If it is possible to disrupt mobile phone services in a hotel, what's to stop people jamming WiFi hotspots, too?

Nothing. In fact, it's not even clear that it's illegal to block WiFi, as long as it's possible to claim you're using the frequency for a legitimate purpose. How long, I wonder...
