other forms that use new technology, but, of course, they have not. When it has been in their interest, they have abandoned the Postal Service for more efficient and less costly means of communications and will do so time and again in the future no matter what we do.
In a democracy, workers have the right to collective bargaining. Political administrations have enacted laws and regulations to dilute this basic right, but it continues as a means of dividing revenues between those who are physically responsible and those who own or control. In collective bargaining a deal is a deal. The process does not permit do overs. When you agree to wages and conditions of employment, you accept the outcome and move on. It is an imperfect system but the best that humans have devised. Mr. Del Polito embraces the process only to the extent that his employers benefit. But despite his criticism, APWU will continue to represent the interest of its members to the best of its ability.
Our union does not engage in cooperative programs; our union meetings and conventions are reserved for our members and those who are loyal to our causes. It is not our role to manage the Postal Service. We are not critical of those who see the world through a different lens, but that is who we are and we reject self-serving external evaluation.
The employees who we represent care deeply about the future of the United States Postal Service. But they expect their union to make their work more rewarding and leave to management the role of managing. And while we leave to Mr. Del Polito the constitutional right to express his opinions, we do have suggestions as to what he can do with them.

more of a statement then a question. There has been a lot of talk about the PO budget for fiscal year 2007. If you have access to the blue page from a postal computer look for the finance page and part way down you will fine a link to the fiscal 2007 budget.
some highlights : apwu pay increase in november 2006 1.6% with NO colas in 2007.
nalc, nlcra and npmhu pay increase 1.3% in november 2006 with no colas in 2007.
no other pay increase are listed.
there is something called a ECI-1 but I couldn't figure out what it means.
also looks like the uniform allowance goes up 2.5% for apwu and npmhu, nothing listed for anyone else.
health benefits are listed as 2.00% but don't know what it means.
looks like the PO wants to go to arbitration and make it last a year or more.

I went onto the e-reassign website last weekend to apply for a transfer. After I finished with my 5 choices in the Seattle District, I decided that I wanted to change my order of preference of my 5 choices. I deleted my 2nd and 5th choices, intending to switch them, only to find out after I had deleted them, that once deleted, a choice cannot be resubmitted! And this fact was not given until AFTER I had deleted the two choices. This means that I can't apply for a transfer to the two offices that I unintentionally permanently deleted. And there is no contact info to where I can ask a question about this on the website! Has anyone encountered this? I'm really frustrated and disappointed by this process! This is definitely NOT a user-friendly website. What possible reason could there be to not allow someone to reinsert a choice if they delete it?

Maybe beaulexus and I are a sign of good times to come -- if we can hang in there long enough. Someone in management has begun to realize that changes in employee treatment need to be made. The first two weeks of ASP training was learning about personality traits and how to treat people accordingly. Since I first wrote, the supervisor (he was OIC) has lost his power, and is not part of the "good ol' boy" group right now. The OIC now there, and our POOM, both believe I have something valuable to contribute. Unfortunately, the supervisor I work directly with is gung-ho discipline, and all she really wants to teach me is how to punish people. So I've still got an uphill battle to fight, but I believe I'm on the winning side -- for now.

A PMR can work in other offices that have PMR's, replacing the Postmaster in those offices. They can't be "loaned" like a clerk, to work alongside the Postmaster and/or other clerks.
A PMR can be an OIC, and can be promoted to Postmaster.
If you have taken the exam and made a passing score, your name will be placed on a register of eligibles for the offices you put down when you took the test. When those offices have a vacancy, they will ask for a hiring worksheet. Eligibles will be on the hiring worksheet in the order of their test scores. So good luck!

Why not get rid of excess management to save labor costs? Where i work they hired four new supervisors and we now have an assistant plant manager -we never needed them before- why now? we have no more clerks or mailhandlers-just more supervisors and management personel-does this make sense? actually we keep losing people as clerks and mailhandlers retire they are not being replaced. Also, why do supervisors with no people handling skills get bonuses? They are overpaid to begin with. We are also paying to send them on endless detail after detail-why? The "plant" that i work at has not had a permanent "plant manager" for many years, all we get are actors "acting plant managers" -totaly rediculous. it". It's time to weed out the fat. Fire these useless bums.

I too have a management style like you Dawn. I treat my fellow employees as I myself would like to be treated. We work as a team. We are co-workers with a common goal...to serve our customers, move the mail and give an honest day's work for an honest day's pay. It can work if we have mutual respect for each other.

I believe you are alone! the reasons you have stated are the reason most people stay out of management. postal management is a small click of fat heads who can not make it in the private section as a manager. postal management makes it very hard to want to go to work each day.

I am a supervisor. Or, at least, I think I am. I'm supposed to be, anyway.
For eight (8) years I was T-6 over a window unit in an AO. I made decisions that my supervisors didn't want to make. They wanted to ignore the window. So I took care of it for them. I wanted to be 204B, but was told I was too important where I was. So I entered the ASP program in October of last year, graduated in February.
Since then I've been bounced around like a rubber ball, constantly lied to by my supervisor, unfavorably compared to a supervisor with eight (8) years supervisory experience, and, on a regular basis, mentally abused by my supervisor. I made more decisions as a T-6 than I'm allowed to do as a supervisor.
I went to work at a P&D. New atmosphere, new language, everything new. I had to learn it from the ground up, but I'm expected to know everything now. The other supervisor came in after me, not knowing anything about P&D, either. What she does know is discipline. That makes her the golden child.
She's being applauded for all the grievances she has stacked up against her.
I've been told I can't trust my employees, that they'll stab me in the back first chance they get. But the knives I've pulled out have been from my "superiors."
Most of my training has come from the craft employees. My "trainer" was a supervisor ready for retirement, but he'd already "quit." I learned next to nothing from him. The employees friendly and willing to help. I treat them with the respect they deserve, and they reciprocate with a willingness to help do what's necessary to get the mail out.
I talk to them. Learn things about their personal lives. I believe we're all co-workers with each other, with each of us having specific job assignments. (What condition would our offices be in if our janitorial staff didn't empty the trash cans for a month?)
Because of this, I'm viewed as weak and ineffective.
Yes, we have problems that need to be resolved. The retiring supervisor let the employees do whatever they wanted to do, but it's a matter of tightening the reigns, not lashing with a whip.
Even the employee that everyone has had major attendance and attitude problems speaks to me with respect and doesn't argue about every instruction I give him.
I don't believe I should have to treat my employees like garbage to get them to perform -- in fact, I believe I'll get less performance from beat down, exhausted, demoralized employees. And I don't believe I should be treated that way, either.
Here is a supervisor who cares about her employees. There are others out there like me. I have to believe that I'm not alone.

THE MANAGEMENT at the U.S.POSTAL SERVICE are ABOVE THE LAW. They've been abusing their authority for years. They abuse and deny employees due process of the law. MANANAGEMENT breaks the law without having to face any kind of disciplinary action which encourages them to continue their abuse, intimidation, wreckless negligence, and illegal practices. I encourage all Postal employees to get together and seek assistance from our Senator Diane Feinstein, Chairperson for the Postal Senate Subcommittee, or other Senators to address the ongoing abuses.

m/163 Larry, how do you win on "Failure to Follow Instructions?" My office is level 22 and because I filed a grievance about wanting my copy of the 3996, we've been hit with that. By the way, I'm a letter carrier. The atmosphere is one of hostility and depression and the supervisors have everyone believing that it's all the union's fault. Any suggestions?

The company only loses money in contract years (& the one preceeding it). The purpose being to show a loss in order to avoid paying anymore on raises than necessary. While there are some carriers who are deliberately slow to soak up the overtime, they are still the ONLY ones who have to physically carry the load to keep the revenue coming in. Supervisors with less than 5 years experience in the PO (who failed to perform well as carriers or clerks) are preaching work habits to 25 year veterans. Come on! If it weren't for these carriers, they would not have a supervisor position! They fill the DOIS system with false (lies) data in order to pressure the carriers to perform at a level they were unable to!

When will the Post Office learn how to manage in the 21st century? After 200 years you'd think they'd get it right. Management is primarily built on craft employees that didn't wantto do there job anymore, so they joined the ranks of management. But, they forgot to get an edecation on how to manage! Where else can you enter management w/o a college degree and work your way up to a position like Postmaster based on "who you know" instead of "what you know"! Don't get me wrong, I am not just annoyed with management, some of the craft employees/union members really are a waste to the Postal Service. They learn one thing, how to go the slowest doing the most minimal amount of work and get paid over $20 hr. To boot, they are guarantied raises through automatic step increases!?!?!? And you ask why this company is in trouble financially!

There is always two sides to any story. As a window Supervisor for the past 20 years it's amazing how customers get their stories wrong and lie like 3 year olds. Before stating that Window Clerks are untouchable make sure you had a meeting with you, the clerk and customer together.
Before you make a statement such as that I would suggest you volunteer to work the window in a Level 18 office and see what it's like. Your typical customer at the Post Office is rude, obnoxious, nasty, loud, childish and is owed the world.

If this statement pertains to me then you are absolutely wrong. The reason why I am retiring as a Supervisor is because I refused to follow the normal flow of mental and physical harrassment that upper management deemed necessary on all craft employees.
I started as a City Carrier in Camden, New Jersey and transferred into the Clerk Craft two years later at the same facility.
From there I transferred to Bayshore, New York (Long Island) as a City Carrier and then as a window clerk.
I transferred to (Suncoast District)Tampa, Florida as a window clerk working the 3:00AM to 11:30AM shift in mail processing and as a backup for the window. And yes, I learned the scheme and threw mail for quite some time. I've worked EVERY clerk position prior to becoming a Supervisor.
My ambitions after completing my Associates Degree in Computer Science was to secure a Supervisor position and make a difference. That was MY personal choice. I'm not God because I wear a tie, have an ID badge with blue bordering to identify me as a Supervisor or born with special talents that no other person possesses.
My position with my clerks was that I am no better than they are. Each and every day they were treated on an equal level. I handed out numerous awards, lunches, snacks, gift certificates for all of my HARD WORKING window staff in my Postal Store. My Postmaster hated that. Their philosophy was to p**s off as many clerks and carriers as possible to get the job done quicker.
I refused.
As far as having any type of special training, talents, schooling, experience or knowledge it's not a requirement here in the Suncoast District to become a Postmaster. If you're fortunate enough to be picked for a Detail within the District Office here in Tampa, or a b*tt kisser with your Postmaster your chances are very good that you'll become a Level 13-18 Postmaster. The Postmaster in Webster, Florida is a prime example. He was calling me constantly in Zephyrhills for advise on situations and problems he didn't know how to handle. He couldn't find his car in the parking lot if he had the Goodyear blimp attached to it.
When the Southeast Area was involved in the 18 month Retail Supervisor pilot program I was one of the unfortunate Supervisor's to accept. The Retail Program flopped because of our Southeast Area's Vice-President William Brown and his temper tantrums and arrogance in Memphis.
All Retail Supervisor's were dismissed and told to find another job within the Post Office or be fired.
During this time our District Manager, Michael Jordan, was detailed to HQ as an A/Vice-President of Retail. He shows up for a meeting at the HQ office and tells all Retail people they are being dismissed and there are PM positions available in his District if they want them. Mean while his own people here in Florida were left to struggle to find another position or be fired. What were we offered? Supervisor positions in the Tampa Processing Plant and Delivery.
What a guy. So much for looking out for your own people.
The Postal Service has the employees and Unions too SCARED to complain because of possible discipline.
Their favorite and easiest form of discipline: Failure to Follow Instructions.
The only way employees will be able to make a change in their work places is for a National unification with all employees and Unions united as one.

Since you are the typical hide-behind-the-scenes and throw crap in the middle of the work room floor to see who jumps, runs to Management with every little gossip, tale and story to enlighten your lack of education I found your mystical presence within this forum quite humorous.
I as a Supervisor here in the Tampa, Florida Suncoast District cared very much for my employees and their willingness to work and have a fun and safe place to work.
As far as the comment from you or whom ever I AM RETIRING. Next month I complete my 31 years of Civil Service employment. Let me repeat that. Civil Service Retirement. I was not stupid enough to give up my rights to a Civil Service retirement due to the politicians in D.C. swearing up and down that FERS is the way to go.
And, I leave with $50,000.00 in my Thrift Savings account. Thank you U.S. Postal Service.

you can not re-take the test. you may or may not get hired from being a casual. you might work a year if hired as a mailhandler and then a clerk or vis-versa. ask personnal for any opennings.

Once E-mail letters catch on and you can register on line for purchased products or purchase items using your credit card, mail volume will go down while the price of stamps goes up. I saved a bundle not sending letters through the mails but using my computer.

the manuals and regulations that are printed by the post office state NO cameras in restrooms. period this is not supposed to happen. there have plenty of grievances filled and won the stated no cameras. san diego has a new president that management is walking all over. the 16 year president who lost had this issue put to bed. but when the "new" president took over he said OK to cameras.

OK, how about having to scan your ID badge to enter the restroom, and once again (scan it) when you leave. Is that any better than a camera? I remember a supervisor asking an employee to fill out a leave slip for Annual Leave because he spent over a half hour in the men"s room. This is an actual happenstance. The employee said he'd fill out the slip if he could use s***house leave instead.

Both 39 USC and 39 CFR are statutory regualtions that apply to the Postal Service. Both establish the authority under witch the Postal Service operates. The Postal Service Reform Act changed 39 USC and 39 CFR. Other Titles apply like Title 29 Labor, Title 5 Ethics. I am confused as to the difference between USC and CFR, but they both apply to the Postal Service and by law have to be followed by the Service.

Many employees have asked what they can do about the incompetent management. One way to bring management to account for not following the rules is to fine a statatory rule (39 USC or 39 CFR) that they are not following and file a complaint in Federal Court. $250 fee to file a complaint in Federal District Court. You can file 'Pro se' without an attorney. Be sure to follow the Federal Rules of Civil Procedures (format)and any Local Court rules. Simply ask the Court if the Postal Service or Management are following the rules. You can serve on Officials named in your complaint a summons. You will have to prove in court that they are not following the rules. I have found that this is easy to do. A Federal Judge does not respect the right of management not to manage or not follow the rules. You have the right to file a administrative (grivance)or legal(Court)action, but not both. Be sure to follow all the Federal Rules of Civil Procedures. The Cornell Legal Institute's web site has them and the Code of Federal Regulations. Local rules will be found at the District Court's web site for the District you are filing in. Not following the Official Postal Service Policies is a statutory violation. Pick one and have fun.

I posted as to ongoing harrassment and discrimination by the PO, but obviously, wasn't EEO enough. So, I'm saying goodbye as to having to watch p's and q's, just like you have to do in PO, or they will get you. That was purpose of my post, is you file an EEO, and they harrass you. But, this isn't the place to discuss my EEO problems. Good luck to everyone.

I do not know how to make a link. The US District Attorney failed to get the information sealed. The complaint and supporting documents are available to the public. I will try to keep this topic updated. The incident in Santa Barbara adds weight to me claims of security violations through-out the Postal Service.

Complaints and problems have always been a part of the retail section in regards to uniforms and the allowance. ELM or not, no allowance-no uniform. If you make an employee buy his own and they buy what is deemed acceptable, but not the acual uniform, what's to stop them from buying $200.00 worth of shoes and socks when they do get the allowance and continue to wear what is deemed acceptable? Crapheaded policies produce crappy employees.

Federal District Court, Seattle, case C05-860-RSL trial date is 2 Oct 2006. This case is about violations of the Security Rules and Regulations by Postal Service Management and Inspection Service. It asks for the return of the improperly fired Postal Police and the return of the unapproved (Board of Governors) $15 dollar replacement fee for the Security Access Card (employee badge). Also removal of the Officials from Public Trust positions who have failed to follow the rules and have violated their functional authority.

However, I can't find this reference. /m109, where do you find this in the ELM, that they can wear whatever they want? I can't find this either.

If you work the ptf less than the hours required for a uniform allowance and dont provide them with a uniform. The clerk does not have to wear the postal uniform they can wear whatever they want as outlines in the ELM

Work Clothes and Uniforms 931 Uniforms 931.1 Entitlement and Allowances 931.11 Entitlement Certain employees must wear prescribed uniforms in performing their duties. These employees are entitled (a) to a uniform allowance to purchase authorized uniform items or (b) to be furnished uniforms that meet Postal Service specifications. 931.12 Allowances The annual allowance authorized each employee covered by a collective bargaining agreement is determined by the terms of that agreement. Allowances for other employees are set as a matter of policy.
When to Wear Uniforms Uniforms are worn as follows: a. General. A uniform is worn only while the employee is on duty, in connection with approved activities directly related to postal employment. b. Special Authorization. Postmasters may authorize wearing postal uniforms for activities in which the Postal Service participates, or which it sponsors, where identification with the Postal Service is beneficial to the Service, and while the employee is traveling directly to and from work.
932 Uniform Requirements 932.1 Employees Required to Wear Uniforms and Work Clothes 932.11 Regular Uniforms Employees in the following categories meeting the following conditions wear the prescribed uniform while performing their duties:
Retail personnel, including postmasters and supervisors at CAG AJ post offices, whose official assignment at a retail counter is for a minimum of 4 hours daily for 5 days a week on a continuing basis, or for not less than 30 hours a week. Employees who do not qualify for a uniform allowance under the criteria described above must wear the appropriate uniform for the position if it is provided to them outside of the uniform allowance program.

Ha, well, you clearly have a lack of interest in building an atmosphere where posters are happy to come and post. All you seem to want to do is threaten and insult.
It is standard business practice in any business to reduce work hours and reduce costs. To grumble because the USPS is looking at ways to reduce retail hours and uniform allowance expenses is not very business-like.
I think it's a good place to work, and I won't be looking for another job. Since you don't think so, perhaps it's you who should start looking for another job.

Again, look outside the box and not the ELM. But, I can see that won't happen here. What's best for the office, appearance, moral, joint Management/Craft effort, professionalism? The USPS wants to spend millions on Mystery Shoppers while looking at ways to reduce retail hours, but no uniform allowance. A typical situation in any office that management has no concerns but their own self-indulgence. I just had my new Postmaster in Zephyrhills who spent hundreds on a personal inauguration party due to his promotion but couldn't spend $40.00 for a cake for an employee that was transferring out after years of dedicated service. It makes me laugh every time I read and hear of this type of thinking. Again a lack of professional interest in building an atmosphere where employees are happy to come to work. The only competition to the USPS is the USPS itself. Folks, start looking for another job. The axe is on its way with Potters cuts. Don't forget to take your ELM with you for your private sector job. If an office requires an employee to work the window and be in compliance the Supervisor/Manager/PM should take a professional responsibility in seeing that their employees are taken care of via a uniform. I was a Retail Supervisor for 18 months in the Suncoast District, still a Supervisor, C/S, and it was like working for the SS. Absolutely pathetic and degrading. Folks, I'm not afraid to advertise my name to this site or where I work. One of the biggest problems with the USPS is that it forces its employees to hide behind what ever shield they can find and be comfortable without being harrassed, intimidated and blackballed by upper management. Take a stance and you will dance. If you're forced to purchase a uniform because of managements ignorance and lack of interest in their employees then buy it. Can't be charged with Failure to Follow Instructions. Turn around and file a class action grievance with your steward. Ask your District Manager to take it out of their party fund.

The alternate uniform that SSA's are allowed to wear on the window is light blue or white oxford shirt, blue or gray slacks which they have to purchase themselves.

As a Supervisor C/S here in the Suncoast District, Level 22 office, I always made it a priority that the USPS supply a uniform allowance for all SSA's. You're required to be in full uniform for professional purposes via the ELM (USPS own words), so, I made sure all of my employees were equipped with an allowance. I always cut a PERS1 to Personnel with a statement that the SSA is required to have and maintain a uniform furnished by the USPS and that they do work the required hours needed to justify the request.
If you can't get your Supervisor to assist then have the APWU file a request for information on all clock rings from the past 6 months to verify your actual hours worked as an SSA when you moved from one operation to another. :)

I am a ssa that works the window everyday. In 2003 the postmaster made me a level 6 senior mail processor for the csbcs machines but I still work the window also. When I became senior mail processor in 2003 the post office took my uniform allotment and I can't seem to do anything to get my allotment back. Can anyone please help?

To: Steve Millard Just to let you know that I started an appeal via EEO Office of Federal Operations (OFO) and they are jacking up the miami office for closing my initial complaint in 2001 based on "non-receipt" of an order to produce from the miami office to both attorneys in my case.. Already been through 1st district (summary judgement) and 11th circuit appeals (threatened to sue me for cost i.e. $12,000) so I hate to say it but I wimped-out. Any I'm kinda not in it for ME right now Except in in the "Poke a stick in the hornets nest" Phase and see if I can get a reaction from OFO against Miami. With the gas prices skyrocketing. Does anyone have a clue as to what is being done to compensate Rural Carriers? I E-mailed my union rep and got no response. I have thought of billing the Post Office for the difference in my EM-E or just going the distance I am compensated for. Something has to be done. I won't have a paycheck I'll have a gas bill.

I write to express my dismay and concern regarding H.R. 22, the Postal Accountability and Enhancement Act of 2005. I have read "What Every Conservative Needs to Know about 'Postal Reform' (H.R. 22)" and wish to correct a number of misconceptions and errors included in its text:
-- The Postal Service has not suffered from an inability to control costs -- it has slashed postal employment by nearly 100,000 workers over the past five years as mail volume growth has stagnated. The fact that labor costs represent a larger percentage of revenues in the USPS than in private companies like UPS and FedEx does not mean that the USPS is inefficient or that postal employees are overpaid. It just means that the Postal Service's business (mostly letters) is inherently more labor-intensive than that of the private firms (mostly parcels). This fact results from a universal service obligation not shared by UPS and FedEx: The USPS delivers to 143 million addresses each day six days a week while the private companies deliver to between 12-15 million addresses per day five days a week.
-- The 2003 law to reform the Postal Services CSRS pension funding formula was not a "bailout." It simply corrected an error that required postage rate-payers to over-fund the Postal Service's pension liabilities. Your paper states that the law "cost" taxpayers $7.1 billion -- suggesting that the Treasury transferred $7.1 billion to the USPS. That did not happen. The Postal Service and its largely business customers were simply spared the unfair burden of over-funding their CSRS pension liabilities. This helped keep postage rates stable and business costs low.
-- The Postal Service is a self-supporting government agency that receives no direct taxpayer subsidy and therefore returning the responsibility for military pension costs to all American taxpayers -- who all benefit from the national defense -- instead of heaping them on the relatively narrow class of American businesses that generate most of the nation's mail volume cannot be fairly called a "bailout." These costs were traditionally paid for by the U.S. Treasury and were mistakenly transferred to the USPS by the 2003 CSRS reform law.
There is nothing "conservative" about helping to shrink the middle class and leaving millions of rural state residents without adequate postal services by shuttering postal facilities and cutting postal pay and benefits. H.R. 22 is a balanced piece of legislation developed over many years in a bipartisan manner -- it was reported out of the House Government Reform Committee on a unanimous vote of 39-0. Conservatives can and should support it. Indeed, all 22 Republicans on the Committee, including all seven RSC members on the Committee, voted for the bill. Of these, 15 have been rated by the American Conservative Union and eight have received a "pro-conservative" rating of 90 percent or more.
I urge them to retract "What Every Conservative Needs to Know about 'Postal Reform' (H.R. 22)" or at least correct its inaccuracies. The members of this Committee and the American people deserve no less.

"We are very interested in eeo complaints in which management officials caused harm and were not disiplined." Wouldn't the person involved in the EEO complaint be the proper person to act on this? Where do you come in, what is your standing? "This is a violation of law." OK, say it is: What's it to you? "The American Civil Liberties Union (ACLU)is interested in the abuse of Postal Workers." So are you the ACLU? Or are you acting for the ACLU? Or what? "This could lead to a class action lawsuit on behalf of abused Postal workers." Oh great - another class action suit where the victims get $50 apiece and the lawyers get millions.

This is interesting: "From PR Reader: Postal Facility Regulations for Heating & Cooling Temperatures
"Energy Conservation, Utilities, Heating Fuels, and Bulk Vehicle Fuel
"ASM 541.11 states:
"All installation heads must follow these energy conservation measures:
"b. Maintain a maximum heating temperature of 65 degrees Fahrenheit during working hours and 55 degrees Fahrenheit during nonworking hours.
"c. Maintain a minimum cooling temperature of 78 degrees Fahrenheit during working hours and no cooling during nonworking hours."
"In addition to the obvious grievance of reducing the workroom floor temperature to 78 degrees, the employees should also grieve (and publicize) those individual managers who are cooling their offices below 78 degrees. It is not authorized and the managers are wasting energy and dollars. Since they are sedentary, they are less prone to heat stress than the workers.
"If a person is experiencing symptoms of heat stress and mitigating factors are not helping, they should see a doctor. The doctor can impose a temperature restriction above which the employee may not work or give the employee a few days off. Heat stress varies by the amount of physical work a person does and by a number of personal factors.
"I kept a digital thermometer at work for the purpose of resolving heating and cooling complaints from employees. You can get them at Radio Shack. Many stores also carry small digital clocks with digital thermometers built in. Greetings USPS Folks,
For the past couple years I have designed my own yearly calendar because I just cant find a preprinted one like I prefer. I just want the entire year on one page, no fancy pictures etc. This way I can tell what is going on at a glance for the complete year.
I of course marked the holidays and paydays on the calendar. Oh yes, above the Friday column I have indicated the pay period number for the paydays that month.
The past couple years I passed these along to others in the office that were interested. To my surprise, many more were interested. So, to help make my efforts available to more folks I have uploaded a copy of the current year calendar to my internet storage area.
The link below should give you access to the calendar - you should be able to download it to your drive or just print it from your browser. If you have any problem with the transfer please let me know.

You need your Employee ID, which is on your pay stub, where your Social Security Number used to be. Then you need your USPS pin number. If you haven't got a USPS pin, or can't remember what it is, you need to telephone 1-877-4PS-EASE which translates to 1-877-477-3273. When you call them, you will get an automated menu. You will have to press 1 for PostalEASE. Then you will need to put in your Employee ID number from your pay stub. It will ask for your PIN, which you don't have, so push 2. Then they will send you your PIN by postal mail, so it will take a few days.
If you don't have your postal PIN yet, CALL FOR IT RIGHT AWAY. You MUST have it to be able to do anything. You have to use either the phone system or the computer system to do anything any more - no more paper forms. Don't put it off. Get it done now.
Free advice! Worth exactly what it cost.

This e-reassign is a joke. On the front end you have a spiffy but slightly flawed website. A big improvement,by a lot, over the old way of requesting transfers. On the back end you have the same old horse and buggy follow-up that was always there. You have lazy ass HR departments, accountable to nobody,making up their own rules. They don't communicate or try to help the people they work for unless they are family members or personal friends. God forbid you ask them to take care of your stuff a little faster; that will have the pronounced effect of the opposite happening. The next step after you request transfer is HR pulling your OPF(official personnel file) getting your supervisor to write an evaluation. Get a copy of your 3972(attendance record). There is other stuff that goes in this package. When they get all this paperwork together it is put in the mail and sent out. This could easily take months. Now it goes to another HR is kicked around and sent back to your home office. Whereupon the whole package is disassembled and put back into the seperate files until the HR employees find time to go through the entire operation again and send it out to another HR department. Time for some procedural change here!!

Re:LiteBlue, There were Newsbreaks plastered all over our facility for months telling us it was coming. Supposed to be able to do anything on the site that you can do with PostalEASE except you can do it from your home computer. The site does exist but it won't take the log in data that we are supposed to use.

Where did you see "the glories of LiteBlue" proclaimed? This is the ONLY place I've ever seen it mentioned, and the only report of it on here is that, "It doesn't work" or "I can't access it." So having read on here that it doesn't work, why would you think it would? I am not being snotty, just curious where the information is coming from.

Have you looked at the e-reassign website? It says there that you can put in for as many positions as you want. I put in for 12 different places I would like to live and work. HR at 10 of these places requested my files from the current HR department. I was so excited, I was going to live in the country and see new places. I was going to change my life for the better.
10 months later and the HR department here has sent my files to only 2 places. When I asked for copies of the files so I could send them out myself I was told they are too busy now. They also told me every time the files go out they need a new Supervisor's evaluation. At this rate it will take 5 years to get transferred.

14 H 24 - 135km To Go... The peloton is content to roll along early in the 20th stage, taking happy snaps of each other, posing for race photographers and sharing some sips of champagne. About 28km have been covered in the first 50 minutes of the stage. Only 135km remain in the 2004 Tour.

Hi,wanted to give an urgent message to all CRS employees about the WEP legislation REPEAL that should be voted on before years end. THe Windfall Elimination Prov.deducts soc. sec.benefits from CRS employees,sometimes eliminating your entire benefit. That means no soc.sec. or a very limited benefit. They want to take YOUR money just because you are a govt employee and they can.You can access www.NEA.org or www.dingomt.com for forms to email & petition your legislators to repeal this law. Tell anyone you can to do the same or you could lose money for retirement. Please take the time to save your earned benefit, the time is now. And please go to other postal employee related sites and post a similar "heads up" or this repeal could die for lack of urgency. Thanks.

I had sent a message earlier about getting booting off a route if I am a primary sub. What are the rules? I was told at one time the sub runs the route all week with one day off if the regular is out all week. Now, the secondary sub worked my primary route one day because I was told no subs are allowed any overtime. District is not allowing it. Who rules?

This has been tried before and it didn't work. Supervisors lie,cheat and steal to improve operations and more grievances are filed and yet these same supervisors and managers don't care about others or especially employees that do the work. They could care even less about the contract. It becomes Greed. They need to teach these managers and supervisors that everyone is equal with different jobs and to work together,employees that do the work know the job and can make or break any supervisor or operation. To use sick leave is ok but to use it wisely. We are ALL Adults! Too many supervisors and managers are playing the favoritism game and other employees see and know what is going on and then comes less productivity.

FOX wants to broadcast something that they think is funny, and about 800,000 individuals (most of whom) don't think it is funny are SPEAKING FREELY about it to FOX. The marketplace is working as it should. USPS is pulling 200 G's of advertising from them. So I hope they make a LOT of money to overcome this "hick-up" on their money stream. What is the big deal about FOX Mad TV. You would think these high salaried yahoos would have more important fish to fry. However. it has now become a 'hot political issue', and since basically all these people are is politicians, we probably haven't heard the end of the FOX postal skit. Hey, lighten up! b. nelson /m3 Interesting post from you concerning delivery status. There are several rules, and I think you can find them in the ELM or if not there in the DMM concerning deliveries and mailboxes. As you are aware, you may buy a mailbox, create a mail slot in your house entrance, etc, but the law provides that the USPS has a monopoly as to ownership (even if you buy it). It is to be used EXCLUSIVELY for USPS paid mail .... NOTHING ELSE! If your apartment complex had an NDCBU, either inside the halway or outside the building, technically that is USPS property. HOWEVER, the building owner is responsible for it if something happens, such as a car or truck running into it and destroying the NDCBU. If the mailbox is "private", such as "Mailboxes Etc", and the building is damaged or destroyed, the mail is addressed to the building and is considered ONE address, even though you are "renting" a box "suite" from them. The USPS has NO obligation to a change of address, it is up to the franchisee of the end point to do that for you (if they feel like it). So, I guess, not knowing your exact situation, I strongly recommend that you review the DMM and the ELM and any other manual that may give you direction to delivery access.

Looking for an answer to a legal question. I'm not sure this is the right forum, but I am looking for a forum, online, where I could get an answer to a legal question regarding The USPS?
Question is: Can a private owner, (landlord), of a commercial multi-unit mail box force a resident, (tenant), to Change his/her address (mail box number), because the mail box in which the resident had a space, was destroyed by a traffic accident? Can a United States mail box be privately owned by one, other than the mail recipient? Does the mail recipient, (tenant), have any rights? Thank you.
