As this seems to be a home-user-centric tax, I'd stipulate that it should only apply to Windows-based machines.

Access to statistics should therefore be via a back door in the Windows OS installed via the Automatic Update system.

The ideal person to write this would be Jeffrey Lee Parson who in doing so could spend his in prison constructively.
