You're probably right. And perhaps insulting someone in their own language makes it all the more insulting. Interestingly (and I did some research on this), Scots give more to charity per capita than any other part of the UK.

It really makes sense that the word may have a Scottish relationship. Probably someone who was a bit incensed at a Scotsman. Scots are known for their "thrifty" ways. There are similar, non-politically correct figures of speech, which I will not repeat because I try to be politically correct whenever possible, which may illustrate the stereotypes of some ethnic or religious groups.
