National Rural Letter Carriers' Association

There was an article posted yesterday in the Federal Times titled, "Postal Service Looks to Consolidate City Carrier Routes”. In that article there was a sentence stating that the Postal Service had reached a “route merging agreement” with its rural carriers. This is NOT correct. The existing provisions of Article 12 concerning route consolidations, etc., is the only agreement concerning route consolidations, with the only exception being the MOU signed by the parties concerning Buffer for FSS impact.

The NRLCA is discussing the MOU on holding residual vacant routes for FSS buffer for any needed changes as it relates to impact from the 2009 mail count, FSS impact, number of routes held, etc. However, this discussion is ongoing between the NRLCA and the Postal Service.
President Cantriel contacted Postal Headquarters this morning and requested a retraction and or explanation to the field on this issue

The USPS will be offering a "Summer Sale" to mailers. The planned dates are 6/15 - 9/15. Of course these incentives are offered after a mail count and will be stopped about the time the September special count begins. This is crap and it is high time we all took a serious interest in our livelihoods.

/m2829--I have already printed my petition off and took it to work to have the 3 rural carriers that are members to sign it. I did explain to the 2 that aren't members what was going on, and the need for understanding as to what was going on. Have notified other members in surrounding towns to contact me about getting this signed as soon as possible. Also notified the editor of the Kansas rural carrier paper of the need to contact the other officers and to get this done throughout the state. Time is the essence here and now!! If our association isn't able to do something with this, we will not recognize our association because of the defections, this is the line in the sand--if this goes on and we don't win this, we are done and so am I!! I have until May 15th for the early out and if this flies so do I!!

nuhusker I am trying to add boxes that I now deliver to that were not included in the count for a one hour increase. no mileage included just new box deliveries thank you for your help

get out your edit sheets add them and turn them in, make sure you date the additions on the fron of the sheet, that way you have a record. Also request a new set of labels, that really frosts there butt's, that way you not only have record of the additions, but also a new set of labels that doubly potects you and show the pm that you have all your ducks in a row. PAY ME THE MONEY!!

HELP We have a situation in our office now that count is over and routes have dropped in hours. We are two offices combined (not in the same building but the same district) This wants to know it all supervisor now wants to change the RCA's assigned routes because the rca's in her office are higher up than ours. (we have k routes in our office and they dropped to j) I though that If an RCA is assigned to a route that is their route and the only way that management can change it to a different person is 1. if the rca is no longer on the route gone by the postal service or by choice. 2. If there was a vacant route and the rca wanted to change by higher up on the list only if there was more than one person that wanted the vacant route. I am trying to find something in writting such as a manual but can't locate one can anyone help as the Station MGR in our office agrees with us and does believe this supervisor is incorrect. THANK YOU NEED THE INFO ASAP

Unknown, there is actually a memo out on that...came out 4/17....stating that ALL routes undergoing classification change due to the count(H,J,K) MUST BE re-offered for bidding for the relief carrier assignments.I presume that your associate offices are a situtation where all subs bid all routes(amongst the two offices)... in which case, it was a mandatory action.If that's NOT the case ,and RCA seniority is restricted to each zip code, THEN SMILE AND FILE!!!! The reason they're doing this is to try and prevent further relief losses due to the count

I really don't care what any memo states. The contract AND what was put out as the mail count "answers", states that ONLY secondary and tertiary can be changed. The Primary cannot be changed UNLESS THE PRIMARY RCA IS DESIROUS OF THE CHANGE. You CANNOT bump someone from a primary spot no matter what. They must want to get off the primary, thus leaving a vacancy for the senior sub on down to take or not.

You cannot make someone leave their primary. Only a vacant primary spot can be changed. The MATRIX can be redone ONLY for the secondary and tertiary spots and ONLY if the the particular route in question has changed significantly. If no change, then no change can take place on the secondary or tertiary.

Go ahead and TRY to make someone change their Primary when they don't want to and you will see the grievances a flying.

TO 3yearRCA You are sooooooooo totally correct. I am the unknown that asked the question and I am a regular trying to save our subs. ONLY TRYING TO DO THE RIGHT THING. When it all came down today thanks to your comments this supervisor ( who use to be a rural carrier) WAS WRONG!!!!!!!! My State steward did call me after calling this supervisor. For the life of me I can't understand this person ever wanted to become the rural super as she knows NOTHING. Thank you for your input and believe me it got put to good use. HANG IN THERE I was a sub for 4 years RCA'S GET SHIT ON ALL THE TIME BUT THE REGULARS IN MY OFFICE PROTECT YOU AND ALSO HELP OUT WHEN YOU NEED TO DO THE TWO ROUTE THING. Some may say that is crap that we help but WE ARE ALL IN THIS TOGETHER HANG IN THERE THERE ARE SOME OF US GOOD REGS OUT THERE TO HELP YOU HAVE A GREAT NIGHT If it helps at all I have a favorite saying to those who want to crap on others it is called ARF anal rentitive truck. the truck word is not correct but you will figure it out The next time you are screwed just say ARF AND I BELIEVE IT WILL MAKE YOU FEEL ALOT BETTER
