From the report " Utilizing the Postal Service’s Core Strength: “The First Mile” and “The Last Mile.” The Subcommittee recommends that the Postal Service continue to explore opportunities to utilize its core strengths in the “first” and “last” mile of the mail delivery stream through the development of mutually beneficial partnerships with the private sector."

We just had a stand-up talk were we were told that because of the contract with Airborne Express we can't treat bulk rate parcels from them as we do other bulk rate parcels. It confuses us,we treat the parcel as if it was priority when it was bulk rate.
