/m1285 I was hoping someone else would read it and explain it but decided to take a look. It doesn't concern me as I will retire with the position I currently hold. I originally posted the link here hoping it could help some of my postal pals. I took a look and it seems that stupid story book (KSA's) everybody had to write is no longer used. Good effin riddance. There is one exam, 955, used for all maintenance jobs. This exam and a 3 person review board is what is used to qualify. The supervisor's evaluation has been eliminated as well. A new PER will be created. The current PER will take priority over the new PER. So if you are on the PER you will be ahead of the people that will qualify on this new system. The new PER will be arranged along the lines of test scores using 10 point range brackets. Procedures for upgrading seem to be improved and better defined. It's your life, you can make it better, and it seems that it just got a whole lot easier. If one were cynical they might say the procedure has been dumbed down. Or maybe it has been simplified. I remember the time I came home from vacation and had 3 of those KSA books waiting in the mail that had stacked up while I was gone. I had about 2 days left to complete them. Sometimes the postal life is so unfair. I said fuggit and figured I would make an effort to get promoted in three more years.

my only thought is, why is someone who signed up for open season in march bound by this thing signed in june and losing seniority rights on the PER?

yes mm i understand the concept of retroactive, but what is the reasoning to strip away an employees seniority rights by agreeing to radical changes in the el-304 and article 38 in such a manner..... I really don't care which type of test is administered, I want to know why the ones already on the list will remain ahead of anyone who goes through the new system, regardless of craft seniority.

In other words, the Union points out how they strengthened the seniority rights by expanding the banded scores and applying seniority within those bands, but have done away with rights of those who were planning on open season under one set of rules and then losing those rights in mid-stream so to speak. Getting rid of the KSA book is a plus, but notice they can still take someone who passed the new 955 test then flunk them on the basis of the review panel, so there is still plenty of room for favoritism etc. in the system. all in all I'd say the Union just bent over on this one.

If there's a guy on the current list junior to you, when you qualify for the PER you go on the new list. He is on the old list that is grandfathered as taking priority.
This gives new life to the BEM's on the old ET PER. Now when the MPE's qualify they don't move in front of them as they had in the past.

When someone in maintenance transfers to a different facility and was on the PER for ET-10 will that automatically transfer to the new facility?

There is no answer to that question mr. stringcatt. what will happen is 3 months after you transfer, the union will sign a memorandum of "understanding" changing what ever it said before. Good luck in your future endeavors.
