Suggestions for Wifi Taxing.
1.A WLAN tax should be based on the no. of PC connected to an Access Point. This could be implemented by making access points and routers send data to the local tax office (similar to NTP server retrieve thing except data being sent the other way).
2. The tax could be based on the use of the WLAN. If its a home based LAN or - then a v.low tax. If commercial- then it could be taxed depending on size of company. If community servce WLAN- e.g. in rural areas a tax should not be levied. They could enforce such a tax banding by setting up a fleet of vans with WLAN detectors (like the TV license ones) with postcode and tax account computers onboard- people not paying would be very easily found out).
An example could be 20% high rate for business (20% of ISP fees for the year). 5% for home, free for charities.
3. Tax could be based on amount of data transfered wirelessly. Data on this could easily be obtained from (most) wireless routers or an ISP (if connection is used mainly from a WAP point). Since ISP have to provide government agencies without us knowing that would be simply for the tax man to do.
4. Tax WLAN based on power usage of the WLAN. The basis would be that wireless frequencies have unknown effects on the human body, so incase in 50 yrs we find out they fry the brain it would be taxed on the power/range of the WLAN. This could be implemented by legislation forcing users to use a meter with their WLAN devices.
5. WLAN tax could be based on speed of the service a WLAN point provides. Upto 0.25mbit the service should be taxed- this allows for public service LANs to be set up allowing WLANs to expand the country. Over this speed taxes should be applied based on speed of service. The theory is that the higher the speed the richer the user and so the more they can afford to pay.
