I keep hearing that there are an onslaught of other cel-shaded games in the works, but I only know of Jet Grind/Set, Zelda and mentioned Joe game. Is there a site following this movement?

Already here. Capcom's own Auto Modellista, Gungrave, Wild Arms 3, and the upcoming Unreal engine FPS 'XIII' are the only ones popping to mind right now, tho - the whole cell-shaded thing is really taking off (I'm a fan, I confess), especially with RPGs, for which anime stylings have been the norm for years. I don't think there's a site following this specifically any more than there was a site following lightsourcing in 1996, but anime/game geek crossover sites are your best bet.

The game has some interesting gameplay concepts, but it is simply the gayest game ever. The only thing that could make Joe more blatantly queer would be a pink triangle on his chest.

Oh, and if you're looking for cel-shaded games, try 'Sly Cooper', which is a pretty entertaining platformer. Also, I seem to recall that the 'Sonic Party' games were cel-shaded. Oh, and the PS2 Klonoa game has a similar shading method to Zelda Windwaker, though less dramatically stark character designs.

Really, this current mania for 'cel shading' is, I think, a reaction against ever-more-realistic modelling. Why ape the real world when you can stylize it? The modern hardware has enough power to do this in real-time, and some people are willing to experiment with it. Compare 'Toy Story' with the 'Final Fantasy' movie - FF was much more realistic-looking, but TS was far more entertaining to look at because the characters were abstracted. (And better-written and -animated, but that's another matter.) I'm happy to see more games that play with non-photorealistic rendering methods. It's a return to the appealingly cartoony stylizations of the 2D console days.

Oh yes! Capcom's 'Killer 7' looks to be amazingly stylized shading. Not 'cel shading' exactly; more 'expressionist shading'. The fact that it appears to be GC-only was one of the factors that made me finally buy a Cube.
